January 2, 2018 Reorganization Meeting Minutes

OATH OF OFFICE
The Honorable Nancy Guenst, Mayor administered the oath of office to Councilwoman Nicole Benjamin, Councilwoman Elle Anzinger, Councilman David Stockton, and Councilman George Bollendorf.

CALL TO ORDER
Honorable Nancy Guenst, Mayor called the January 2, 2018 Reorganization meeting to order at 7:05 PM.

PRESENT
Councilman Bollendorf, Councilman Stockton, Councilman Hegele, Councilwoman Anzinger, Councilwoman Benjamin, Councilman Forgeng, Councilman Rich, Mayor Guenst, Manager Zollers, Assistant Secretary Hegele, Secretary DeRenzis, Chief Gardner, Fire Marshal Myers, Assistant Solicitor Ciuca, Engineer Hyne.

ABSENT
Treasurer Kalnajs was absent.

INVOCATION
Pastor Nancy Ludwig of Lehman Methodist Church gave the invocation for tonight’s meeting.

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chief Gardner.

NOMINATION AND ELECTION OF OFFICERS
Before the nomination of officers, Mayor Guenst read a statement from Congressman Boyle’s office to welcome the newest members of Borough Council and thank all councilpersons for their service

NOMINATION OF COUNCIL PRESIDENT
Councilman Stockton nominated George Bollendorf Jr. for Council President. This nomination was seconded by Councilwoman Anzinger. A vote was called with all voting in favor of the nomination.

NOMINATION OF VICE PRESIDENT
Councilwoman Benjamin nominated David Stockton for Council Vice President. This nomination was seconded by Councilman Hegele. A vote was called with all voting in favor of the nomination.

Mayor Guenst turned the meeting over to Council President Bollendorf.

NOMINATION OF PRESIDENT PRO TEM
Councilwoman Anzinger nominated Robert Hegele for President Pro Tem. This nomination was seconded by Councilman Rich. A vote was called with all voting in favor of the nomination.

STAFF APPOINTMENTS
(Year 2018)

  1. Borough Manager/Secretary – Alfred Zollers: Vice President Stockton nominated Alfred Zollers for the position of Borough Manager/Secretary. Nomination was seconded by Councilman Hegele. Nomination carried 7-0.
  2. Assistant Secretary – Diane Hegele: Councilman Rich nominated Diane Hegele for the position of Assistant Secretary. Nomination was seconded by Councilwoman Anzinger.  Nomination was carried 6-0 with Councilman Hegele abstaining.
  3. Open Records Officer – Diane Hegele: Vice President Stockton nominated Diane Hegele for the position of Open Records Officer. Nomination was seconded by Councilwoman Anzinger. Nomination carried 7-0.
  4. Zoning Officer – Alfred Zollers: Councilman Rich nominated Alfred Zollers for the position of Zoning Officer. Nomination was seconded by Vice President Stockton. Nomination carried 7-0.
  5. Chief of Police – James Gardner: Councilwoman Anzinger nominated James Gardner for the position of Chief of Police. Nomination was seconded by Councilman Forgeng. Nomination carried 7-0.
  6. Public Works Superintendent – Alfred Zollers: Councilman Rich nominated Alfred Zollers for the position of Public Works Superintendent. Nomination was seconded by Councilman Hegele. Nomination carried 7-0
  7. Fire Marshal – Erick Myers: Councilwoman Anzinger nominated Erick Myers for the position of Fire Marshal. Nomination was seconded by Councilman Forgeng. Nomination carried 7-0
  8. Property Maintenance Inspector – Erick Myers: Councilwoman Benjamin nominated Erick Myers for the position of Property Maintenance Inspector. Nomination was seconded by Councilwoman Anzinger. Nomination carried 7-0.
  9. Deputy Fire Marshal – James Anders: Vice President Stockton nominated James Anders for the position of Deputy Fire Marshal. Nomination was seconded by Councilman Hegele. Nomination carried 7-0.
  10. Treasurer – Alex Kalnajs: Councilman Rich nominated Alex Kalnajs for the position of Treasurer. Nomination was seconded by Councilwoman Anzinger. Nomination was carried 7-0.
  11. Solicitor – Law Offices of Sean Kilkenny: Councilwoman Anzinger nominated the Law Offices of Sean Kilkenny for the position of Borough Solicitor. Nomination was seconded by Vice President Stockton.

Councilman Hegele read a prepared statement thanking Solicitor Pionzio of Hamburg, Rubin, Mullin, Maxwell & Lupin for her service to the Borough over the years. Councilman Hegele then thanked Bernadette Kearney of Hamburg, Rubin, Mullin, Maxwell & Lupin for her dedication to representing the Borough during the Wawa Zoning Hearings. Councilman Hegele added that Hamburg, Rubin, Mullin, Maxwell & Lupin did a fantastic job and that he fully supports the appointment of the Law Offices of Sean Kilkenny.

A vote was called and the nomination of the Law Offices of Sean Kilkenny was carried 7-0.

  1. Engineer – Remington & Vernick Engineers: Vice President Stockton nominated Remington & Vernick Engineers for the position of Borough Engineer. Nomination was seconded by Councilwoman Nicole Benjamin

Councilman Hegele read a prepared statement noting that this appointment is a little more difficult for him to support. He stated that Gilmore & Associates held the position of Borough Engineer for over 20 years and that they have done a fantastic job. He added that Engineer Jim Dougherty has attended Council meetings for years and has been an essential part of every major project in the Borough throughout that period and has also helped the Borough obtain many grants in the process. Councilman Hegele noted that Engineer Dougherty has recently been supported by Engineer Steve Walsh in the execution of projects within the Borough. He stated that Gilmore’s expertise and knowledge of Hatboro infrastructure may be difficult to match. Councilman Hegele concluded that the voters spoke and that he wishes to show a unified voice on Council and with that being said, with reservation, he supports the appointment of Remington & Vernick as the new Borough engineers.

A vote was called and the nomination of Remington & Vernick Engineers was carried 7-0

  1. Vacancy Board – Andrea Myers: Councilwoman Anzinger nominated Andrea Myers for the Vacancy Board. Nomination was seconded by Councilman Robert Hegele. Nomination carried 7-0.
  2. Code Enforcement/BCO – Michael Italia, Barry Isett & Associates: Councilman Rich nominated Michael Italia of Barry Isett & Associates for the position of Code Enforcement/BCO. Nomination was seconded be Councilwoman Benjamin. Nomination carried 7-0.
  3. EIT/LST Tax Collection Agent – Berkheimer Associates: Vice President Stockton nominated Berkheimer Associated for the position of EIT/LST Tax Collection Agent. Nomination was seconded by Councilman Rich. Nomination carried 7-0.

BOARD APPOINTMENTS – 2018

  1. Zoning Hearing Board – John Demcisak (3 years): Councilman Hegele motioned to pass resolution 2018-01 appointing John Demcisak to the Zoning Hearing Borough for a term of 3 years. This motion was seconded by Councilman Rich. Motion carried 7-0.
  2. Upper Moreland Hatboro Joint Sewer Authority – Alex Kalnajs (5 year term): Vice President Stockton motioned to pass Resolution 2018-02 appointing Alex Kalnajs to the Upper Moreland Hatboro Joint Sewer Authority for a term of 5 years. This motion was seconded by Councilwoman Benjamin. Motion carried 7-0.

NEW BUSINESS
There was no new business to come before Borough Council.

ADJOURNMENT
The January 2nd, 2018 Reorganization Meeting of Borough Council was adjourned at 7:17 PM.
