CALL TO ORDER
President Tompkins called to order the combined August Committee/Council meeting to order at 7:00 P.M.
PUBLIC SAFETY
FIRE COMPANY EXPENDITURE LIST
Councilman Palmer stated Council was in receipt of the July 2017 Expenditure List. There was one question/clarification on the year of a vehicle for repairs. This item was moved to the agenda at the end of this meeting for approval.
TRAIN STATION AREA REVIEW
President Tompkins stated there was recently a meeting to discuss issues with on street parking around the train station.
APPOINTMENT/SWEARING IN OF PATROL OFFICER
Det. Sgt. Goold stated that Conner Dilks has accepted the Borough’s conditional offer and has passed all required tests and will be presented for appointment and swearing in during the Council meeting.
FINANCE
Councilman Harbaugh stated he had nothing for his agenda this evening.
GRANTS AND FUNDING
Councilwoman McElroy was absent this evening.
CORINTHIAN TRAIL GRANT UPDATE
Manager Zollers stated there was a preapproval meeting with Penndot, he stated it could be up to 18 months before the Borough will hear if the grant was awarded.
STEERING COMMITTEE UPDATE
Councilman Harbaugh stated the committee continues to meet monthly. The committee is working on the final touches on the Comp Plan logo.
PUBLIC WORKS
Councilman Hegele was absent this evening.
2017 ROAD PAVING PROJECT BID RESULTS
Engineer Walsh reviewed the bids received for the 2017 Road Paving Project and Gilmore is recommending award to GoreCon, Inc. This item was moved to the agenda at the end of this meeting for approval.
FACILITIES AND PARKS
PARK ORDINANCE UPDATE
Solicitor Pionzio stated some housekeeping is needed to include the new Celano Park and rules and regulations. She stated the Borough also needs to delete a parking lot on S. Warminster Road that was recently sold.
Mr. Battis, W. Moreland Avenue asked if this would have to go before the Planning Commission. Solicitor Pionzio responded no. This item was moved to the agenda at the end of this meeting for approval to proceed.
FACILITIES PROJECT – PUBLIC WORKS
Manager Zollers stated Council needs to retain the services of an architect to design new bathroom at Public Works. This item was moved to the agenda at the end of this meeting for approval.
FACILITIES PROJECT – BOROUGH HALL
Manager Zollers stated Council is in receipt of a report for the HVAC and AV work at Borough Hall. Council needs to authorize the project to go out to bids. This item was moved to the agenda at the end of this meeting for approval.
ZONING/HISTORIC PRESERVATION
SEPTEMBER ZONING HEARING BOARD MEETING
President Tompkins announced the next hearing for the proposed Wawa is scheduled for September 28th, 2017 at 7:00 PM at the Keith Valley Middle School. No date for October has been scheduled yet.
ADMINISTRATION
PENNDOT WINTER SERVICES AGREEMENT RESOLUTION
Vice President Rich stated this agreement provides funding from Penndot for the Borough to snow plow state roads within the Borough. This item was moved to the agenda at the end of this meeting for approval.
2016 GREEN LIGHT GO PROGRAM (JACKSONVILLE/MONTGOMERY) RESOLUTION/AGREEMENT
Vice President Rich stated this is for the project located at Jacksonville/Montgomery, there is a 20% match and it is costlier due to the Railroad Crossing. Manager Zollers stated there is no information yet on the bidding. This item was moved to the agenda at the end of the meeting for approval.
CDBG RORER AVENUE PROJECT
Engineer Walsh stated the bids came in significantly less. Manager Zollers has asked the County since the cost is less to fix sidewalks in the area of the Bunny Trail. This item was moved to the agenda at the end of this meeting for approval.
MEMORIAL POOL COVER BID RESULTS
Engineer Walsh stated no bids were received. He stated Assistant Secretary Hegele has advertised for bids again. Solicitor Pionzio stated if no bids are received this time, the Borough can buy a new cover.
Councilman Palmer asked if the old cover can be used. Manager Zollers responded he is not sure until he sees. Mr. Battis asked if the old cover could be used. Manager Zollers stated it is possible.

MEETING NOTES – President Tompkins announced that there are two opportunities on the agenda for the public to address Council. The first privilege of the floor is for voting agenda items only.
PRIVILEGE OF THE FLOOR – Nancy Barr, Wood Street asked what Green Light Go Grant was. President Tompkins explained the grant. He stated the grant will make that intersection pedestrian friendly. He stated the work will be expensive due to work tied to Septa Crossing. He stated unfortunately the police/fire/ambulance cannot have preemption due to the train crossing.

PRESIDENT’S REPORT
TREASURER’S REPORT – Treasurer Kalnajs gave the Treasurer’s Report for the month of July 2016. He noted a balance of $3,529,691.15. Interest earned for the month totaled $469.34 on all accounts.
SOLICITOR’S REPORT – Solicitor Pionzio stated she had no report this evening.
ENGINEER’S REPORT – Engineer Walsh stated he had no report this evening.
MANAGER’S REPORT – Manager Zollers stated the final payment for the clock grant has been received and the grant has been closed.
DEPARTMENT SUPERVISORS’ REPORT
CHIEF OF POLICE REPORT – Chief Gardner was absent this evening. Det. Sgt. Goold reminded everyone School Starts soon, reminded everyone to watch for buses and kids.
TAX COLLECTIONS REPORT – The Tax Collection Report was submitted to Council is advance of tonight’s meeting, and that copies of the report were available.
PUBLIC WORKS REPORT – The Public Works Report was submitted to Council in advance of tonight’s meeting, and that copies of the report were available on the sign in table. Manager Zollers stated he had nothing further to report.
FIRE MARSHAL REPORT – The Fire Marshal Report was submitted to Council in advance of tonight’s meeting, and that copies of the report were available on the sign in table. Fire Marshal Myers was absent this evening.

Acknowledgement of Reports – Councilman Palmer motioned to acknowledge the receipt of the tax collections, public works, fire marshal, treasurer’s reports, UMHJSA minutes & Borough Authority minutes, motion seconded by Vice President Rich, all ayes. Motion carried 6-0.
Approval of Warrant List, Payment of Bills, Manual Checks and Transfers – Councilman Harbaugh motioned to approve the warrant list, payment of bills, manual checks and transfers for the month of August 2016, motion seconded by Councilman Forgeng, all ayes. Motion carried 6-0.
APPROVAL OF MINUTES
July 25th, 2016 Council Meeting Minutes – Councilman Palmer motioned to approve the July 25th, 2016 Council meeting minutes, President Tompkins stated there was a minor change as discussed, Councilman Palmer motion to amend the original motion, motion seconded by Councilman Harbaugh, original motion seconded by Vice President Rich. Councilwoman McElroy abstained as she was not present for the meeting. Motion carried 5-0.
