April 8, 2024 Committee Meeting Minutes

PRESENT – President Bollendorf, Vice President Reichner, Councilwoman Shay, Councilman A ‘Harrah, Councilman Myers, Councilwoman Jacobus, Mayor Schultz, Chief Ruegg, Manager Hegele, Assistant Secretary DeRenzis, Solicitor Geiser, Engineer Goff, and Treasurer Smith were present.

ABSENT – Councilwoman McMenamin was excused.

CALL TO ORDER – President Bollendorf called the April 8, 2024, Committee Meeting to order at 7:00 P.M.

PLEDGE OF ALLEGIANCE – Chief Ruegg led the Pledge of Allegiance.

MEETING NOTES – President Bollendorf reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and time allotment.

oANNOUNCEMENT: EXECUTIVE SESSION FOR LEGAL MATTER – President Bollendorf stated Council had an executive from 6:30 P.M until 6:46 P.M regarding a legal matter and real estate.

PUBLIC COMMENT – There was no public comment.

NEW BUSINESS
1.Public Safety Committee
ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Jacobus stated included in your packet is a copy of the Enterprise Fire Company Expenditure List for the month of March 2024 in the amount of $ 13,151.27. This item was moved to the April 22, 2024, Council Meeting Agenda for approval.
ENTERPRISE FIRE COMPANY CAPITAL EXPENDITURE LIST – Councilwoman Jacobus stated included in your packet is a copy of the Enterprise Fire Company Capital Expenditure List for the month of March 2024 in the amount of $ 58,466.00. This item was moved to the April 22, 2024, Council Meeting Agenda for approval.

2.Finance/Grants Committee
•DCED MULTIMODAL TRSNSPORTATION GRANT
– Vice President Reichner stated applications for the Multimodal Transportation Grant Fund are now being accepted and this grant funds projects from $100,000 to $3,000,000 for improvements to transportation assets, streetscaping, lighting, sidewalks, pedestrian safety, and connectivity. There is no match requirement for municipalities and the Borough; however, the Borough would need to pay for engineering and staff time to administer the grant. If Council has any projects in mind or would like to apply for this grant, the due date is July 31, 2024.
PFM CAPITAL PROJECT FINANCING DISCUSSION – Vice President Reichner stated PFM is working on preparing an updated handout for Council containing options for financing capital projects and this will be sent to Council as soon as it is received for your review. Melissa Hughes from PFM gave a presentation. Council discussed after and this item will be moved to April 8, 2024, voting meeting agenda for approval.
ONLINE BILL PAYMENT DISCUSSION – Vice President Reichner stated included in your packet is a memo from Manager Hegele on this item. Manager Hegele is working with the auditor to prepare a resolution updating a previously enacted resolution for ACH bill payments. A copy of the resolution will be distributed once it is ready.
399 SPRINGDALE LINE OF CREDIT/UNPAID ESCROW – Vice President Reichner stated the developer for 399 Springdale is past due on multiple escrow invoices for the Borough. Per the Municipalities Planning Code, the Developer has 100 days to contest any escrow invoices. Currently, $1,897.65 in invoices are over 100 days past due. Staff and Solicitor Geiser would like to pursue the developer’s line of credit to receive payment for these invoices similar to what was done for the Wawa development. This item will be on the April 22, 2024, voting meeting agenda for approval.
RESOLUTION TO UPDATE SIGNERS ON BOROUGH BANK ACCOUNTS – Vice President Reichner stated included in your packets is a copy of Resolution 2024-24 updating the signers on Borough bank accounts. This resolution is needed to update signers on the accounts following the resignation of Vice President Stockton and the appointment of Vice President Reichner. This item will be on the April 22, 2024, voting meeting agenda for approval.
PEDESTRIAN IMPROVEMT PROJECT PAYMENT #3 – Vice President Reichner stated included in your packet is a draft payment request from Engineer Goff recommending payment #3 for the Pedestrian Improvement Project in the amount of $56,975.28 to Marino Corporation. This item will be on the April 22, 2024, voting meeting agenda for approval.
SECOND ALARMERS PAYMENT REQUEST – Vice President Reichner stated included in your packet is a copy of a payment request from Second Alarmers Rescue Squad. In 2024 the Borough began collecting an EMS Tax similar to the Fire and Library Taxes to support EMS services in the Borough. Second Alarmers has requested quarterly payments of these funds based on the availability of tax funds each quarter. There is currently $6,458.20 in funds available for Second Alarmers. Council will need to authorize this payment at the April 22, 2024, Council Meeting.

