January 25, 2021 Committee Council Meeting Minutes

PRESENT VIA ZOOM– President Bollendorf, Vice President Stockton, Councilwoman Anzinger, Councilwoman Benjamin, Councilwoman Reichner, Councilwoman Ostrander, Mayor Schultz, Chief Gardner, Manager Hegele, Assistant Secretary DeRenzis, Solicitor Greiser, Engineer Goff, Superintendent Frydlewicz, Deputy Superintendent Dermer, Treasurer Rich, and Librarian Celec, were present.

ABSENT – Councilwoman McMenamin and Tax Collector/Fire Company President Mount were absent.

CALL TO ORDER – President Bollendorf called the January 25, 2021 committee Meeting to order at 7:00 P.M.

INVOCATION – Mayor Schultz gave the invocation.

PLEDGE OF ALLEGIANCE – Chef Gardner led the Pledge of Allegiance.

PUBLIC COMMENT – President Bollendorf reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and time allotment.

NEW BUSINESS

1) Public Safety Committee

  • ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Ostrander stated that for the month of December 2020, the amount was $4,747.10. This item was moved to the January 25, 2021 Council Meeting Agenda for approval.
  • 2021 POLICE VEHICLE PURCHASE – Councilwoman Ostrander stated that the amount for the purchase of a 2021 Dodge Durango for the Hatboro Police Department is $44,852.00. This item has been moved to the January 25, 2021 Council Meeting Agenda for approval.

2) Finance/Grants Committee

  • PA HISTORICAL MUSEUM GRANT- Vice President Stockton stated that Council should consider applying for the Pennsylvania Historical Commission Grant. He stated that this is a 50/50 match grant between $5,000.00 and $25,000.00 and is ideal for covering funds to apply for the National Register if there are eligible properties. This item has been moved to the January 25, 2021 Council Meeting Agenda for approval.
  • GREEN LIGHT GO BYBERRY & WARMINSTER ROAD FINAL PAYMENT – Vice President Stockton stated that this is to approve the final payment for the Byberry and Warminster Road Green Light Go Project in the amount of $ 242,176.74. This item was moved to the January 25, 2021 Council Meeting Agenda for approval.
  • MILLER MEADOW PAYMENT REQUEST #4 – Vice President Stockton stated that this is to approve payment request #4 for the Miler Meadow Improvement Project in the amount of $ 31,115.00. This item has been moved to the January 25, 2021 Council Meeting Agenda for approval.
    DCED MULTIMODEL TRANSPORTATION FUND GRANT RESOLUTION – Vice President Stockton stated that this is to approve Resolution 2021-09, authorizing the application to the DCED Multimodal Transportation Fund Grant and authorizing signers of the same. This item was moved to the January 25, 2021 Council Meeting Agenda for approval.
  • MONTCO 2040 GRANT APPLICATION 2021 – Vice President Stockton stated that there are a few ideas that staff suggested this grant could be used for which include improvements in Memorial Park such as bridges or plantings or benches, improvements at Eaton Park, improvements to Miller Meadow, or painting crosswalks, or lighting on the Hatboro Station Trail and that this grant is due by March 1, 2021. This item has been moved to the January 25, 2021 Council Meeting Agenda for approval.
  • JACKSONVILLE AND E. MONTGOMERY AVENUE TRAFFIC SIGNAL IMPROVEMENT UPDATE – Engineer Goff stated that her firm has been working with SEPTA to get this project going again and they have agreed to partially get the project going on the East side of the intersection in order to help the residents to be able to cross the street and they are working to get the approvals for the contractor to start on the other two corners.
  • BOROUGH HALL PROJECT UPDATE – Vice President Stockton stated that they were awarded the RAPC Grant and that RVE is completing some necessary environmental assessments as needed and that some reports should be doing to Council shortly.

