October 19, 2020 Committee Council Meeting Minutes

PRESENT VIA ZOOM – Vice President Stockton, Councilwoman Anzinger, Councilwoman Benjamin, Councilwoman McMenamin, Councilwoman Reichner, Councilwoman Ostrander, Mayor Guenst, Chief Gardner, Manager Hegele, Assistant Secretary DeRenzis, Solicitor Geiser, Engineer Goff, Superintendent Sine, Treasurer Rich, Tax Collector/Fire Company President Mount, and Librarian Celec were present.

ABSENT – President Bollendorf was absent.

CALL TO ORDER – Vice President Stockton called the October 19, 2020 Committee meeting to order at 7:00 P.M.

INVOCATION – Mayor Guenst gave the invocation.

PLEDGE OF ALLEGIANCE – Chief Gardner led the Pledge of Allegiance.

MEETING NOTES – Vice President Stockton reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and time allotment.

PUBLIC COMMENT – There was no public comment.

NEW BUSINESS

1) Public Safety Committee
• ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Ostrander stated that the Enterprise Fire Company Expenditure list for the month of September 2020 is $ 6,263.64. This item was moved to the October 19, 2020 Council Meeting Agenda for approval.

2) Finance/Grants Committee
• DCED MULTIMODEL TRANSPORTATION FUND ROUND 1 GRANT APPLICATION– BYBERRY SIDEWALKS – Vice President Stockton stated that this is to approve Resolution 2020-50, approving the application to the second round of the DCED Multimodel Transportation Fund to install sidewalks on Byberry Road from S. Penn Street to Warminster Road. This item was moved to the October 19, 2020 Council Meeting Agenda for approval.

• MULTIMODEL TRANSPORTATION FUND GRANT ROUND 2 DISCUSSION: YORK ROAD SIDEWALKS – Vice President Stockton stated that this is to approve Resolution 2020-52 authorizing the application to the Multimodel Transportation Fund Round 2 for the York Road sidewalk improvement project from Summit Avenue to Madison Avenue. This item has been moved to the October 19, 2020 Council meeting Agenda for approval.

• GREEN GO LIGHT CONTRACT EXTENSION – Vice President Stockton stated that this is to approve change order No. 1 for the Jacksonville and Montgomery Traffic Signal Project, extending the deadline for completion to November 14, 2021. This item was moved to the October 19, 2020 Council Meeting Agenda for approval.

• BUDGET WORKSHOP ANNOUNCEMENT – Vice President Stockton announced that the Budget Workshop will be Monday, November 2, 2020 at 6:00 P.M and will be virtual via zoom. He also stated that this workshop will be streamed live so the public is welcome to join.

3) Community Outreach and Events Committee
• CRESSBROOK ALARM UPGRADE DISCUSSION – Councilwoman Reichner stated that recently the Borough acquired the Cressbrook House and the alarm system is dated. Vice President Stockton stated that Council wanted to give residents time to follow this issue and give feedback talk about how we want to treat this property moving forward. He also stated that based on the proposal, it should be around $ 6100.00 to upgrade the alarm system, and this includes all three parts which is the main house, spring house, and the barn. He also stated that it is an expensive property and is a liability if it is not properly secured. Councilwoman Reichner stated that she agreed that the alarm system should be updated. Councilwoman Anzinger agreed it would be a good investment especially since part of the property is open in the back. Councilwoman Ostrander stated that she also thinks it is a great idea but would like to know where the funds were coming from. Councilwoman Benjamin asked if there was any cost offset through insurance. Vice President Stockton stated that the cost off set would be minimal and if Council were to do this the funds would have to be planned for next year and can be looked at during the budget workshop.

• FREE PARKING FOR SHOPPERS DURING HIOLIDAY SHOPPING – Councilwoman Reichner stated that Mayor Guenst, Borough Council, Main Street Hatboro, and the Greater Hatboro Chamber of Commerce present Free Holiday Parking on Saturdays only starting November 28, 2020 through December 26, 2020. This item has been moved to the October 19, 2020 Council Meeting Agenda for approval.

