CALL TO ORDER – President Bollendorf called the December 15, 2025, Committee Meeting to order at 7:00 P.M.
PLEDGE OF ALLEGIANCE – Chief Ruegg led the Pledge of Allegiance.
INVOCATION – Mayor Schultz gave the invocation.
MEETING NOTES – President Bollendorf reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and time allotment.
PUBLIC COMMENT – Jonathan Pignatelli, 99 W. Lehman Avenue, stated that he is the EAC Chair and that there have been some attendance issues, and they were not able to meet and is concerned for 2026 and there are only 3 of them and would they still be able to meet. Solicitor Geiser stated if they have a quorum, they can meet. He also stated he may have some people who are possibly interested, and Manager Hegele stated tell them to send her a letter of interest and she will reach out to those people and give to Council. He also stated that Earth Day 2026 is just around the corner and asked for information on their budget and Councilperson Myers stated that in the past the EAC has gotten their own sponsors for the Earth Day event. Mr. Pignatelli stated that he has been speaking with other EAC chairs and they seem to be having success and he suggested of they could combine some commissions with the EAC such as the Shade Tree and have one Commission dedicated to the environment as they all have a common interest and it would help with advertising so many meetings, Borough staff having to open and close for several meetings if we combine some commissions and have one meeting. He also stated that having more members would be a great help and thinks it would be more successful.

- ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Jacobus stated included in your packet is the Enterprise Fire Company Expenditure list for the month of November 2025 in the amount of $ 13,118.25. This item has been moved to the 12/15/25 Voting agenda for consideration.
- POLICE RECORDS DISPOSAL RESOLUTION – Councilwoman Jacobus stated Included in your packet is Resolution 2025-46 from Chief Ruegg requesting Council’s approval authorizing the disposal of certain records held by the Hatboro Police Department in accordance with the Municipal Records Retention Act. This item has been moved to the 12/15/25 Voting agenda for consideration.

- PARKMOBILE AGREEMENT – Vice President Reichner stated last month, Borough Council received a presentation from ParkMobile. Council expressed interest in proceeding with this program and utilizing their services for metered parking within the Borough. Included in your packets is a copy of an agreement between the Borough and ParkMobile. We are asking Borough Council to review this proposal and decide whether you would like to enter into the agreement. Proposed parking fee increases in accordance with this agreement are included on the Fee Schedule on the agenda. This item is listed on the voting meeting portion of the agenda for consideration.
- MILLINER LOFTS FINAL FINANCIAL SECURITY RELEASE – Vice President Reichner stated included in your packet is a memo from Engineer MacNair in response to the Developer’s request, Gilmore & Associates, Inc. requesting the escrow release recommendation for approval by the Borough of Hatboro. Enclosed with the memo you will find Escrow Status Report 3-Final in the amount of $125,309.40, for a construction escrow release associated with the above referenced project. G&A recommends this release be contingent upon the Developer installing the permanent water quality insert in Inlet 1 and providing the 18-month maintenance security in the amount of $61,823.10 in a form acceptable to the Borough Solicitor. If approved and upon completion of the conditions, the total amount of construction escrow remaining would be $0.00. This item is listed on the voting meeting portion of the agenda for consideration.
- FINAL ADOPTION OF 2026 OPERATING BUDGET – Vice President Reichner stated Included in your packet is a copy of the final operating budget for the Borough of Hatboro. As you are aware, this process has been extremely lengthy, and staff has worked tirelessly with Committees to trim expenses in across all line items. The budget has been available for public review since November 19, 2025, on the Borough website and at Borough Hall. - 2026 TAX ORDINANCE – Vice President Reichner stated Included in your packet is a copy of the 2026 Tax Ordinance which establishes the tax millages for the General, Sinking, Fire Protection, Union Library, and EMS Funds. This ordinance has been advertised in accordance with the Borough Code and is ready for adoption. The ordinance is listed on the voting meeting portion of the agenda for consideration.
- 2026 FEE SCHEDULE – Vice President Reichner stated Included in your packet is a copy of the proposed 2026 Fee Schedule. The draft Fee Schedule includes the following updates: 2026 Refuse Fees: Residential Refuse: $387.59 and Commercial Refuse: $1,356.00. Annual Sign Permit Fees: Window/Door Signs: $15.00 per year (no change) Overhead Signs: $30.00 per year (used to be $15.00) Sandwich Board or Freestanding Signs: $30.00 per year (used to be $15.00). There are proposed changes to pool fees for the 2026 season; however, Council will adopt those changes closer to the 2026 season. - 2026 TAX AND REVENUE ANTICIPATION NOTE PREPERATION – Vice President Reichner stated Manager Hegele has been working diligently with M&T Bank for the 2026 Tax and Revenue Anticipation Note. She is working on finalizing the paperwork in anticipation of settlement in January.