3) Community Outreach & Events Committee

  • COUNTY PLANNER UPDATE – Planner Mohr gave a presentation which was an update to what she has been working on for Hatboro and a brief update form the County. Councilwoman Benjamin stated that she noticed utility poles taking up a lot of the sidewalk causing them to be narrow and asked if anything could be done. Lanier Mohr stated there were options such as moving the poles to an adjacent property to widening the sidewalk so there is room for the pole and enough space to walk.
  • HISTORIC OVERLAY ORDINANCE UPDATE – President Bollendorf stated that everyone working on this task is working hard and moving along quickly with this and he thanked everyone involved for making it happen so quickly. Councilwoman Reichner stated that on February 9, 2021 is the Planning Commission Meeting and anyone who has any questions or wants to go over anything being discusses regarding this should attend.
  • MAILCHIMP ELECTRONIC NEWSLETTER – Councilwoman Reichner stated that we are looking to do an electronic newsletter in addition to our twice a year hard copy Newsletter which gets mailed to residents. Manager Hegele stated that it is a way to get information out fast as we only have Facebook to use for that. She also stated this is another good way to communicate with the constituents.
  • NEW BUSINESSES – Councilwoman Reichner stated that the following are new businesses in Hatboro this month:
    • El Limon located at 222 N. York Road is a Mexican Restaurant.
    • Trattoria Valona located at 420 S. York Road is an Italian Restaurant.

4) Public Works Committee

  • VEHICLE LOAN AGREEMENT – Councilwoman Benjamin stated that this is to approve the intergovernmental emergency vehicle loan agreement. This item was moved to the January 25, 2021 Council Meeting Agenda for approval.
  • MUNICIBID SALE OF VEHICLES EQUIPMENT – Councilwoman Benjamin stated that this is to approve 2021-11 which is approving the sale of personal property owned by the Borough of Hatboro. This item was moved to the January 25, 2021 Council Meeting Agenda for approval.

5) Environmental Affairs & Parks Committee

  • INCLUSIVE PLAYGROUND PROJECT/GRANT APPLICATION – Councilwoman Anzinger stated that there were two grant options for this project and Council should discuss which one was best. She also stated that the first option is the Greenway Trails and Recreation Program Grant from PADCED and this grant can be used for construction, fixed equipment, environmental site assessments and engineering costs and that the maximum award is $250,000.00 with a 15% match.

    Councilwoman Anzinger stated that the second option is the MONTCO 2040 GRANT and this would be great to handle inclusive playground equipment and this is from $10,000.00 to $200,000.00 with a 20% match. She also stated that they should focus on getting the ADA equipment in Memorial Park.

    President Bollendorf stated that he would like to apply for both. Deputy Superintendent Dermer stated that he recommends the Greenway Trails Grant because with $250,000.00 that will take care of the construction costs, making the bridge ADA accessible, and the playground itself. President Bollendorf stated that they would do the DCED for the inclusive playground and MONTCO 2040 grant for trail lighting. Councilwoman Anzinger stated that exercise equipment in Eaton Park would be another idea.

6) Policy Committee

  • HR AUDIT UPDATE – Manger Hegele stated that there was a proposal to do a Human Resources Management Services HR Audit and Councilwoman McMenamin has been discussing this audit for some time and they would like to start this. She also stated that this was approved with the budget last year and they will need an additional Councilperson to be involved in the process. Councilwoman Ostrander stated that she would be the Councilperson.