• HATBORO HAUNTS HOUSE DECORATING CONTEST – Councilwoman Reichner stated that you can register for this contest. A map of all the decorated houses will be posted and judges will go around and choose the best decorated house.

• OCTOBER EVENTS – Councilwoman Reichner stated the following October events:
o Hatober Fest Food Drive – Hatboro Chamber of Commerce is sponsoring this the entire month of October. You can drop off donations at Salon on Main, Hatboro- Willow Grove Physical Therapy, Nonno’s Bakery, KP Kitchen and Crafts, and the Chamber of Commerce Office.
o Hatboro Business Scarecrow Event – Businesses have started to display their Scarecrow’s, and this runs from October 23 until October 31.
o Chamber of Commerce Halloween Stroll – This event takes place October 31 from 1:00 P.M. until 3:00 P.M. There will be one spot to receive candy and masks are to be worn while practicing social distancing.

• OCTOBER BUSINESS SPOTLIGHT: JOYS &TOYS – Councilwoman Reichner stated that the October Business Spotlight is Joys and Toys located at 53 S. York Road.

• NEW BUSINESSES – Councilwoman Reichner stated that the following are new businesses:
o Razor Reese’s Salon which is located at 226 N. York Road and they specialize in hair and barber services.

4) Public Works Committee
• MADISON AVENUE PAVING – Councilwoman Benjamin stated that Madison Avenue Curb replacement letters have gone out to residents giving them 1 year to replace their curbs so that the Borough can pave and per Borough ordinance, the homeowner is responsible for the curbing.
She also stated that while the Borough realizes it is a hardship for some, the work needs to be done and that is why a one-year notice has been given.

• 2020 PAVING AMENDMENT – Councilwoman Benjamin stated that there was a change and the cost was over estimated and therefore there will be a cost savings.

5) Environmental Affairs & Parks Committee
• READY FOR 100 RESOLUTION – Councilwoman Anzinger stated that this is to approve Resolution 2020-51 certifying Hatboro’s participation in the Ready for 100 movement and its transition to 100% clean, renewable energy. This item was moved to the October 19, 2020 Council Meeting Agenda for approval.

• PARKS SURVEY – Councilwoman Anzinger stated that this is to approve Remington and Vernick Engineers to perform surveys for the Borough Parks. She also stated that the total amount for all four parks is $ 34,000.00 and the Borough could possibly spread this expense out over a few years. The recommendation is to start with Memorial ($12,066.00) and Eaton ($ 11,234.00) which comes out to about $23,300.00. This item has been moved to the October 19, 2020 Council Meeting Agenda for approval.

6) Policy Committee
• PERSONNEL MANUEL UPDATE – Councilwoman McMenamin stated that a draft of the handbook is being provided in the next week and her goal is to have it reviewed by the Policy Committee as well as the Labor Attorney with possible adoption in time for 1/1/21.

• JOB DESCRIPTION UPDATE – Councilwoman McMenamin stated that they will be updating everyone’s job descriptions for the Administrative staff.

7) Administration Committee
• UNION LIBRARY EXPENDITURE LIST – Councilwoman McMenamin stated that the Union Library Expenditure List for the month of October 2020 is $ 14,421.03. This item was moved to the October 19, 2020 Council Meeting Agenda for approval.

• COMMUNITY CHANNEL UPGRADES – Councilwoman McMenamin stated that this is to approve the Community Channel Upgrades through the Comcast Grant. She also stated that they are still waiting for an updated quote form All Systems and if they do not receive an updated quote in the next week, they will start to look at alternative vendors.

• LANCASTER AND WINDSOR PARKING AREA DISCUSSION – Councilwoman McMenamin asked Engineer Goff to start this discussion. Engineer Goff stated that the Borough received funding for this project from the Montco CDBG Grant and Small Water and Sewer Grant. She also stated that this improvement will provide clarity for drivers as far as how that intersection should be operating and will act as an extension to the adjacent Celano Park with crosswalks and sidewalks to be installed to improve pedestrian safety. She also stated that trees and narrow crosswalks will slow vehicles and landscaping will decrease flooding.

