September 13, 2021 Committee Meeting Minutes

VOTING MEETING

CALL TO ORDER – President Bollendorf called the September 13, 2021 Committee Meeting to order at 7:00 P.M.

MEETING NOTES – President Bollendorf reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and time allotment.

PUBLIC COMMENT – There was no public comment.

NEW BUSINESS

  • Approval to hire two new Police Officers for the Borough of Hatboro Police Department
    MOTION: Councilwoman Reichner made a motion to approve the appointment of two probationary police officers for the Borough of Hatboro Police Department. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 7-0.
  • ADMINISTER THE OATH OF OFFICE (Honorable District Justice Paul Leo)
    • Officer Sean Woods was administered the oath of office by Honorable District Judge Leo.
    • Officer Angel Luis Figueroa-Martinez was administered the oath of office by Honorable District Judge Leo.
  • 2) SEPTEMBER 1ST EMERGENCY DECLARATION RATIFICATION
    MOTION: Vice President Stockton made a motion to ratify emergency declaration declared on Wednesday, September 1, 2021 due to tropical storm Ida. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 7-0.
  • 3) STORM/EMERGENCY MANAGEMENT UPDATE – Chief Gardner stated that Hatboro was severely impacted with flooding by tropical storm Ida on September 1, 2021 and due to the timing that it hit Hatboro, additional personnel were available to help with the countless number of rescues and aiding residents who needed assistance and that he witnesses officers save lives from the flood waters. Chief Gardner also stated that Borough staff and Public Works were also helping Emergency Management personnel and the next day, they jumped into damage assessment mode by documenting all damage due to the storm in the Borough and the damage assessments were forwarded to Montgomery County and last week the County received the official Disaster Declaration which allows for individual assistance to be applied for. Chief Gardner also stated that there are three different ways you can apply for disaster assistance (1) call 1-800-621-FEMA or (2) go to disasterassistance.gov.

OLD BUSINESS – There was no old business.

ADJOURNMENT – Councilwoman Anzinger made a motion to adjourn the September 13, 2021 Voting Meeting. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 7-0. President Bollendorf adjourned the September 13, 2021 voting meeting at 7:19 P.M.

COMMITTEE MEETING AGENDA

PRESENT – President Bollendorf, Vice President Stockton, Councilwoman Anzinger, Councilwoman Benjamin, Councilwoman McMenamin, Councilwoman Reichner, Councilwoman Ostrander, Chief Gardner, Manager Hegele, Superintendent Frydlewicz, Deputy Superintendent Dermer, Treasurer Rich, Solicitor Geiser, and Engineer Goff were present.

ABSENT – Mayor Schultz was excused, Assistant Secretary DeRenzis, Tax Collector/Enterprise Fire Company President Mount, and Librarian Director Celec were absent.

NEW BUSINESS
1) Public Safety Committee

  • ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Ostrander stated that this is to approve the Enterprise Fire Company Expenditure List for the month of August 2021 in the amount of $ 8,811.05. This item was moved to the September 27, 2021 Council Meeting Agenda for approval.
  • ENTERPRISE FIRE COMPANY CAPITAL EXPENDITURE LIST – Councilwoman Ostrander stated that this is to approve the Enterprise Capital Expenditure list for the month of August 2021 in the amount of $ 2,031.08. This item was moved to the September 27, 2021 Council Meeting Agenda for approval.

2) Finance/Grants Committee

  • MILLER MEADOW PHASE II PROGRESS PLAN PRESENTATION – Engineer Goff gave a presentation on the Miller Meadow Phase II Progress Plan.
  • 2022 MMO – Vice President Stockton stated that for the non-uniformed pension plan there is a zero obligation and for the uniformed officers there is an obligation of $475,944.00. This item was moved to the September 27, 2021 Council Meeting Agenda for approval.
  • UNION LIBRARY EXPENDITURE LIST – Vice President Stockton stated that this is to approve the Union Library Expenditure List for the month of September 2021 in the amount of $15,910.52. This item was moved to the September 27, 2021 Council Meeting Agenda for approval.

3) Community Outreach & Events Committee

  • BUSINESS SPOTLIGHT: BOB JOHNSTON STATE FARM – Councilwoman Reichner stated that the Business Spotlight for September 2021 is Bob Johnston State Farm Insurance.
  • NEW BUSINESSES – Councilwoman Reichner stated that there were no new businesses this month but stay tuned as there are more to come.
  • EVENTS – Councilwoman Reichner announced the 1st Annual Borough Brews and Blues event Friday September 24, 2021 at 6:00 P.M at Cressbrook.
  • ZONING SUB COMMITTEE UPDATE – Councilwoman Reichner stated that the zoning sub committee will meet next week, and they have submitted their draft materials for the Planning Commission to be reviewed at their next meeting.
  • FRIENDS OF CRESSBROOK UPDATE – Councilwoman Reichner stated that the board members will have their first meeting this month and an update will be provided to Council after the meeting.
  • CRESSBROOK LIGHTING – Councilwoman Reichner stated that Superintendent Frydlewicz stated after researching the lighting for Cressbrook, he recommends an upgrade to the electric and bring in 200 more amps which would provide an additional 100 amps to each the house and barn that would provide enough power to the barn that would allow for functions in the yard and lighting. He also stated the house would then have sufficient power for any plans in the future at a cost of $12,500.00 and that upgrade would be done by Powell’s Electric. With that upgrade Public Works will install two light post in the yard with underground conduit and two 300watt LED lamps per pole for proper illumination of the area at a cost of $5,500.00.

