On Wednesday, January 14, 2026, the Borough of Hatboro Zoning Hearing Board opened the hearing for the property located at 14 E. Moreland Avenue (Application 2026-02). During the hearing, the Zoning Hearing Board took testimony from the applicant (JSC Rehabs c/o Gary Bulicki).
The applicant Gary Bulicki/JSC Rehabs LLC, equitable owner, 14 E. Moreland Avenue, Hatboro, PA 19040 is requesting the following variances to permit the conversion of the existing building into a mixed-use development containing a total of 21 apartments and one commercial storefront:
1. A variance from Section 27-1202.1.M of the Borough of Hatboro Code of Ordinances to permit 12 dwelling units to be located on the first floor of the building within the RC-2 Retail Commercial District.
2. A variance from Section 27-2002.3 of the Borough of Hatboro Code of Ordinances to permit a total of 39 off-street parking spaces on the property as opposed to the 53 total spaces required by code for the residential and commercial uses.
The applicant discussed parking on the property, the proposed layout of the development, modifications to the property, etc.
The Zoning Hearing Board did not render a decision on this application and continued the hearing to February 11, 2026 at 7:00 PM (at 414 S. York Road, Hatboro, PA 19040). The Board is requiring the applicant to discuss parking requirements with the Zoning Officer due to the discrepancy in required parking spaces presented by the applicant.