• BONAIR AVENUE PARKING DISCUSSION (MONTCO 2040 GRANT) – Engineer Goff state that this project is funded by the 2020 Montco Implementation Grant in which added crosswalks and sidewalks will improve pedestrian safety while the narrow roads will slow vehicles down and help them know where to stop in this intersection. She also stated that ADA ramps will be installed, and the new landscaping will help decrease flooding in the intersection.

Kevin Lavery, 200 N. Penn Street stated that his concern is the fact that parking in the intersection will be eliminated and it presents challenges because his portion of N. Penn Street is only parking on one side and that any time they have a guest, they need to use parking I that intersection. He asked if the roadway was to remain 24 feet or was it going to be narrowed and Engineer Goff stated that it would remain 24 feet. Joanne Lavery asked if once the road is bumped out, will cars be able to park. Engineer Goff stated that they need to make sure Fire trucks can fit with a car parked there. Vice President Stockton said they will make sure the Engineer addresses their concerns and they will get back to him.

• MILLER MEADOW PHASE 1 CHANGE ORDER 1 – Councilwoman McMenamin stated that this is to approve Change Order 1 for the Miller Meadow Improvement Project, extending the date of completion for the project to 2/24/21. This item was moved to the October 19, 2020 Council Meeting Agenda for approval.

• MILLER MEADOW PHASE 1 PAYMENT REQUEST #2 – Councilwoman McMenamin stated that this is to approve payment request #2 for the Miller Meadow Phase 1 project in the amount of $ 42,421.50. This item was moved to the October 19, 2020 Council Meeting Agenda for approval.

• BOROUGH HALL HVAC BIDDING AUTHORIZATION – Councilwoman McMenamin stated that this is to authorize the bidding of the Loller HVAC Project. This item was moved to the October 19, 2020 Council Meeting Agenda for approval.

• DVT WELLNESS GRANT: ADMIN GYM EQUIPMENT – Councilwoman McMenamin stated that the is to allow the Administration Department to purchase gym equipment in the amount of $2,228.96 reimbursed through the Delaware Valley Trust Wellness Program. This item was moved to the October 19, 2020 Council Meeting Agenda for approval.

• NOVEMBER COUNCIL MEETING DATE – Councilwoman McMenamin stated that this is to hold a combined Committee/Council Meeting on Monday, November 16, 2020 virtually by zoom. This item was moved to the October 19, 2020 Council Meeting Agenda for approval.

• NOVEMBER MEETING ANNOUNCEMANTS – Councilwoman McMenamin stated that any meeting held virtually will have instructions posted on our website regarding how to participate and how to address Council. The following are November meetings:
o Historical Committee – Wednesday, November 4, 2020 @ 7:00 P.M.
o Environmental Advisory Committee – Thursday, November 12, 2020 @ 6:30 P.M.
o Committee/Council Meeting (if approved) – Monday, November 16, 2020 @ 7:00 P.M.
o No Planning Commission, Zoning Hearing Board, or Parking Commission meetings in the month of November 2020.

OLD BUSINESS & UPDATES – There was no old business or updates.

PUBLIC COMMENT – Ron Battis, 314 W. Moreland Avenue, asked via email if the Borough was replacing the Downtown Developer. Vice President Stocked stated that she did not choose to renew her contract and Council and staff are looking into the best way regarding filling that vacancy. Mr. Battis also asked what roads and what will the cost be for the paving project. Councilwoman Benjamin stated that previously the amount was $
187,259.00 and currently the amount is $ 167,549.00. The Borough is paving alternate 1, alternate 3 and alternate 4 which is Monument, Lehman (Chester to Spring) and Lehman Avenue (Spring to Bank).

Tom Doyle, 430 Springdale Avenue asked if he could get an updated print to the Corinthian Trail. Manager Hegele stated that she can send him a copy of that. Mr. Doyle stated that he thinks everything looked good, but he has a few concerns and wants to address them with President Bollendorf, Manager Hegele, and Engineer Goff. Vice President Stockton stated that this is not on the agenda for this evening and staff can reach out to him to address his concerns. Mr. Doyle asked if there will be another meeting and Councilwoman Anzinger stated that a final will go out for comment, but she is not sure if there will be another meeting. Vice President Stockton asked Mr. Doyle to email Manager Hegele his questions and so they can be addressed with the Engineer as needed.

