February 13, 2024 Planning Commission Minutes

PRESENT – Member Kline, Member Smith, Member Hibbs, Member Farnen, Manager Hegele, Assistant Borough Secretary DeRenzis, Engineer Goff, Borough Planner Kennedy, and County Planner Miklos were present.

ABSENT – Member McMenamin and Recording Secretary Bollendorf were excused.

CALL TO ORDER – Manager Hegele called the February 13, 2024, Planning Commission Meeting to order at 7:00 P.M.

PLEDGE OF ALLEGIANCE – Manager Hegele led the Pledge of Allegiance.

REORGANIZATION – Manager Hegele opened the floor for nominations for a Chairman and Vice Chaiman for 2024.

NOMINATION FOR PLANNING COMMISSION CHAIRMAN – Member Smith made a motion to nominate Kris McMenamin as the Chairman for the Planning Commission for 2024. Motion was seconded by Member Kline, all ayes. Motion carried 4-0.

NOMINATION FOR PLANNING COMMISSION VICE-CHAIR – Member Farnen made a motion to nominate Member Kline as Vice Chair for the Planning Commission for 2024. Motion was seconded by Member Smith, all ayes. Motion carried 4-0.

NEW BUSINESS

APPROVAL OF NOVEMBER 14, 2023, MEETING MINUTES – Member Smith made a motion to approve the November 14, 2023, Meeting Minutes. Motion was seconded by Member Hibbs, all ayes. Motion carried 4-0.

410 N. YORK ROAD – SUBDIVISION DISCUSSIONThe applicant was notified about tonight’s meeting and is not present therefore this item was moved to the March 12, 2024, Meeting Agenda.

100 MEADOWBROOK AVENUE – MINOR LAND DEVELOPMENT DISCUSSION

Planner Kennedy stated that this plan is for Single-Family Dwelling, and that the application meets the criteria for Minor Land Development.  He stated that sidewalk and curbing currently do not exist at the property and if the applicant chooses to maintain this and not add any, a waiver will be required. 

Engineer Goff stated she has some minor comments as well but most of her comments pertain to the stormwater and drainage which are missing from the plans that she will need to review, but as long as the applicant is willing to comply with her comments, she sees no issues with the proposed project.

Member Smith asked for clarification on the demo portion and asked if the swelling will be larger.

The applicant stated that they are only going to demo the addition that was constructed by the previous owner because they did not feel as if it is structurally sound so they will be using the same footprint just demo the addition. He also stated that the garage the previous owner added has no foundation and is not structurally sound either. He also stated that he would add trees as long as he knows what species, he will comply with that.

 Engineer Goff reviewed her comments on her review letter and the applicant stated he would address them and comply along with Planner Kennedy’s comments as well.

Vice Chair Kline stated the applicant will need to address all the comments and resubmit and come back with his resubmission.

ADJOURNMENT – Vice Chair Kline adjourned the February 13, 2024, Planning Commission Meeting at 7:25 P.M.
