CALL TO ORDER – President Bollendorf called the November 22, 2021 Council Meeting to order at 7:00 P.M.
INVOCATION – Mayor Schultz gave the invocation.
PLEDGE OF ALLEGIANCE – Chief Gardner led the Pledge of Allegiance
PUBLIC COMMENT – VOTING ITEMS ONLY – There was no public comment.
HATBORO POLICE DEPARTMENT COMMENDATIONS – President Bollendorf, Mayor Schultz, and Chief Gardner gave commendations to Sgt. Valleley, Officer Bruckner, and UM Officer Hens for their bravery on October 13, 2021 responding to a call pertaining to a suicidal subject and gunfire in the park and Detective Sgt. Gould, Sgt. Ruegg, Sgt. Paul, Officer Allen, Officer Bruckner, Officer Simon, Officer Thompson, Operations Clerk Burke , and Operations Clerk Kovach for their bravery and heroic actions during the September 1, 2021 flooding event caused by the remnants of Hurricane Ida.
MAYOR’S REPORT – Mayor Schultz thanked Kathy Salemno and Joe Hatfield for their hard work organizing the 61st Annual Holiday Parade yesterday. Mayor Schultz stated that stores are offering deals and discounts all day long for Small Business Saturday which is this Saturday, November 27, 2021. Mayor Shultz stated that next Friday, December 3, 2021 is the Holiday Tree Lighting at the Union Library of Hatboro. Mayor Schultz stated that the Hatboro Events Committee will be hosting their 1st Sip N Shop on Friday, December 10, 2021 at the Cressbrook House.
OFFICER’S REPORTS
- PRESIDENT’S REPORT – President Bollendorf stated they had two townhalls in the past week and one was for the residents around the area of Crooked Billet School to discuss sidewalks and the other was for Woodwinds and the damage they received during the flooding on September 1, 2021 and a buy-out option is being discussed. He also stated he feels that both town halls were productive. President Bollendorf stated that the Friends of Cressbrook met last week and that Councilwoman Reichner will provide updates. President Bollendorf wished everyone a Happy Thanksgiving.
- EXECUTIVE SESSION – President Bollendorf announced there was an executive session from 6:15 P.M. until 6:45 P.M. regarding a personnel and legal matter.
- TREASURER’S REPORT – Treasurer Smith stated the balance in all accounts at the end of October 2021 was $ 5,280,975.87 with interest earned in the amount of $ 663.07.
SOLICITOR’S REPORT – Solicitor Hitchens stated he is filling in for Solicitor Geiser tonight and stated that she has been handling ordinances, resolutions, and that some of those examples are on the Agenda for tonight.
ENGINEER’S REPORT – Engineer Goff stated close out documentation is being complied for the Earl Lane ADA Ramp project and she recommends Payment #1 in the amount of $31,397.62 to NJS Concrete. Engineer Goff stated she is closing out documentation for the Liquid Fuels Road program. Engineer Goff stated that construction is under way at Borough Hall, and she recommends Payment #1 for the Fire Suppression Project in the amount of $21,560.00 to Guy M. Cooper. Engineer Goff stated that she recommends Payment #1 for the Borough Hall Mechanical Project in the amount of $42,385.00 to Guy M. Cooper.
MANAGER’S REPORT – Manager Hegele stated the Borough is excited to announce that the Commonwealth Financing Authority has awarded the Borough of Hatboro $300,000 for sidewalk improvements along a section of North York Road and the funding is from the state’s Multimodal Transportation Fund. She also stated the project includes widening and extending sidewalk along the east shoulder of North York Road between Summit and Madison Avenue and will include installation of ADA compliant ramps, thermoplastic striping, and warning
signage. She also stated the project also includes utility relocation to remove telephone poles from sidewalks and that these funds help with pedestrian safety and connectivity. She also stated she would like to thank Senator Maria Collett and State Representative Nancy Guenst for all their support and help in getting this much needed project funded and both these ladies work very hard in Harrisburg for the residents of Hatboro.