BOROUGH OF HATBORO
COUNCIL MEETING
OCTOBER 19, 2020

CALL TO ORDER – Vice President Stockton called the October 19, 2020 Council Meeting to order at 8:05 P.M.

PUBLIC COMMENT (VOTING ITEMS ONLY) – There was no public comment.

MAYOR’S REPORT – Mayor Guenst stated that she wanted to Congratulate Jacksonville Green who was selected for the 2020 Montgomery Award which recognizes outstanding planning and designs.

Mayor Guenst also stated that she wanted to mention the publicity that Lochel’s Bakery has been receiving and wanted to congratulate them for becoming National news and for highlighting our little town of Hatboro.

OFFICERS REPORTS
• PRESIDENT’S REPORT – There was no report given.

• TREASURER’S REPORT – Treasurer Rich stated that the balance at the end of September 2020 is $ 5,233,793.75 which includes interest earned in the amount of $ 714.11.

SOLICITOR’S REPORT – Solicitor Geiser stated that her office has started the petition to the LCB to have Hatboro’s ordinance supersede the LCB regulation but due to COVID the LCB is working remotely so it is moving forward but not quickly.

Solicitor Geiser also stated that she attended a meeting with Borough staff and President Bollendorf regarding Historical properties in the Borough and potentially moving forward with the Historic Overlay and had discussions regarding the Cressbrook House.

Solicitor Geiser also stated that unfortunately she has no update regarding Wawa as the Commonwealth Court has not moved forward but will keep Council informed when she receives any updates.

ENGINEER’S REPORT – Engineer Goff stated that under our MS4 services, the 2020 annual progress report was submitted at the end of September and this is required under our MS4 Program.

Engineer Goff also stated that under our Jacksonville Montgomery Avenue signal, construction is under way and she recommends a contract extension due to the construction shut down that occurred in the Spring.

Engineer Goff also stated that under Eaton Park Stream Bank Restoration and Stabilization Project, contracts were reviewed since the last Council Meeting and executed a notice to proceed which was issued on October 5, 2020 and construction is under way at the park. Councilwoman Benjamin stated the she noticed trees were removed and she wondered why. Engineer Goff stated that dying trees were removed and will be replanted in their place and this also had to do with the re-grating.

Engineer Goff also stated that under the Miller Meadow Improvements Project, construction is under way and a contract extension is recommended as a result of the pandemic as there has been numerous COVID infections in the shop that manufactures the gazebo.

Engineer Goff also stated that under the York Road Intersection Improvements Project, they recently submitted revised plans for Penndot to review.

Engineer Goff stated that under the Liquid Fuels Program, since the last meeting, contracts were reviewed and executed, and a construction meeting was held. She also stated that the application was approved and a notice to proceed was issued on October 15, 2020 and construction will conclude by the end of the month.

MANAGER’S REPORT – Manager Hegele stated that the Borough was awarded a grant from DCNR for Phase II of the Miller Meadow Project in the amount of $ 250,000.00 and the grant includes work for construction of pedestrian walkways, parking areas, and stormwater management measures, ADA access, landscaping, a project sign, and other related site improvements.

Manager Hegele also stated that last week the Borough received notice that they were awarded the 2020 County Transportation Program Award where the County Commissioners awarded 6 grants totaling $ 925,485.00. She also stated that our project for ADA ramps at the Crooked Billet School was awarded $ 117,500.00 in funds.

Manager Hegele also stated that she had the time to volunteer at Lochel’s Bakery and greeted over 200 people and line with the furthest from New York City and she encourages everyone to stay in our town and patronize other businesses.

STAFF REPORTS
POLICE – Chief Gardner stated that Hatboro Horsham school district started a hybrid opening on October 26 for Crooked Billet Elementary and as a result of that our crossing guards will begin employment again on October 26 from 8:00 A.M until 9:00 A.M and from 2:30 P.M until 3:30 P.M. He also stated that he is still working with the School District to finalize that plan. He also asked motorists to drive carefully in the area as there are some new traffic patterns and officers will be out enforcing those traffic patterns.