3.Community Outreach & Events Committee
•UPCOMING EVENTS
– Councilman A’Harrah announced the upcoming events for the month of April and the events for May to save the date.
NEW BUSINESS – There were no new businesses.
FRIENDS OF CRESSBROOK UPDATE – Councilman A’Harrah stated the Friends of Cressbrook met on April 2, 2024, and discussed the upcoming October fundraiser and possibly move the event from the Cressbrook property to Miller Meadow to accommodate more food and beer vendors. They had a discussion regarding interior renovations working with the building trade unions. The Millbrook Society will be conducting an archaeological dig beginning in the summer and will start in the Tannery and along the property. They will be seeking volunteers to help with parts of the dig and any items found will be the property of the Borough of Hatboro. Their next meeting will be May 7, 2024.
BUSINESS RECOGNITION: LEWIS PAINT STORE – Councilman A’Harrah recognized Lewis Paint Store.
FREEDOM STEPS BANNER REQUEST – Councilman A’Harrah stated included in your packet is a request from Freedom Steps, a 501(c) 3 organization who support our troops, to hang a banner across York Road to advertise their 5K run/walk on May 5, 2024, at Masons Mill Park. They are requesting to have their banner hung across York Road from 4/19 through 5/3/2024; however, Council has already approved the hanging of the Enterprise Fire Company Banner across York Road from 4/1 through 4/30/2024. Freedom Steps understands that Council will not be voting on this matter until 4/22 and is open to having the banner hung from 4/23 through 5/5/2024. This item will be on the April 22, 2024, voting meeting agenda for approval.

4)Public Works Committee
•HIRING UPDATE
– Councilwoman Shay stated Manager Hegele, Foreman Young, and Technician Puceta conducted interviews for qualified candidates for the position of Public Works Laborer. They were extremely impressed with their qualifications and will be moving on to the next steps of the hiring process.
2024 ROAD PAVING – Councilwoman Shay stated Engineer Goff and Foreman Young are working on a list of possible roads for the 2024 Paving Schedule. They will have a list with cost estimates prepared for the April 22, 2024, voting meeting.
MONTGOMERY COUNTY CONSORTIUM RECYCLING AUDIT RESULTS – Councilwoman Shay stated Included in your packets is a copy of the Montgomery County Consortium Recycling Results for review. This is just a discussion item and does not need to be voted on or approved.

5)Environmental Affairs & Parks Committee
•EAC UPDATE
– Councilman Myers stated the EAC met on April 1, 2024, to discuss the upcoming Earth Day Event, the community garden, trash reduction, native plants, and more. Please remember to attend the Earth Day Celebration on April 13th for activities, educational booths, local food vendors, and a day filled with fun! Councilman Myers can provide further updates on these discussions.
SHARED ENERGY MANAGER PROGRAM UPDATE – Councilman Myers stated Manager Hegele and Assistant Secretary DeRenzis are working with Wilson Engineering on a number of items for the Shared Energy Manager Program including Electric Vehicle Charging Ordinances, Solar, a fleet study, benchmarking of Borough buildings and energy audits of Borough buildings. They will be meeting with Wilson Engineering in the coming week to discuss updates on these items.
MILLER MEADOW REMEDIATION/ENHANCEMENT – Councilman Myers stated Manager Hegele is working to obtain a second quote for the meadow remediation. We have left this item as a placeholder in case it is received prior to the April 22, 2024, meeting.
POOL SLIDE DISCUSSION – The Pool Committee met on April 3rd to continue preparation for the 2024 season. One of the items of discussion was the current pool slide. Staff obtained an updated quote for a slide spec’d in 2022 and the price came in at $145,000 plus $8,000 in shipping and handling. This new quote is $40,000 cheaper than the quote from 2022.

Staff is currently working to make sure this slide will fit in the current footprint and that no other costs will be associated with the installation other than Public Works Labor. Once the slide is ordered, there is a 4-month lead time on delivery. This item will be placed on the April 8, 2024, voting meeting agenda for consideration and will be contingent on whether or not the slide will fit within the footprint.

6)Administration Committee
•MEETING ANNOUNCEMENTS
– Vice President Reichner announced the upcoming meetings for the next month.

LAND DEVELOPMENT UPDATE – Vice President Reichner stated the following are updates on Land Development projects:

