Borough Manager Zollers was absent.
CALL TO ORDER
President Tompkins called the meeting to order at 7:00 P.M.
Mayor Hawkes gave the invocation for the meeting.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chief Gardner.
MEETING NOTES – President Tompkins announced that the first privilege of the floor is for voting agenda items only. He announced one member of the audience was recording the meeting.
PRIVILEGE OF THE FLOOR – There was no comment from the public.
MAYOR’S REPORT – Mayor Hawkes stated he recently met a young family who discussed with him his involvement in MAIG, concerns they had regarding lost and stolen gun ordinances, weapons ban in the parks and lack of policy for non-uniformed staff carrying firearms while working.
PRESIDENT’S REPORT – President Tompkins thanked everyone involved in the Celano Park Dedication, he stated the dedication service was well attended and a very nice event. He encouraged everyone to visit this new open space in Hatboro.
TREASURER’S REPORT – Treasurer Kalnajs gave the Treasurer’s Report for the month of September 2017. He noted a balance of $4,256,242.57. Interest earned for the month totaled $1,918.77 on all accounts. Treasurer Kalnajs stated he is working with Assistant Secretary Hegele to consolidate smaller accounts and close accounts that are no longer active.
SOLICITOR’S REPORT – Solicitor Sebia stated he had no report this month.
ENGINEER’S REPORT – Engineer Dougherty stated he had no report this month.
MANAGER’S REPORT – Manager Zollers was absent. Assistant Secretary Hegele provided the following updates:
- The 2017 Road Paving Program is nearing completion, Council should expect a payment request on an upcoming agenda.
- The CDBG project on Rorer Avenue is also near completion.
CHIEF OF POLICE REPORT – Chief Gardner provided the following updates:
- 10/28 Halloween Stroll along York Road
- Skeleton Skurry also on 10/28, YMCA event with some road closures
- 10/28 National Drug Take Back event. Chief also announced that if persons cannot attend this event, there is a drop box at the Police Station available 7 days a week, 24 hours a day.
- YMCA Cressbrook House Halloween Event, this was last minute and Fire Police could help. Chief Gardner has requested for future events more notice is given.
- There will be a Traffic Safety/Seatbelt Detail in Hatboro. This is funded by a grant.
- November 19th is Chamber of Commerce annual Holiday Parade; York Road will be closed that day beginning at 12:00 PM.
- Chief Gardner asked everyone that had Penndot Registration stickers on their cars to please remove. It has been learned that police in other states are stopping vehicles for registration violations. He stated that Penndot is planning on distributing auto tag readers to local police departments however while these are free the software to utilize comes with a price, approximately $1700 for software. He stated many of his colleagues are not happy with this.
- He stated he was recently advised by State Representative Murt’s office there are three radar bills pending, two are weighted down. Chief Gardner stated he prefers HB 1290 which seems to have best chance to pass.
TAX COLLECTIONS REPORT – The Tax Collection Report was submitted to Council is advance of tonight’s meeting, and that copies of the report were available.
PUBLIC WORKS REPORT – The Public Works Report was submitted to Council in advance of tonight’s meeting, and that copies of the report were available on the sign in table. Manager Zollers stated he had nothing further to report.
FIRE MARSHAL REPORT – The Fire Marshal Report was submitted to Council in advance of tonight’s meeting, and that copies of the report were available on the sign in table. Fire Marshal Myers stated Emergency Management has acquired two trailers that they are outfitting. He announced also that all the schools in Hatboro were visited for Fire Prevention. He thanked everyone at Enterprise Fire Company for doing this with his office.
HATBORO HORSHAM SCHOOL DISTRICT PRESENTATION – Superintendent Curtis Griffin and Ms. Dani Hoffer from the Schrader Group were in attendance for a short presentation on the status of the planning for the new Crooked Billet School. Superintendent Griffin stated the district is almost ready to go to Land Development. The team has been working with Borough staff, County Safe Schools Officer Steve Beck and all have reviewed the features of the proposed new school both inside and outside. The time schedule was presented, the district plans on closing the current facility this spring, relocated students to Hallowell in September 2018 with a grand opening of the new school in 2020. He stated the Phase 1 environmental site assessment is done, traffic study is done, they continue to work on traffic with relation to the traffic in the neighborhood. They would like all traffic for school use would use Meadowbrook/Jacksonville Road for school use. He reminded everyone that the plan presented tonight is conceptual and could change in the coming weeks. He did announce the sledding hill will be remaining. He stated many people expressed the desire for this to stay.