Chief Gardner also stated that that he wanted to thank the Hatboro Horsham School District because the Montgomery County Consortium, which the Hatboro Police Department is a part of, conducted the written entrance examination for the entry level position of Patrol Officer on October 10 at the Hatboro Horsham Senior High School.

Chief Gardner also stated that as far as Halloween, he wanted to remind everyone that the Borough does not have any regulations so he reminded everyone to just follow the CDC guidelines regarding trick or treating which will be posted on our website. He also asked that everyone respects those who choose not to participate.

Chief Gardner stated that the Hatboro Police Department is going to participate in No Shave November and the purpose of this is to raise awareness and money in the fight against Prostate Cancer.

TAX COLLECTIONS – Tax Collector Mount stated that the balance collectible at the beginning of the month was $151,705.92 and we collected $ 24,218.44 with a balance left to be collected of $ 127,487.48.
PUBLIC WORKS – Superintendent Sine stated that he attended a SLF meeting at the 4H center in Collegeville recently and regrets to report that the Commonwealth does not seem to be any closer to a statewide solution to stop this evasive insect. He also stated that through their ongoing research, the Penn State extension has found chemicals that have had some limited success in killing and controlling these pests and although Public Works cannot apply chemicals to residents property or advise in their use, they can go to Penn State extension SLF webpage and access the information.
Superintendent Sine stated that Public Works crews have been busy clearing overgrowth form the storm drain channels that run on either side of the Cressbrook property and that they have also transitioned into fall mode and will continue leaf clean up and storm drain maintenance.
Superintendent Sine also stated that he recently met with a consultant assigned to review the educational programs of all seven municipalities that make up the recycling consortium which Hatboro is a part of. He also
stated that this aspect is just one part of a broad study to try and bring the cost of recycling processing down and he was very impressed with our program especially Bindy. He also stated that the cost of this study is covered fully by a PA DEP Technical Assistance Grant that he secured on behalf of the consortium last month.

FIRE MARSHAL – The September 2020 Fire Marshal Report was submitted electronically.

FIRE COMPANY – There was nothing to report.

UNION LIBRARY – Librarian Celec stated that the Library is open by appointment and that they are open six days a week and will remain this way unless directed otherwise.

Librarian Celec also stated that work is underway for their audit and should have that submitted to Council before the end of November.

Librarian Celec also stated that they have a distanced Halloween activity online and that you can come to the Library and see the different Halloween challenges they have.

Librarian Celec stated that they have added a new online resource called America’s Genealogy Bank which has genealogy records from 1690 to the present including obituaries, death certificates, marriage records, military, and government documents and more and is available 24/7.

ORDER OF BUSINESS AND VOTING ITEMS
ACKNOWLEDGE RECEIPT OF REPORTS – Councilwoman Ostrander made a motion to acknowledge the receipt of Tax Collections, Public Work’s, Fire Marshal, Treasurer’s Reports, UMHJSA Minutes from May through September 2020, and Environmental Advisory Council minutes. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

APPROVAL OF WARRANT LIST, PAYMENT OF BILLS, MANUEL CHECKS AND TRANSFERS – Councilwoman McMenamin made a motion to approve Warrant List, Payment of Bills, Manual Checks, and Transfers for the month of October 2020. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

SEPTEMBER 21, 2020 COMMITTEE/COUNCIL MEETING MINUTES – Councilwoman Anzinger made a motion to approve September 21, 2020 Committee/Council Meeting Minutes. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 6-0.

FREE SHOPPER PARKING FOR SMALL BUSINESS SATURDAY AND HOLIDAYS – Councilwoman Anzinger made a motion to offer free parking on York Road and in the Borough lots on Small Business Saturday, November 28th and every Saturday through December 27th. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.

2020 PAVING RATIFICATION – Councilwoman made a motion to ratify the 2020 Road Paving Project to award the base bid, alternate 1, alternate 3, alternate 4, and alternate 5 to Berg Construction in the amount of $ 204,619.00. Motion was seconded by Councilwoman Benjamin, all ayes. Motion carried 6-0.