- UPCOMING EVENTS – Councilwoman Hendrickson stated the following events are taking place in Hatboro over the next month: Senior Bingo: Join us for Senior Bingo on Wednesday, December 17th at 10 AM at the Pennypack Community Center, New Year’s Eve Hat Drop: Join the Pennypack Events Committee for its 1st Annual New Year’s Eve Hat Drop on Wednesday, December 31st from 4-6PM in the Moreland and Orchard Shopping Lot located behind Artifact Brewing and Reids Auto Repair (2 S. York Road). Come join us for free kids’ activities, food trucks, music and watch Enterprise Fire Company drop the hat created by Royson Engineering at 6 PM sharp!! - HOLIDAY RECYCLNG COLLECTION – Councilperson Shay stated Included in your packet is s a memothat there will be NO Trash or Recycling pickup on the following days: Christmas Day: Thursday, December 25th, and New Year’s Day: Thursday, January 1st and as a result, the Public Works Department will be holding a special Recycling Only pickup for residents with a regularly scheduled Thursday Recycling Day. This special RECYCLING ONLY collection will occur on Wednesday, December 31st Please have your recyclables out for collection prior to the morning of the 31st to ensure their pickup.

- VOLUNTEER ANNOUNCEMENTS- Councilman Myers stated as mentioned in prior meetings, staff has been reaching out to current volunteers whose terms are expiring at the end of the year. We have also been announcing these volunteer opportunities on the Borough website, Facebook Page, and during meetings to see if any other residents are interested in serving their communities. As a reminder, the Borough is looking for volunteers for the following boards and commissions: Zoning Hearing Board, Planning Commission, Shade Tree Commission, Civil Service Commission, Library Board, Historical Commission, Human Relations Commission, EAC, Parking Commission, Joint Board of Appeals, and Property Maintenance Board of Appeals Anyone interested can send a letter of interest to Borough Manager Diane Hegele at dhegele@myhatboro.org or submit in person at Borough Hall. Borough Council will be reviewing all requests for reappointment and letters of interest received in December and will be considering appointments at their reorganization meeting on January 5, 2026.
- MONTGOMERY COUNTY PLANNING COMMISSION CONTRACTG – Councilperson Myers stated included in your packet is a Resolution 2025-47 which renews the Borough’s Planning Assistance Contract with the Montgomery County Planning Commission. This item has been moved to the 12/15/26 Voting Meeting agenda for approval.

PUBLIC COMMENT – Jonathan Pignatelli, 99 W. Lehman Avenue, asked why there were EAC meeting dates on Wednesday in 2025 and will they go back to Monday and Manager Hegele stated that due to some Borough closures because of holidays, some meetings had to change but tonight Council is voting on the 2026 meeting schedule and they will see that the Meetings are on Monday and dates change in some months depending when the holidays fall when the Borough office is closed.

