September 11, 2017 Committee Meeting Minutes

PRESENT
President Tompkins, Vice President Rich, Councilpersons Forgeng, Hegele, McElroy & Palmer; Mayor Hawkes, Borough Manager Zollers, Assistant Secretary Hegele, Chief Gardner, Solicitor Pionzio & Engineer Dougherty.

ABSENT
Councilman Harbaugh & Treasurer Kalnjas were absent.

CALL TO ORDER
President Tompkins called to order the Committee meeting of Council to order at 7:00 P.M. 

PUBLIC SAFETY
SGT. VACANCY UPDATE
Chief Gardner announced the written test is September 12th with the oral interviews next week.  He stated the civil service will be meeting and he expects to have an officer for a promotion at the September 25th Council meeting.

FIRE COMPANY EXPENDITURE LIST
Councilman Palmer stated Council was in receipt of the August 2017 Expenditure List.  This item was moved to the September 25th, 2017 Council agenda for approval.

FIRE COMPANY CAPITAL EXPENDITURE LIST
Councilman Palmer stated Council was in receipt of the August 2017 Capital Expenditure List.  President Tompkins asked if three quotes were received.  Manager Zollers stated yes.  This item was moved to the September 25th, 2017 Council agenda for approval.

POLICE STATION DEDICATION/OPEN HOUSE
Chief Gardner reminded everyone the dedication is set for 9/23 at 9:00 AM followed by an open house from 10:00 AM to 1:00 PM.

FINANCE
2018 BUDGET UPDATE
Councilman Harbaugh was absent.  Vice President Rich reminded everyone that staff would be meeting on 9/29 to begin the budget.

GRANTS AND FUNDING
Councilperson McElroy stated she had nothing for the agenda this evening

PUBLIC WORKS
Councilman Hegele stated he had nothing for the agenda this evening.

PARK RULES ORDINANCE UPDATE

CELANO PARK DEDICATION

ZONING/HISTORIC PRESERVATION
ZONING HEARING BOARD MEETING ANNOUNCMENT
President Tompkins reminded everyone that the next hearing for the Wawa would be Thursday, September 28th at 7:00 PM at Keith Valley Middle School.

Mr. Ed Henry asked where one could read the transcripts from the previous meeting.  Solicitor Pionzio stated they are not available for copying but he could come to Borough Hall to view them.

ADMINISTRATION
ECONOMIC DEVELOPMENT UPDATE
400 NORTH YORK ROAD ESCROW RELEASE/RESOLUTION
Vice President Rich stated the release was reviewed by the Borough Engineer and found to be in order, this item was moved to the September 25th, 2017 Council meeting for approval.

AUTHORIZATION TO SIGN STORMWATER AGREEMENTS FOR LANCASTER
Solicitor Pionzio stated Council needs to authorize staff to sign these agreements for this project.  This item was moved to the September 25th, 2017 Council meeting for approval.

Melinda Brennan, Springdale Avenue addressed Council regarding on going issue in her neighborhood.  Ms. Brennan stated she was there to get assistance with traffic, parking, trucks and other violations.  Ms. Brennan specifically mentioned the adjoining neighbor P&H Motors, she wants the Borough to do something about what she perceives as a nuisance business.  Chief Gardner explained how some of the issues addressed by Ms. Brennan, and relayed to Council that his officers along with Fire Marshal Myers have been on top of this and things seemed to be better in the neighborhood.   There was a lengthy discussion over this issue. 

Rich Seeds, Horsham Road asked about the storage of cars vs. parking of cars.  Chief Gardner stated officers can put abandoned stickers on vehicles.

Chief Gardner advised Council that his officers take this issue very seriously, they are up there every day and he feels the issue is improving.  He reminded everyone that there is another side to this story, the business owners. 

Mayor Hawkes arrived late and asked everyone to please stand and have a moment of silence in memory of 911. 

President Tompkins stated on the Council agenda will be an event request, Historic Commission Ghost Tour/Walk and movie on Friday, October 13th

President Tompkins adjourned the September 11th, 2017 Committee meeting of Borough Council at 8:02 PM