4) Public Works Committee

  • HOUGH ASSOCIATES RECYCLING GRANT MANAGEMENT PRESENTATION – Hough Associates gave a presentation on Recycling Grant Management. President Bollendorf asked the Public Works Committee to do some more research on this for the September 27, 2021 Council meeting.
  • DIVERSITY, EQUITY, AND INCLUSION SIGNAGE FOR PARKS – Councilwoman Benjamin stated that Superintendent Frydlewicz gathered a price and information on signs that were part of the DCNR’s Diversity, Equity, and Inclusion initiative. She also stated that these signs were created to be posted on public land to notify visitors that the land is open to all and that all are welcome. Each sign would be custom to Hatboro with the Borough seal and website added to the template created by the DCNR and the cost per 12×18 inch sign is $20 and we would need 6 signs. The signs would be installed on both sides of Memorial Park, the entrance to Eaton Park, at both entrances of Tanner Park, and at Miller Meadow. The lead time on these signs would likely be about 3 weeks and 3-4 days for any PA One Call utility notifications that needed to be submitted for sign installation. Manager Hegle stated that if Council is ok with this, they will not have to vote on it as the expenses will come out of PW and Parks funds. Councilwoman Ostrander asked if there was a need for the signage and Manager Hegele stated that no but a lot of communities in the area are putting them up and DCNR sent out an email to all parks departments asking if it was something that we would be interested in putting up.
  • SARS GENERATOR – Councilwoman Benjamin stated that Superintendent Frydlewicz reviewed the generator install for the Second Alarmers building he recommended the Borough install the concrete pad and bollards, purchase the generator and electrical supplies also handle permits/ inspections and have the electrician provide materials for Natural gas supply install all electric and natural gas components for a total of $ 12,000.00. She also stated that this will save the Borough approximately $2,000.00. This item was moved to the September 27, 2021 Council Meeting Agenda for approval.

5) Environmental Affairs & Parks Committee

  • EAC UPDATE – Councilwoman Anzinger stated that the EAC did not meet this month due to the storm and that their next meeting is October 4, 2021 at 6:30 P.M.
  • ENERGY AUDIT PRESENTATION – Engineer Cross gave a presentation on the Borough Hall and the Public Works building Energy Audits.

6) Administration Committee

  • BOROUGH HALL RECORDS DISPOSAL – Councilwoman McMenamin stated that in preparation for the move from Borough Hall and to clear the basement, staff has been preparing records that can be destroyed and there will be a resolution for Council consideration listing all the records to be destroyed at the September Council Meeting and PW is coordinating a company to come in the last week of September to shred all documents approved by Council. This item has been moved to the September 27, 2021 Council Meeting Agenda for approval.
  • REGISTERING OF MYHATBORO.GOV DOMAIN – Vice President Stockton stated that a few years ago they looked in to registering as a dot gov domain for the Borough’s website and at the time there was a high maintenance cost that was passed along by the federal government and therefore it was decided that it wasn’t a worthwhile investment only to get a similar dot org address. He also stated that since that time, they have revamped who hosts and manages dot gov domains within the government and as part of that change that have started to waive the cost completely for municipalities. He also stated that he recommends hatboro.gov, there would be no cost, and this would increase trust with residents because it is a dot gov instead of dot org. Councilwoman Benjamin asked what the cost would be for example how much do we have printed with the dot org on it and Vice President Stockton stated that he recommends would be to continue with the old domain and in a few years we can revisit this as anytime you change a website he recommends a few years transition period so when people visit the old website they are redirected to the new one.
  • POSSIBLE RELOCATION OF BOROUGH HALL DISCUSSION – Councilwoman McMenamin stated that Borough Hall will be relocating to Pennypack School the end of September so the HVAC work can begin, and Manager Hegele is still working on final logistics, but staff hopes to be moved and working in Pennypack by October 4th. She also stated that there could be some interruption of Borough operations during the move, and we will ensure that the information is posted and that all public meetings will be held at Crooked Billet School. Councilwoman McMenamin also stated that staff will be releasing more information over the next few months during the transition. Manager Hegele stated that while we make this move there could be an interruption to phone and internet service and for everyone to stay tuned to our website and Facebook page for updates.
  • OCTOBER 2021 MEETING ANNOUNCEMENTS – Councilwoman McMenamin announced all the October 2021 Meetings for the Borough of Hatboro.