Manager Hegele stated she attended the ZHB meeting for the Wawa sign matter, the ZHB granted the variances for the signage requested contingent on the sign proposed for Horsham Road being reduced. Manager Hegele stated she attended the meeting with residents from Woodwinds who are requesting the Borough pursue grant funding for a buy-out and that staff and herself are continuing to provide information to PEMA and will be submitting the second letter of interest required by December 3rd
Manager Hegele stated she would like to remind all dog owners who use Borough Parks to walk their dogs, dogs must be leashed as the Borough has been receiving a lot of calls especially for Celano Park. Manager Hegele stated she received a request from Montgomery County to review data they have on local bridges to ensure that any bridges owned by the Borough are included on the bridge bill. She also stated the Bridge Bill is a running list of state, municipal and county owned bridges that the state legislature essentially says are eligible to use federal or state transportation money for rehab/replacement and the review and response was necessary since the Borough just applied for a grant for work on the West Monument Avenue bridge. Manager Hegele stated she wanted to remind everyone this Saturday is Small Business Saturday and since we are still waiting on apple to approve our app in the interim, we will put up a list of all businesses, a directory in Hatboro on our My Hatboro Facebook page, which she will share on the Borough and other local pages. remember shop small, shop local, shop Hatboro. Manager Hegele stated the Borough is also doing a Hatboro Holi-Door Contest to help spread Holiday cheer in Hatboro through this contest by decorating the door to your home or business with your favorite holiday theme for your chance to win prizes. She also stated entries are accepted November 26th through December 27th, to enter please visit our website at http://www.myhatboro.org. Manager Hegele reminded everyone that Borough Hall and Public Works are closed on Thursday and Friday in observance of the Thanksgiving holiday, there will be no trash, recycling, or yard waste collection on either day. Manager Hegele wished everyone a safe and Happy Thanksgiving.
STAFF REPORTS
- POLICE – Chief Gardner stated thanked Fire Police for all the events that they have helped with this year.
Chief Gardner stated they ordered a speed sign in August and has unfortunately been delayed and will keep Council updated as far as when it will arrive. - TAX COLLECTIONS – The Tax Collectors report was electronically submitted.
- PUBLIC WORKS – Superintendent Frydlewicz gave a presentation on the cost of trash
and recycling for the Borough of Hatboro. He thanked Deputy Superintendent Dermer for his help with this. - DEPUTY SUPERINTENDENT PARKS REPORT – Deputy Superintendent Dermer stated he’s been working with Borough Staff on the T Mobile Hometown Grant. Deputy Superintendent Dermer stated he’s been working on the gold Star family Memorial Garden. Deputy Superintendent Dermer stated he has begun the application for the DEP 904 Grant.
- DOWNTOWN DEVELOPMENT – Cindy Bollendorf stated that the business owners have been updated on all upcoming holiday events so that they can get their store fronts, coupons and/ or specials ready for the extra foot traffic especially promoting Small Business Saturday which is this Saturday. She also stated manager Hegele got us Shop Small bags with promotional items to give to businesses and we notified them in
case anyone would like one. She also stated Hatboro Businesses have been very generous as far as donations or sponsorships for various events and this is our way to give back and so we strongly encourage everyone to shop local and support these small businesses. Secretary Bollendorf stated she and Superintendent Dermer are still working on the T Mobile grant and is about to send out a few emails asking for letters of support and will continue to keep Council updated regarding this. Secretary Bollendorf stated she registered us which was the first step for the fundraising and working on getting the donor web page set so we can post for any residents who may be interested in helping support this project by purchasing a brick for the walkway to the garden. Secretary Bollendorf stated Bindy had a fabulous time at the parade yesterday and thanks the Chamber for another successful parade. She wished everyone a Happy Thanksgiving. - FIRE MARSHAL – Fire Marshal Pristatskiy reviewed his inspections for the month of October and gave some tips on fire safety in the kitchen for the Thanksgiving holiday.
- FIRE COMPANY – There was no report.
- UNION LIBRARY REPORT – Librarian Celec stated they are returning with an in-person tree lighting with Santa, and it will be Friday, December 3, 2021 at 6:00 P.M. Librarian Celec stated they received a grant for $35,000.00 from hatboro Federal Savings Bank which will fund their programs for children and young adults. Librarian Celec stated that lately they have had repairs to their building and the driveway has been repaved.
