April 14, 2025 Committee Meeting Minutes

PRESENT – President Bollendorf, Councilman Myers, Councilman Hoover, Councilwoman Hendrickson, Councilwoman Jacobus, Councilwoman Shay, Mayor Schultz, Manager Hegele, Assistant Secretary DeRenzis, Chief Ruegg, Solicitor Geiser, Engineer McNair, and Treasurer Smith were present.

ABSENT – Vice President Reichner was excused.

CALL TO ORDER – President Bollendorf called the April 14, 2025, meeting to order at 7:00 P.M.

PLEDGE OF ALLEGIANCE – Chief Ruegg led the Pledge of Allegiance.

CONDITIONAL USE HEARING – 420 S. YORK ROAD, UNITS C-F

CALL TO ORDER – President Bollendorf called the Conditional Use Hearing for 420 S. York Road, UNITS C-F to order at 7:00 P.M.

PUBLIC COMMENT – There was no public comment.

PUBLIC HEARING: 420 S. YORK ROAD, UNITS C-F – NOTES OF TESTIMONY WERE TRANSCRIBED BY TIM KUREK AND CAN BE FOUND ON THE BOROUGH’S WEBSITE.

MOTION – Councilwoman Jacobus made a motion to approve the conditional use application submitted by Victorian Village at Loller Academy in request of an amendment to the property’s existing conditional use decision to permit the conversion of commercial condo C-F into to two residential condos which will become part of the existing Active Adult Community with the condition the application is consistent and complies with Borough ordinances. This property is part of the Office district which permits Active Adult Communities as a conditional use under Section 27-1002 1.D.(1) and in accordance with 27-202 and 27-18010. Motion was seconded by Councilwoman Shay, all ayes. Motion carried 6-0.

ADJOURNMENT – President Bollendorf adjourned the Conditional Use Hearing at 7:10 P.M.

COMMITTEE MEETING AGENDA

CALL TO ORDER – President Bollendorf called the April 14, 2025, Committee Meeting to order at 7:11 P.M.

MEETING NOTES – President Bollendorf reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and time allotment.

PUBLIC COMMENT – There was no public comment.

NEW BUSINESS
1.Public Safety Committee
ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Jacobus stated included in your packet is the Enterprise Fire Company Expenditure list for the month of March 2025 in the amount of $ 12,097.32. This item has been moved to the April 28, 2025, Council Meeting Agenda for consideration.

ENTERPRISE FIRE COMPANY CAPITAL TRANSFER – Councilwoman Jacobus stated each year Enterprise Fire Company requests the Borough make a transfer from the Fire Protection Account into the Fire Capital Account which acts as a savings account for unused tax funds allocated to Fire Protection Services. The Borough is waiting on a requested amount from the Fire Company but has placed this item on the agenda as a placeholder for the April 28, 2025, voting meeting.

TRAFFIC/PARKING STUDIES (OAKDALE, RORER, DREXEL, PARK, SPRINGDALE LOLLER) – Councilwoman Jacobus stated included in your packet is a memo from Manager Hegele detailing parking issues on various streets within the Borough. Manager Hegele stated the fire marshal and parking commission have been discussing issues regarding on street parking on several streets. In your packet is a memo that was shared with the parking commission concerning parking on Rorer, Springdale, and Oakdale Avenue. The Fire Company has been experiencing some issues with navigating emergency vehicles on certain streets due to parking on both sides and the size of the fire trucks. We are asking Council to discuss this matter and investigate the next steps to assess parking on both sides of these streets and any others that you may be aware of or heard issues.

President Bollendorf stated that they have spoken about this with the parking commission and the issue is a truck or car is parking on both sides of the street, there are certain streets where the trash truck and fire trucks do not fit at all and he thinks that it is worth looking into and suggested a town hall to get resident feedback since this affects several streets in the Borough. Councilwoman Jackobus stated that she witnessed a Fire Truck having trouble accessing a chimney fire at 63 Rorer Avenue and the fire truck could not get through with two cars parked opposed to each other and feels it is a big safety concern. Council agreed and asked Manager Hegele to advertise a town hall in May to discuss the parking and get resident feedback.