  • CVS Property: The CVS Project was issued Conditional Use and Land Development Approvals on Monday, November 27, 2023.The developer is still working on the next steps of filing agreements, posting financial security, permit applications etcetera. We will keep everyone updated on the groundbreaking.
  • 21-23 & 37 N. York Road (Canalley Property): The project located at 21- 23 and 37 N. York Road was issued preliminary and final land development approvals on March 25, 2024. The developer is still working on the next steps of filing agreements, posting financial security, permit applications etcetera. We will keep everyone updated on the groundbreaking.
  • Victorian Village: The Victorian Village II project has been delayed for quite some time due to the cost of construction materials. They are beginning to perform more sitework in preparation for construction, and we should have additional information to provide in the coming months.
    Gamburg’s: We will continue to keep everyone updated regarding the sale and proposed use of the property when the time comes.
  • 2 Home Road: The owners of 2 Home Road are working on finalizing plans for the new home to be constructed on the subdivided lot. The Engineer and Borough Solicitor are working on the appropriate stormwater management agreements for this property as well. We will continue to provide updates on this project as they are available.
  • 410 N. York Road: The property owner went before the Planning Commission on March 12, 2024, with a sketch plan. He will come back to the PC with a resubmission when he is ready which will address the professional’s comments.
  • 100 Meadowbrook Avenue: The property owner submitted Land Development Plans which proposed to demolish the existing single family detached dwelling and construct a new Single-Family Dwelling on the existing foundation. The applicant went before the Planning Commission in February and addressed the professional’s comments from their review letters and will return to the Planning Commission tomorrow night.


ZONING SUB COMMITTEE PUBLIC WORKSHOP ANNOUNCEMENT – Vice President Reichner stated the Zoning Sub Committee continues to meet monthly to discuss possible improvements to the Borough’s existing Zoning Code. Included in your packet is an updated timeline for upcoming discussions for the group. The Zoning Sub Committee hopes to have a formal draft of Zoning Amendments ready for Council review in late 2024. Included in your packet is a flyer advertising the upcoming Zoning Sub Committee Open House on April 24, 2024, from 5:30 PM to 7:30 PM at Pennypack, 130 Spring Avenue. This workshop will allow attendees to provide input on current zoning within the Borough as well as suggest changes for the Committee to consider with the ongoing Zoning Re-Write. Attendees will also get to see changes being proposed by the Committee and discuss different districts throughout the Borough. The public is invited and strongly encouraged to attend.
AQUA WATER MAIN REPLACEMENT PROJECT ANNOUNCEMENT – Vice President Reichner stated Gannett Fleming, on behalf of Aqua, notified the Borough that Aqua is applying to the Penn Vest program for multiple water main replacement projects throughout Montgomery, Bucks, Chester, and Delaware Counties. This application includes a water main replacement project on East County Line Road in the Borough. As a part of the application requirements, Penn Vest requires a resolution of support from local Planning Commissions. As such, the Borough’s Planning Commission will review this request on their April 9, 2024, agenda. The public is invited to attend to provide comments on this matter.
SNACK STAND RFP – Vice President Reichner stated included in your packets is a copy of the Requests for Proposals for the Snack Stand. This will be distributed to the previous tenants, 3 other businesses, etc. that may be interested as well as distributed on the Borough’s website and social media. If you are interested in submitting a proposal for the 2024 season, please submit it by April 19, 2024. This item will be on the voting meeting portion of the agenda for approval.
DISTRICT COURT SALE DISCUSSION AND REQUEST FOR BIDS – Vice President Reichner stated Included in your packet is a memo from Manager Hegele detailing this item.
RESIGNATION OF TODD A’HARRAH FROM EAC – Vice President Reichner stated Included in your packets is the resignation letter from Todd A’Harrah from the EAC. Council will need to approve due to his appointed position on Borough Council. This item will be on the April 22, 2024, voting meeting agenda for approval.
RESIGNATION OF TODD A’HARRAH FROM SHADE TREE COMMISSION – Vice President Reichner stated Included in your packets is the resignation letter from Todd A’Harrah from the Shade Tree Commission. Council will need to approve due to his appointed position on Borough Council. This item will be on the April 22, 2024, voting meeting agenda for approval.
VACANCY ANNOUNCEMENT: EAC AND SHADE TREE COMMISSION – Vice President Reichner stated Council will need to fill two vacancies on the EAC and Shade Tree Commission. Letters of interest for either position can be sent to Manager Hegele at dhegele@myhatboro.org.

OLD BUSINESS AND UPDATES – There was no old business or updates.

VOTING MEETING AGENDA

CALL TO ORDER – President Bollendorf called the voting meeting to order at 7:46 P.M.

PFM CAPITAL PROJECT FINANCING – Vice President Reichner made a motion to proceed with capital funding project financing through PFM. Motion was seconded by Councilwoman Jacobus, all ayes. Motion carried 6-0.

BANK SIGNER RESOLUTION – Councilwoman Shay made a motion to approve resolution 2024-24, updating signers for the Boroughs bank accounts. Motion was seconded by Councilman A’Harrah, all ayes. Motion carried 6-0.

SNACK STAND RFP – Vice president Reichner made a motion to authorize staff to release the 2024 Snack Stand request for proposals. Motion was seconded by Councilman Myers, all ayes. Motion carried 6-0.

POOL SLIDE PURCHASE – Councilwoman Jacobus made a motion to approve the purchase of a new slide for the Hatboro Memorial Pool in the amount of $ 153,000.00. Motion was seconded by Vice President Reichner, all ayes. Motin carried 6-0.