OFFICER’S REPORTS –
- PRESIDENT’S REPORT – President Bollendorf wished everyone Happy Holidays and reminded everyone about the spirit of the season and asked everyone to be safe for New Years and please do not drink and drive. President Bollendorf announced that this is his last meeting as Council President, and he has had the pleasure of serving for the past 8 year as such and will remain on Council and continue to support them.
- TREASURER’S REPORT – Manager Hegele stated the balance in all accounts for the period ending November 30, 2025, is $ 3,964,832.91 with interest earned in the amount of $ 2,588.03.
SOLICITOR’S REPORT – Solicitor Geiser stated she updated the temporary easement for 422 and 424 Madison Avenue and routine Borough business with staff.
ENGINEER’S REPORT – Engineer MacNair stated Milliner Lofts (24-00936) Project was approved with a total of 36 1- and 2-bedroom residential units and 2,320 square feet of commercial space at 24-28 South York Road. Construction complete. Escrow release 3-final recommended for approval at 12/15/25 Council mtg. 3. 237 Jacksonville Road (25-00434) Pre-construction meeting held on 4/16/25 related to crosswalks and curb ramps at Jacksonville Road intersections with Tanner Avenue and Summit Avenue. Solar-powered rectangular rapid flashing beacons to be installed along Jacksonville Road at Tanner Avenue. Developer to proceed once PennDOT permit conditions have been addressed. 4. Stony Brook Condominiums (25-00794) Minor land development application to demolish a 3,300 square foot commercial use building and construct a 3,300 square foot 4-unit residential townhome building near the entrance to the Stony Brook Condominiums. G&A issued a review on 8/6/25. Applicant received recommendation for approval at 8/12/25 PC mtg and conditional approval at the 9/22/25 Council mtg.
MANAGER’S REPORT – Manager Hegele she is going to make this very easy and quick tonight and will combine Adm/PW/DD/FM reports. It has been a pleasure working with President Bollendorf, we started this journey together in 2018 and are the last of the group sitting here. It is a Pleasure working with Council, Mayor and for the residents and business owners of Hatboro. As staff we hope that we have exceeded your expectations, and we look forward to 2026 and doing more great things for the Borough that we all love. Happy Hanukkah, Merry Christmas, Happy Kwanza, Happy New Year.
STAFF REPORTS –
- POLICE – Chief Ruegg stated HPD just completed 15 hours of Occupant Protection (seatbelt enforcement) between 11/20/ and 12/14. Funded by Easten Montgomery County Traffic Enforcement Task Force, he will hold a staff meeting next week with our Sgts to review 2025 and set goals and priorities for the upcoming year as well as operational changes for when the station is closed overnight. He also stated regarding the Police Station, physical upgrades and changes needed to accommodate the closure have been identified and are scheduled. Completion for these items will be fully complete the third week of January, their Mock Accreditation assessment is scheduled for Early January and our Official Reassessment request has been submitted the Accreditation Commissions and we are awaiting confirmation of a final date. This will likely be in the first week of February, the setup and security for the Parade in November was executed with the help of Public Works and the Fire Company. A thanks to the Boroughs of Ambler and Conshohocken who graciously lent us equipment to help with road closures. We didn’t receive many complaints regarding the road closure as all the affected parties were notified in advance. Obviously with any big event such as the parade traffic can be heavy in the surrounding areas but all in all things went well, Countyline Road continued to be closed for the Aqua Roadwork around Park Avenue and the Railroad tracks. I spoke with Aqua representatives today and as of now the work is on schedule. Temperature depending, the hope is the work is completed prior to Christmas. Our Offices along with Warminster have been present at the Road Closure to increase safety and visibility. Despite this, numerous vehicles have blatantly disregarded the road closed signs and driven in the westbound lanes of County line Road around the closure. Fortunately, there have not been an y accident because of this, and the department received a 10K dollar donation from a person who wishes to remain anonymous at the end of November for Department equipment needs. We are currently evaluating our needs and will work with the Public Safety committee to determine what those funds will be used for.
- TAX COLLECTIONS – The tax collectors’ report was submitted electronically.
- PUBLIC WORKS – Manager Hegele stated Borough Hall and Public Works will be closed on the following day/dates: Wednesday December 24th, Thursday December 25th, Thursday January 1. There will be no trash or recycling collection on either Thursday holiday. A reminder for residents with Thursday recycling collection, there is a special pick up for recycling only on the Thursday route for Wednesday, December 31st. Please have your recycling out by 6:30 AM that day for collection.
- DOWNTOWN DEVELOPMENT – Manager Hegele stated just a reminder come out for the first annual HAT DROP in the Borough on New Years Eve at 4PM to 6 PM. The Hat looks amazing, thank you Royson Engineering, the fire department will be practicing lowering it, thank you Enterprise for doing the hat drop for the Borough and ushering Santa around the Borough the last few weeks, you bring a lot of smiles to many.
- FIRE MARSHAL – Manager Hegele stated The Fire Marshal was excused this evening as she had a holiday dinner at the other fire house where she volunteers her time. She has submitted her report in advance, if you have any questions, I would be happy to answer. She wants to remind everyone about holiday safety, outdoor lights, cooking and keeping your live tree watered. If anyone has any questions about fire safety they are encouraged to call or email Kate, she will rather take the time to meet you rather than over the holidays and in different circumstances.
- FIRE COMPANY – VP Ide stated the Enterprise Fire Company had a total of 22 calls for the month of November with 12 in Hatboro and 10 assists to other townships, finished Fire Prevention with visiting local daycares and Churches and got the trucks ready for the Holiday Parade. He stated they continued Wednesday night training, new driver qualifications. He also stated their biggest event was the parade and they assisted Warminster Fire Department with a flag detail at Mission BBQ for Veterans Day.
- UNION LIBRARY REPORT – Representative Kennedy stated NOVEMBER/DECEMBER STATS -New Patrons – We have 30 new library card members since November 1, 2025 – 23 adults /7 children, New Books – Since November 1, 2025, we have ordered and received 110 new books. 67 adults / 43 children] – Borough funded – 67 Adult Books, Programs – 27 programs held since November 1, 2025. -17 adult / 10 children] – Borough funded – 2 Adult Programs -Total Circulation – 2027 Books, DVDs, etc. have been checked out of our physical building since November 1, 2025., NOTABLE EVENTS IN PAST MONTH Annual Christmas Tree Lighting – was a huge success even with the chilly weather. A great time was had by all. We had 164 photos taken with Santa & Mrs. Claus.