2. Finance/Grants Committee

LIBRARY EXPENDITURE LIST – Councilman Myers stated included in your packet is a copy of the Union Library Expenditure List for the month of March 2025 in the amount of $20,668.00. This item will be on the 4/28/2025 voting meeting agenda for consideration.

24-28 S. YORK ROAD FINANCIAL SECURITY RELEASE #1 – Councilman Myers stated Included in your packet is a recommendation from Engineer MacNair for Escrow Release #1 for the Milliner Lofts project in the amount of $132,148.00. This release is in accordance with site improvements performed to date and will leave a total escrow balance for the developer in the amount of $321,221.40. This item will be on the 4/28/2025 voting meeting agenda for consideration.

ADA PLAYGROUND GRANT UPDATE – Councilman Myers stated Included in your packet is a memo from Manager Hegele containing an update on the ADA playground grant. Please note, the Borough cannot yet proceed with bidding this project or a survey at this time due to HUD not having a finalized grant agreement ready for the Borough. Manager Hegele and Assistant Secretary DeRenzis are working with HUD to complete the last few pieces of information on their portal which will allow HUD to finalize the agreement needed. Once the agreement is finalized, the Borough will proceed with the survey and bidding. Staff is meeting with multiple playground vendors in the coming weeks to obtain updated quotes in the meantime; however, we cannot begin the bidding process or make any project expenses until the agreement from HUD has been issued.

3. Community Outreach & Events Committee

UPCOMING EVENTS – Councilman Hoover stated the following events are taking place in Hatboro over the next month: COMMUNITY EGG HUNT – SATURDAY, APRIL 19, 2025: Join the Pennypack Events Committee for the first annual Community Easter Egg Hunt at the Pennypack Community Center! This event will be taking place on Saturday, April 19, 2025, beginning at 9 A.M. This event is free to attend and will have egg hunts available for children of all ages along with pictures with the Easter Bunny and activities! Please visit the Hatboro Events Facebook page for more information and scan the QR code to register. PENNYPACK COMMUNITY CENTER EVENTS FOR SENIORS – Wednesdays from 10-11 A.M. in the Pennypack Community Center. SENIOR BINGO – April 16th – Join us for free bingo with exciting prizes,

WATCHING OUT FOR US – April 23rd – Reviews skills for safe walking and is an interactive program.

INTERNET SAFETY – April 30th – Addresses computer safety and scams seniors face this day and age. SAVE THE DATE – HATBORO COMMUNITY DAY AT THE HATBORO MEMORIAL POOL- Join us at the Hatboro Memorial Pool located at 330 W. Moreland Avenue from 12-4 on Saturday May 17, 2025, to celebrate all things Hatboro. Various local organizations and businesses will be in attendance along with a DJ and food. Bring your bathing suit, purchase your membership, and take your first swim of 2025!

NEW BUSINESSES – Councilman Hoover stated There are no new businesses to announce since last month but stay tuned for upcoming new businesses after they have completed their fit outs and are ready to open!

PENNYPACK EVENTS ALCOHOL WAIVERS – Councilman Hoover stated In February, Borough Council approved the 2025 event requests including those being hosted by the Pennypack/Events Committee. The Committee is requesting alcohol waivers for the following events: Party in the Park (May 2nd, June 6th, July 11th, August 1st, and September 26th), Trunk or Treat – Adult Portion Only (October 17th), Holiday Sip N Shop (December 6th). All these events except for the Trunk or Treat event had alcohol waivers issued in 2024. The Trunk or Treat waiver is only proposed for the adult Trunk or Treat event scheduled to follow the 2025 children’s event. Both Manager Hegele and Chief Ruegg have no opposition to Council authorizing these waivers. Since the May 2nd Party in the Park event is taking place soon after the April Council Meeting, the waiver for this individual event was approved and Council will need to ratify this approval at the end of the month. These waivers will be on the April 28, 2025, voting meeting agenda for consideration.