7) Administration Committee

  • BOARDS AND COMMISSION APPOINTMENTS – Vice President Stockton stated that there are vacancies on some Boards and Commissions, and they have received letters of interest. He stated the following vacancies:
    • Historical Commission 3-year term – Vice President Stockton stated that he thought Bill Thompkins was a good choice as he served on this Commission before. Councilwoman Ostrander stated that her only concern was that while Bill Thompkins was on Council, his job was to protect he historic side of town, but nothing ever happened and for that reason she does not have the confidence in him.
    • Historical Commission 2-year term to fulfill Christina Giovinazzo’s term – Vice President Stockton stated that they received a letter from Mr. Tom Smith as he has been interested in this Commission for a while and he recommends him for the position.
    • Planning Commission 2-year term – Vice President Stockton stated that he recommends Robert Hegele for this as he was a former Councilman and has great knowledge of the Borough. President Bollendorf agreed as did the rest of Council.
    • Planning Commission 4-year term – Vice President Stockton stated that he recommends Nicole Shay. Manager Hegele stated that Lori Fasoli submitted an email stating she would like to work on the Planning or Historical Commissions. Vice President Stockton stated that he thought she would be good on the Zoning Sub Committee. Councilwoman Ostrander stated that she worked with Lori before and she recommends her. President Bollendorf stated that they will go with Nicole Shay.
    • Parking Commission 4-year term – President Bollendorf stated that did not receive any letters of interest yet.
    • Shade Tree Commission 4 -year term – Vice President Stockton stated they do not have anyone at this time.
  • VOICE OVER IP PHONE UPGRADE DISCUSSION – Vice President Stockton stated that before the meeting they decided to table this item, but he does want to move quickly on this because there is a cost savings to be found here.
  • VICTORIAN VILLAGE TRAFFIC SIGNAL APPLICATION RESOLUTION – Vice President Stockton stated that this is to approve Resolutions 2021-09 and 2021-10, approving the relocation of the curve warning flasher and the addition of pedestrian poles at York and School Road in accordance with the Victorian Village II Traffic Signal Improvements. This item was moved to the January 25, 2021 Council meeting Agenda for approval.
  • FEBRUARY 2021 MEETING ANNOUNCEMENTS – Vice President Stockton announced all of the February 2021 meetings for the Borough of Hatboro.
  • ZONING SUB COMMITTEE VOLUNTEER ANNOUNCEMENT – Vice President Stockton stated that they are seeking volunteers for this and that it is a very important project for the Borough right now to make sure the Zoning is updated and that there aren’t any loop holes. He also stated that he recommends a committee of 5 with 2 Councilpersons. Councilwoman Reichner, Vice President Stockton, and Councilwoman Ostrander volunteered to be on the committee.

OLD BUSINESS & UPDATES – There was no new business or updates.

COUNCIL MEETING
JANUARY 25, 2021

CALL TO ORDER – President Bollendorf called the January 25, 2021 Council Meeting to order at 7:59 P.M.

PUBLIC COMMENT – There was no public comment.

MAYOR’S REPORT – Mayor Schultz stated that he wanted to remind everyone that the Chamber of Commerce still has free PPE kits and any business who is interested should contact Kathy Salemno from the Hatboro Chamber of Commerce at 215-956-9540 or email at hatborochamber@gmail.com.

Mayor Schultz also stated that there are a lot of people who have had COVID or have been affected by it and he thinks that it is important for everyone to try and get the vaccine. Mayor Schultz shared a link on how to register online for the vaccine. President Bollendorf asked if there is any way we can help those who are not able to do this by themselves and Mayor Schultz thinks it is a matter of help your neighbor. President Bollendorf stated that if anyone knows anyone who does not have access to a computer to call Borough Hall.

OFFICER’S REPORTS
PRESIDENT’S REPORT
– President Bollendorf stated that there is a Pool Committee meeting coming up next month and that they are very hopeful and they will keep everyone advised as to what is discussed and that the goal right now as long as it is allowed is to open the pool for the 2021 season. He also stated that there will also be an Events Committee meeting and that none if this will happen if everyone stops wearing masks and maintaining social distancing.

President Bollendorf also stated that he wants to encourage everyone to continue supporting our local businesses especially during the time. He also thanked Manager Hegele for spreading the word regarding the small business grant that was available to small businesses.

TREASURER’S REPORT – Treasurer Rich stated that the balance at the end of December 2020 was $ 3,931,134.76.

SOLICITOR’S REPORT – Solicitor Greiser stated that Solicitor Geiser has been working with bond council on the refi and that closing was today.
Solicitor Greiser also stated that Solicitor Geiser is also drifting the documents required for the creation of the Non-Profit Friends of Cressbrook and working closely with the group on the Historic Overlay Ordinance Draft.

ENGINEER’S REPORT – Engineer Goff stated that under MS4 services they are undergoing the source investigation which is a requirement of MS4 permit.

Engineer Goff also stated that under the Eaton Park Streambank Restoration this project is wrapping up and she is working with staff to come up with a punch list for the contractor and they are reviewing the final payment.

MANAGER’S REPORT – Manager Hegele stated that she wanted to introduce two new staff members, Edward Frydlewicz Superintendent of Public Works and Kyle Dermer, Deputy Superintendent of Public Works. She also stated that Council will be hearing from them both and what they have been working on during their first month and that she is happy to have them as part of the Management team for Hatboro and looks forward to working with them.

