July 10, 2017 Committee Meeting Minutes

PRESENT
President Tompkins, Vice President Rich, Councilpersons Forgeng, Harbaugh, Hegele, McElroy & Palmer; Mayor Hawkes, Assistant Secretary Hegele, Chief Gardner, Solicitor Pionzio, Treasurer Kalnjas & Engineer Walsh.

ABSENT
Borough Manager Zollers was absent

CALL TO ORDER
President Tompkins called to order the Committee meeting of Council to order at 7:00 P.M.

PUBLIC SAFETY
FIRE COMPANY EXPENDITURE LIST
Councilman Palmer stated Council was in receipt of the July 2017 Expenditure List.  This item was moved to the July 24th, 2017 Council agenda for approval.

FINANCE
Councilman Harbaugh stated he had nothing for the agenda this evening.

GRANTS AND FUNDING
Councilperson McElroy stated she had two items for her agenda this evening.  The first was a reminder for everyone to vote for Lochel’s Bakery for the Sweetest Bakery in America contest.  She stated Lochel’s has been in business for 75 years, 3 generations and this is great for Hatboro.  She stated it puts Hatboro on the national map which is good for everyone.

CORTHIAN TRAIL GRANT SUBMISSION – Councilperson McElroy stated she would like the Borough to submit this project under the Transportation Alternatives Program Grant.  Engineer Walsh stated it is for a pathed trail from Jefferson to Jacksonville.  This item was moved to the July 24th, 2017 Council agenda for approval.

PUBLIC WORKS
Councilman Hegele stated he had nothing for the agenda this evening.

FACILITIES AND PARKS
Councilman Forgeng stated he had nothing on is agenda this evening.

ZONING/HISTORIC PRESERVATION
ZONING HEARING BOARD MEETING ANNOUNCMENT
President Tompkins reminded everyone that the next hearing for the Wawa would be Wednesday, July 12th at 7:00 PM at Keith Valley Middle School.

ADMINISTRATION
FACILITIES PROJECT – POLICE – PAYMENT REQUEST #12
Vice President Rich stated Council is in request of payment #12 in the amount of $22,390.81.  This item was moved to the July 24th, 2017 council agenda for approval.

FACILITIES PROJECT – PARTIAL RETAINAGE RELEASE
Vice President Rich stated Council is in request of a partial retainage release.  There is a meeting with the Project Manager and the contractor concerning items that need to be addressed.  This item was moved to the July 24th, 2017 council agenda for approval.

MEMORIAL POOL COVER PROJECT
Vice President Rich stated the bids are ready to be advertised for this project.  Council needs to authorize staff to advertise for bids.  This item was moved to the July 24th, 2017 council agenda for approval.

MS4 POLLUTION REDUCTION PLAN PERMIT
Engineer Walsh stated the Borough must submit a Pollution Reduction Plan by September 16th.  He stated this year DEP’s goal is to reduce by 10% runoff, he stated he has met with the Borough Manager and have come up with ideas to do this.  He stated this month Council should authorize advertising for public comment.  He reviewed the ideas of where to construct three BMP basins, they are underground behind Produce Junction, Crooked Billet School and Eaton Park.  This item was moved to the July 24th, 2017 council agenda for approval.

2015 CDBG – RORER AVENUE PROJECT
Engineer Walsh stated this project is to help alleviate some stormwater issues at 25/27 Rorer Avenue.  He stated this is near the Bunny Trail and the septa railroad tracks, because the tracks are elevated it causes water runoff which then ponds on these properties.  Councilman Forgeng asked where the water ultimately runs to.  Engineer Walsh responded the Pennypack Creek.  President Tompkins stated Council needs to authorize this tonight, to keep the project moving.  President Tompkins opened a voting meeting for this matter.

VOTING MEETING

PUBLIC COMMENT
The floor was opened for public comment concerning this item before Council voted.  There was no comment now.

2015 CDBG RORER AVENUE PROJECT
Vice President Rich motioned to authorize staff to advertise the 2015 CDBG Rorer Avenue Project for bid, motion seconded by Councilman Hegele, all ayes.  Motion carried 7-0.

PUBLIC COMMENT
There was no comment from the public.

POLICE CONTRACT UPDATE
President Tompkins stated the Administration committee has been meeting and has a tentative deal, there is still some language being worked out.  This item was moved to the July 24th, 2017 council agenda for approval.

CROOKED BILLET MONUMENT UPDATE
President Tompkins stated that the Manager recently discovered in the minutes that the Borough is trustee of the monument, we are just not sure about the land.  Jamie Lynch from Dewy Engineering was in the audience.  His firm is working on the plans for the new Crooked Billet School.  He stated he will work with the district to ensure the monument is accessible to the public Mr. Battis asked what is wrong with the current location.  President Tompkins responded during the rebuild it may have to move.  Mr. Lynch stated the monument is the focal point for the school, they recognize the history of the site and the monument.  He stated traffic issues may warrant moving it, but they are committed to work together on this.

COMCAST CABLE FRANCHISE RENEWAL PUBLIC HEARING
President Tompkins announced the hearing is set for Monday, July 24th at 7:00 PM, prior to the Council meeting.

Mayor Hawkes passed out a copy of a newspaper article recently published in the Public Spirt where Warminster has gone smoke free.  He asked Council to consider this, it is a safer environment for everyone, it will stop the young adults in the parks smoking.  President Tompkins stated the Borough Manager is looking at signage.