4. Public Works Committee
SALE OF BOBCAT – Councilwoman Shay stated as you are aware, Borough Council purchased a new Bobcat for the Public Works Department at the beginning of 2025. As a condition of the purchase, Council required the old Bobcat to be sold on Municibid. The Bobcat was listed for sale online from March 7, 2025, through Monday, April 7, 2025, with a starting bid of $5,000 and a reserve price of $10,000. We are proud to announce that the equipment sold for $30,700 with a total of 129 bids received throughout the auction. Borough Council will need to authorize the sale of this equipment to the
highest bidder in this amount at the April 28, 2025, Council Meeting. Once this is authorized, staff will contact the highest bidder to arrange pickup and payment.

SALE OF EXPIRED HAND SANITIZER – Councilwoman Shay stated when purchasing Pennypack, the School District left the Borough with 85 boxes each containing four (4) one-gallon bottles of expired hand sanitizer. Since this sanitizer is, and has been, expired since the Borough acquired it, the Borough listed the expired sanitizer online for sale on Municibid. For those who are unaware, there is a market for expired sanitizer as the chemicals in the expired sanitizer can be used for making cleaners among other things. This sanitizer is taking up a large amount of space in Pennypack and is very difficult to dispose of, so the Borough is attempting to sell these boxes to anyone who is willing to bid. If the Borough cannot sell the sanitizer, we will likely need to pay for its removal due to being hazardous. The auction will be ending in the coming weeks, and we will have the winning bid information for the April 28th voting meeting for consideration.

5. Environmental Affairs & Parks Committee
EAC UPDATE – Councilwoman Hendrickson stated The EAC met on April 7th and discussed and planned Earth Day, reviewed events for upcoming speaker topics, discussed the NexTrek Recycling challenge, and the Riparian Corridor Management Ordinance. Their next meeting is scheduled for May 7, 2025. Councilman Myers thanked everyone for their help with Earth Day.

6. Administration Committee
MEETING ANNOUNCEMENTS – Councilman Myers stated the following public meetings are scheduled for the next month, which will be held in the Council Room beginning at 7:00 P.M: Shade Tree Commission – 4/16/25, Borough Council Meeting: 4/28/25., Borough Council Committee Meeting – 5/5/2025, Historical Commission – 5/6/2025, EAC – 5/7/2025 Planning Commission – 5/13/2025, ZHB – 5/14/2025 (if needed), Borough Council Committee Meeting – 5/19/2025.

LAND DEVELOPMENT UPDATE – Councilman Myers stated Land Development updates are as follows:

CVS Property: Construction at 24-28 S. York Road continues to progress. Borough Council approved a field change to the original site plans at the February 24, 2025, meeting that will permit the conversion of the step-back area into two usable balconies. The developer is hoping to have the building open for residents in late Summer 2025.

21-23 & 37 N. York Road (Canalley Property): The building has been demolished and site work will continue. The developer is also working to prepare the final land development plans and agreements with the Engineer and Solicitor.

Victorian Village: Construction on Victorian Village continues as scheduled.

Gamburg’s: The Borough does not have any updates regarding proposed land development applications or projects for the Gamburg’s property. 4 Home Road – The property owner was issued construction permits for the construction of a two-story single-family home.

HISTORICAL COMMISSION ORDINANCE AMENDMENT – Councilman Myers stated included in your packet is a copy of the Historical Commission Ordinance Amendment. This ordinance was advertised and is ready for consideration at Council’s 4/28/2025 voting meeting.

LIBRARY AGREEMENT AMENDMENT – Councilman Myers stated Included in you packet is a memo from Manager Hegele regarding the proposed changes to the Library Agreement in accordance with last month’s vote. The actual vote on the amended agreement has been moved to the April 28th Council meeting agenda for consideration.

OLD BUSINESS AND UPDATES – There was no old business or updates.