Manager Hegele stated that the GOB Refinance that council authorized in December settled today and thanked Brad Remig and his team from PFM Advisors, Patrick Scott and his team from Obermayer, Rebmann, Maxwell & Hippel LLP, Borough Solicitor Geiser, TD Bank and Borough staff for all their work getting this done. She also stated that due to the lower rates for borrowing money, the Borough was able to refinance existing debt, getting a lower interest rate and shorter term which was a plus for the Borough.
Manager Hegele also stated that on Tuesday, February 2nd at 7:00 PM via zoom there will be a joint meeting of the Borough Planning Commission and Historic Commission to talk together and review the proposed Historical Overlay Ordinance that staff along with Community Planner Mohr have been working on since the fall. She also stated that a lot of progress has been made and we are hoping to have a draft to Council at an upcoming meeting, I am hoping for February, but it could be March.
Manager Hegele also stated just a reminder to community groups planning events (keeping fingers crossed we can resume events in 2021) the borough is asking that all event request forms be submitted to Borough Hall on or before 12th so they can be processed and added to the February council meeting agenda.

Walk Works Grant Update. Manager Hegele also stated that many are asking about this grant, specifically signage around Hatboro and just a reminder that the Hatboro Healthy Walk was put on hold due to not being able to hold gatherings and due to a delay in work at Jacksonville and Montgomery intersection. She also stated that intersection is part of the walk and that the Borough will be holding the first walk for this grant as soon as we can so everyone please stay tuned for when that can be done.
Manager Hegele also stated she wanted to remind kids who use our parks that our park rules are posted at each park and everyone needs to be respectful of each other and abide by the rules.

Manager Hegele also stated that in late December the Borough received notification that a recent edition of the Borough newsletter (pre-COVID) was chosen as an award winner in the 2019 Pennsylvania Association of Borough’s Newsletter contest. Thank you to everyone that submitted and a big thank you to Borough Staff member Cindy Bollendorf for all her hard work putting this together.

Manager Hegele also stated congratulations to President Bollendorf, he was featured in the December 2020 issue of Borough News. President Bollendorf was interviewed by PSAB staff for an article about Leading Our Communities.

Manager Hegele also stated that in late December I was notified that I successfully completed the PSAB Borough Officials Program and I am now a certified borough official and next up for the Borough will be completing designation as a Certified Local Government.

STAFF REPORT’S
POLICE – Chief Gardner stated that Presidential Order was executed in June 2020 on safe policing for safe communities and in order to receive any federal assistance or federal law enforcement grants, communities have to certify that their police departments adhere to certain uses of force policy protocols in order to be eligible for that funding. He also stated that he made application the end of 2020 to the Law Enforcement accreditation Commission and he is pleased to report the Hatboro PD received accreditation on Safe Policing for communities.

Chief Gardner also stated that schools are back in a hybrid fashion and he wanted to remind anyone driving in the vicinity of Cooked Billet that the streets are posted with do not enter signs with time restrictions and to follow them as he has gotten a report that there has been a few violations. He also stated that he is going to meet with Superintendent Frydlewicz, and they are going to place some cones in strategic places and the crossing guards will place some when they are on active duty.

Chief Gardner also stated that we are currently in Phase I B of the vaccination which included first responders and all Police Officers have been given the opportunity to get vaccinated. He also stated there has been good effort by the county as Montgomery County is second in the commonwealth regarding the amount of people vaccinated. He also stated that in the last seven days, the amount of positives have gone down.

TAX COLLECTIONS – The Tax Collector’s report was electronically submitted.

PUBLIC WORKS – Superintendent Frydlewicz stated that as he enters his fourth week here, it has been a great experience and they have been tackling some problems such as some projects that were stagnant, which are up and running. He also stated there is a meeting about the pool this week to determine a spot for the sunshade project.

Deputy Superintendent Dermer stated that it has been an interesting four weeks trying to get the hang of everything. He also stated he has been working on the Grants that were spoken about earlier and has been working on Municibid with Assistant Secretary DeRenzis and cleaned up the system to try to make things smoother in the future.

FIRE MARSHAL – The December 2020 Fire Marshal report was electronically submitted.

FIRE COMPANY – There was nothing to report.