Librarian Celec stated that they completed a measure to prevent future flooding and they have regrated the dirt and hopefully this works.

APPROVAL OF WARRANT LIST, PAYMENT OF BILLS, MANUAL CHECKS AND TRANSFERS – Councilwoman Reichner made a motion to approve warrant list, Payment of Bills, Manual Checks, and Transfers for the month of November 2021. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.
OCTOBER 25, 2021 COMMITTEE/COUNCIL MEETING MINUTES – Councilwoman McMenamin made a motion to approve the October 25, 2021 Council Meeting Minutes. Motion was seconded by Councilwoman Benjamin. Councilwoman Anzinger and Councilwoman Ostrander abstained from the vote as they were not present for the meeting. Motion carried 4-0 with 2 abstentions.
NOVEMBER 8, 2021 COMMITTEE MEETING MINUTES – Councilwoman Anzinger made a motion to approve the November 8, 2021 Committee Meeting Minutes. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.
ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Ostrander made amotion to approve the Enterprise Fire Company Expenditure List for the month of October 2021 in the amount of $ 6,812.58. Motion was secondee by Councilwoman McMenamin, all ayes. Motion carried 6-0.
UNION LIBRARY EXPENDITURE LIST – Councilwoman Ostrander made a motion to approve the Union Library Expenditure List for the month of November 2021 in the amount of $ 20,908.67. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.
RESOLUTION UPDATING BANK SIGNERS – Councilwoman McMenamin made a motion to approve the Resolution updating bank signers for the Borough of Hatboro. Motion was seconded by councilwoman Reichner, all ayes. Motion carried 6-0.
BOROUGH HALL FIRE SUPPRESSION PAYMENT #1 – Councilwoman Anzinger made a motion to approve payment #1 for the Borough Hall Fire Suppression project in the amount of $ 21,560.00 to Guy M. Cooper. Motion was seconded by Councilwoman Benjamin, all ayes. Motion carried 6-0.

ADA RAMP PROJECT PAYMENT #1 – Councilwoman Benjamin made a motion to approve payment #1 for the ADA Ramp to Crooked Billet School Project in the amount of $ 31,397.62 to NJS Concrete. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.
2022 USE OF DVT RATE STABILIZATION FUNDS – Councilwoman McMenamin made a motion to use 33% of the Delaware Valley Rate Stabilization Funds towards off setting the Borough’s 2022 Healthcare costs. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
2 HOME ROAD ZONING CHANGE – Councilwoman Benjamin made a motion to authorize staff and Solicitor Geiser to proceed with the advertisement of the Re-Zoning of the 2 Home Road property. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 6-0.
FLOODPLAIN ORDINANCE ADVERTISEMENT – Councilwoman Anzinger made a motion to authorize staff and Solicitor Geiser to proceed with the advertisement of the Floodplain Ordinance Amendment. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
OPIOD SETTLEMENT – Councilwoman Anzinger made a motion to authorize Solicitor Geiser to opt into the Opioid Settlement on behalf of the Borough of Hatboro. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0. Councilwoman Benjamin made a motion to authorize Diane Hegele to execute the necessary documents to opt into the Opioid Settlement. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.
ZHB ALTERNATE APPOINTMENT – Councilwoman Reichner made a motion to appoint Robert Wipplinger to the position of Zoning Hearing Board Alternate. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.

NEW BUSINESS
GREEN LIGHT GO GRANT – Councilwoman Anzinger made a motion to apply for the Green Light Go Grant Program for intersection improvements at the intersection of York Road and Horsham Road. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.
2022 POLICE ENTRANCE EXAM – Councilwoman Reichner made a motion to direct the Civil Service Commission to participate in the 2022 Entrance Exam and to obtain a list of eligible candidates for the position of Police Officer. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
461 N. WARMINSTER ROAD – Councilwoman McMenamin made a motion to approve the waiver request from Subdivision and Land Development submitted by 461 N. Warminster Road for the Dentist Office Expansion. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 6-0.
