October 9, 2017 Committee Meeting Minutes

PRESENT
President Tompkins, Vice President Rich, Councilpersons Forgeng, Hegele, McElroy & Palmer; Mayor Hawkes, Borough Manager Zollers, Assistant Secretary Hegele, Chief Gardner, Solicitor Pionzio & Treasurer Kalnjas.

ABSENT
Councilman Harbaugh & Engineer Dougherty were absent.

CALL TO ORDER
President Tompkins called to order the Committee meeting of Council to order at 7:00 P.M.

PUBLIC SAFETY
FIRE COMPANY EXPENDITURE LIST
Councilman Palmer stated Council was in receipt of the September 2017 Expenditure List.  This item was moved to the October 23, 2017 Council agenda for approval.

FIRE COMPANY 2018 BUDGET AND CAPITAL PLAN
President Tompkins stated this matter was being removed from the agenda and will be discussed at Budget time.

POLICE DEPARTMENT – 2018 POLICE CAR PURCHASE
Chief Gardner stated he has a quote for a 2017 Ford Police Inceptor SUV in the amount of $28,918 via co-stars.  He stated this purchase would save some money if done in 2017 and would complete the 2018 anticipated capital vehicle replacement purchase.  This item was moved to the October 23rd, 2017 Council agenda for approval.

FINANCE
2018 BUDGET UPDATE
Councilman Harbaugh was absent.  Vice President Rich stated the finance committee had their first meeting with staff and are making very good progress.  He stated a budget workshop will be scheduled for later.

GRANTS AND FUNDING
STEERING COMMITTEE UPDATE
Councilwoman McElroy stated the County has a new planner working with us.  The logo has been finalized and the first draft of a public survey has been looked at by the committee.   She stated the committee has gone on a tour of the parks.

Councilwoman McElroy announced the Lochel’s block party will be on Saturday and that they are looking for people to enter the donut eating challenge.

PUBLIC WORKS
MASTER CASTING AGREEMENT
Councilman Hegele stated this is a 3-year agreement between Penndot and the Borough.  Manager Zollers stated this is a standard agreement that covers storm drain work on State Roads.  This item was moved to the October 23rd, 2017 Council meeting for approval.

SALE OF VEHICLES
Councilman Hegele stated Public Works has provided a list of 5 vehicles/equipment they would like to sell.  Manager Zollers stated if this is ok, he will have staff post them on the online municipal auction site, Municibid.  Chief Gardner stated he has one police vehicle he would like to include.  This item was moved to the October 23rd, 2017 Council meeting for approval.

FACILITIES AND PARKS
TANNER PARK – BOOK BOX – STATE REPRESENTATIVE MURT
Councilman Forgeng stated the Borough is in receipt of a request by Representative Murt to place this in Tanner Park.  He stated there is one on Orchard and he thinks this is a great idea.  He is recommending Council place on the Jefferson Avenue side, he feels this is a better location.  This item was moved to the October 23rd, 2017 Council meeting for approval.

CELANO PARK DEDICATION
Councilman Forgeng announced the dedication will be on Saturday, October 21st at 10:00 AM

ZONING/HISTORIC PRESERVATION
ZONING HEARING BOARD MEETING ANNOUNCMENT
President Tompkins stated there will be a ZHB Hearing on October 11th in Borough Hall for 45 Franklin Avenue.  He stated there has not been a date set yet for the Wawa application.  He did let everyone know that the next hearing must take place in Borough Hall because the School District has no available dates due to school activities till December.  He stated there would probably be two hearings in November due to missing October.

ADMINISTRATION
BOROUGH HALL BUILDING UPGRADES
President Tompkins stated the Borough is in receipt of a proposal to do upgrades to Borough Hall that include architectural, mechanical, electrical and Audio/Visual.  He broke down the components of the proposal as follows:

Architectural

  • Bell tower Repair including electronic chime for the clock and bell restoration
  • Architectural associated with the new lighting
  • Architectural associated with the new HVA, Sprinkler and AV work

Mechanical & Electrical, option 2

Audio/Visual

  • Council Table
  • Staff Table
  • Displays
  • Audio

He also reviewed the feels as follows:

President Tompkins stated he believe the AV component is not needed saving the Borough money, he stated we can probably get a better price.  He also requested the Borough Manager get a price from Joe Zadlo on Project Management, there could be a savings there also.

Councilman Palmer stated he believed we had a ballpark during previous discussions, but there was never really a hard number for costs.

Councilman Hegele asked if the HVAC system which is desperately needed can be done separately, he stated the system has been neglected way to long.  Manager Zollers agreed the system is inadequate.  We are already on second boiler, which is not efficient and is currently not working, it will need to be manually lit each day.  He explained the building is currently not insulated properly and the windows need repair.

Ed Henry, Bonair Avenue asked what Winships did that we still have work to be done.  Manager Zollers explained there is some work that must be done to the railings, the trim needs to be replaced and sealed due to water leaking.  There was a discussion about the yoke and putting off that work.  Manager Zollers believes this to not be that expensive and having the electronic chime is a plus for emergency management purposes.

Ron Battis, W. Moreland Avenue asked for Council to consider postponing this till the November meeting, so he can review the minutes and see the numbers.  He stated he could not hear the numbers.  President Tompkins reviewed the numbers again.  Mr. Battis asked why this could not be done in 3 months.  He stated the building must be closed while this work is being done and it takes time.  President Tompkins stated the AV components are going to be removed, will look at construction management once Joe Zadlo proposal is received, he does not want to delay this too long.  Solicitor Pionzio agreed with President Tompkins and stated this is critical and needs to be done.  Mr. Battis feels that the HVAC should be done and the rest in phases.  President Tompkins reminded Mr. Battis that what is being discussed tonight is only the design work this is not the actual construction.  Manager Zollers stated the bell tower work must be done now, the leaks are going to cause more damage to the beams.  This matter was moved to the October 23rd, 2017 Council agenda for approval.

FACILITIES PROJECT – POLICE – PAYMENT REQUEST #13
Vice President Rich stated the Borough is in receipt of payment request #13 in the amount of $62,225.72.  This item was moved to the October 23rdm 2017 meeting for approval.

President Tompkins reminded everyone about the Ghost Tour and Movie on Friday, October 13th.  He stated you could start at the Farmer’s Market, walking south on York Road with the Ghost Tour and end the night with a movie at the Cressbrook House.  The movie begins at 8PM and it is the Sixth Sense.  He stated there will be parking at the YMCA.