UNION LIBRARY – Librarian Celec stated that regarding the Keystone Grant, the deadline was released which is October 21, 2021 and that it is usually in April so this later deadline helps out and the Library Board has appointed a building committee to help decide what they are going to do.
Librarian Celec also stated last year they did not budget any money for grants but received over $64,000.00 including a generous amount from Hatboro Federal for the Children’s program.

Librarian Celec stated that they received laptops and wireless hot spots from the MONTCO Strong Grant, and they ordered 14 laptops and 11 hot spots which will circulate to the public as soon as they get them in March.
Librarian Celec stated that their 2019 fiscal year audit is complete and approved and he will forward a copy to Council for review.

ORDER OF BUSINESS & VOTING ITEMS
ACKNOWLEDGE RECEIPT OF REPORTS – Councilwoman Benjamin made a motion to acknowledge the receipt of UMHJSA Minutes, Tax Collections, Public Works, Fire Marshal, and Treasurer reports. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

APPROVAL OF WARRANT LIST, PAYMENT OF BILLS, MANUAL CHECKS, AND TRANSFERS – Vice President Stockton made a motion to approve Warrant List, Payment of Bills, Manual Checks, and Transfers for the month of January 2021. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

DECEMBER 21, 2020 COMMITTEE/COUNCIL MEETING MINUTES – Councilwoman Reichner made a motion to approve the December 21, 2020 Committee/Council Meeting minutes. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.

JANUARY 7, 2021 SPECIAL COUNCIL MEETING MINUTES – Vice President Stockton made a motion to approve the January 7, 2021 Special Council Meeting minutes. Motion was seconded by Councilwoman Anzinger. Councilwoman Benjamin abstained from the vote as she was not present for the meeting. Motion carried 5-0 with 1 abstention.

Councilwoman Reichner made a motion to approve Resolution 2021-01, appointing Bill Thompkins to the Historical Commission for a term of 3 years. Motion was seconded by Councilwoman Anzinger. Councilwoman Ostrander voted nay. Motion carried 5-1.

Vice President Stockton made a motion to approve Resolution 2021-02, appointing Mr. Smith to the Historical Commission to a term of 2 years (to fulfill Christina Giovinazzo’s term). Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

Vice President Stockton made a motion to approve Resolution 2021-03, appointing Nicole Shay to the Planning Commission for a term of 4 years. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 6-0.

Vice President Stockton made a motion to approve Resolution 2021-04, appointing Robert Hegele to the Planning Commission for a term of 2 years. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

The appointment to the Parking Commission for a term of 4 years has been tabled.

The appointment to the Shade Tree Commission for a term of 4 years has been tabled.

Councilwoman Reichner made a motion to approve Resolution 2021-07, memorializing the appointment of Christina Giovinazzo to the position of Borough Historian for a term of 1 year made during the January 7, 2021 Special Council Meeting. Motion was seconded by Councilwoman Ostrander. Councilwoman Benjamin abstained as she was not present for the meeting. Motion carried 5-0 with 1 abstention.

Councilwoman Reichner made a motion to approve Resolution 2021-08, memorializing the appointment of Christina Giovinazzo to the Zoning Hearing Board for a term of 3 years made during the January 7, 2021 Special Council Meeting. Motion was seconded by Councilwoman Ostrander. Councilwoman Benjamin abstained as she was not present for the meeting. Motion carried 5-0 with 1 abstention.

VICTORIAN VILLAGE TRAFFIC SIGNAL APPLICATIONS – Councilwoman Ostrander made as motion to approve Resolutions 2021-09 and 2021-10, approving the relocation of the curve warning flasher and the addition of pedestrian push button poles at York and School Road in accordance with the Victorian Village II Traffic Signal Improvements. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.

OLD BUSINESS AND UPDATES – There was no new business or updates.

NEW BUSINESS
COUNTY ADA RAMP GRANT AND 2021 MADISON AVENUE PAVING PROJECT – Councilwoman Benjamin made a motion to apply for the County ADA Ramp Grant to construct ADA Ramps in accordance with the scope of work for the 2021 Liquid Fuels Madison Avenue Project. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.

PUBLIC COMMENT – There was no public comment.

ADJOURNMENT – Councilwoman Ostrander made a motion to adjourn the January 25, 2021 Council meeting. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0. President Bollendorf adjourned the January 25, 2021 Council Meeting at 8:43 P.M.