Councilman Palmer questioned the concept of open classrooms and if there are still opportunities for other children who may not thrive in that environment. Superintendent Griffin responded there would still be 4 wall classrooms.
Councilwoman McElroy thanked the district for including the history wall and focusing on the monument. She asked if the Historical Commission would be involved. Superintendent Griffin responded yes, they will meet with them.
President Tompkins liked the exterior of the building and incorporating the character into this. He thought the covered walkway should have pitched roof to prevent the kid’s balls and frisbees to get stuck up there.
Councilwoman McElroy asked about parking, and used the example of Crooked Billet Dayy. Superintendent Griffin stated that is a big event and big day at the school, he is not sure that he can solve parking on the days of such a popular event. He believes they can utilize the hardtop playground for overflowing parking. He stated the big events district wide poses issues for the district. He did indicate that there is more parking for the new school vs the current site.

Approval of Warrant List, Payment of Bills, Manual Checks and Transfers – Councilman Palmer motioned to approve the warrant list, payment of bills, manual checks and transfers for the month of October 2017, motion seconded by Councilwoman McElroy, all ayes. Motion carried 7-0.
APPROVAL OF MINUTES
September 25, 2017 Council Meeting – Vice President Rich motioned to approve the September 25th, 2017 meeting minutes, motion seconded by Councilman Harbaugh, all ayes. Motion carried 7-0.
October 9, 2017 Committee Meeting – Councilwoman McElroy motioned to approve the October 9th, 2017 Committee meeting minutes, motion seconded by Vice President Rich, all ayes. Motion carried 7-0.
FIRE COMPANY EXPENDITURE LIST – Councilman Palmer motioned to approve the Enterprise Fire Company Expenditure List for September in the amount of $7,199.59, motion seconded by Councilman Hegele, all ayes. Motion carried 7-0.
POLICE DEPARTMENT – 2018 POLICE CAR PURCHASE – Councilman Harbaugh motioned to approved purchase of a 2017 Ford Police Inceptor SUV for 2018 purchase in the amount of $28,918, this motion was seconded by Councilman Hegele, all ayes. Motion carried 7-0.
MASTER CASTING AGREEMENT RESOLUTION – Councilman Hegele motioned to approve Resolution #2017-08, motion seconded by Councilwoman McElroy, all ayes. Motion carried 7-0.
SALE OF VEHICLES – Councilman Hegele motion to approve sale of Public Works Vehicles/Equipment and a police car on municibid, motion seconded by Councilman Forgeng, all ayes. Motion carried 7-0.
TANNER PARK – BOOK BOX – Councilman Palmer motioned to approve the installation of a book box at Tanner Park donated by State Representative Tom Murt, motion seconded by Councilman Harbaugh, all ayes. Motion carried 7-0.
FACILITIES PROJECT – POLICE – PAYMENT REQUEST – Vice President Rich motion to approve payment request #13 in the amount of $62,225.72, motion seconded by Councilman Forgeng, all ayes. Motion carried 7-0.
EMPLOYEE RATIFICATION LIST – Councilwoman McElroy motioned to approve the employee ratification list for the month of October, motion seconded by Councilman Palmer, all ayes. Motion carried 7-0.
SPECIAL UPDATES – Councilwoman McElroy announced the steering committee survey is out and there will be a public workshop the end of January to review the data collected and get more public input.
OLD BUSINESS – There was no old business to come before Council this month.
- Zoning Hearing Board – Wawa: President Tompkins stated the next hearing is at Borough Hall on November 15th and 16th at 7:00 PM.
- 2018 Budget Update – Councilman Harbaugh stated there will be a budget workshop on November 8th at 6:00 PM.
