April 8, 2025 Planning Commission Minutes

PRESENT –Chairperson Kline, Vice Chair McCuen, Member Blickley, Member Hibbs, Member Gallagher, Assistant Secretary DeRenzis, and County Planner Miklos were present.

CALL TO ORDER – Chairperson Kline called the April 8, 2025, Planning Commission Meeting to order at 7:00 P.M.

PLEDGE OF ALLEGIANCE – Vice Chair Kline led the Pledge of Allegiance.

APPROVAL OF MARCH 11, 2025, MEETING MINUTES – This item was tabled.

OLD BUSINESS
FOLLOW UP DISCUSSION R3 & RO ZONING DISTRICT
Chair Kline had County Planner Miklos review the R3 and RO Zoning District. All members asked to keep consistent with R1 and R2.

MOTION – Member Hibbs made a motion to approve the proposed R3 – zoning District with the revision that the impervious coverage limit be 50%. Motion was seconded by Member Gallagher. Motion carried 4-1.

MOTION – Member Blickley made a motion to approve the proposed RO – zoning district for the Borough of Hatboro with the revision that the impervious coverage limit be 65%. Motion was seconded by Member Hibbs, all ayes. Motion carried 5-0.

NEW BUSINESS
CMX (COMMUNITY USE DISTRICT) ZONNG PRESENTATION
County Planner Miklos reviewed the proposed CMX which adds uses such as a marijuana dispensary which the Planning Commission requested a condition that all marijuana dispensary applications be reviewed by the Borough Solicitor.

MOTION: Vice Chair McCuen made motion to approve the proposed CMX – Zoning district for the Borough of Hatboro with the condition that all proposed marijuana dispensary applications be reviewed by the Borough Solicitor. Motion was seconded by Member Gallagher, all ayes. Motion carried 5-0.
LMX (LIMITED INDUSTRIAL MIXED-USE DISTRICT)

County Planner Miklos reviewed the proposed LMX which replaces the current HB (Highway Business) and that this proposed change creates a district with lighter industrial uses with less exposure to residential uses.

MOTION: Vice Chair McCuen made a motion to approve the proposed LMX – Zoning District for the Borough of Hatboro. Motion was seconded by Member Blickley, all ayes. Motion carried 5-0.

IN (INDUSTRIAL DISTRICT) ZONING PRESENTATION
County Planner Miklos reviewed the proposed IN which replaces HI and that the there are larger setbacks from residential districts. (proposed 150 minimum setback from residential districts required).

MOTION: Member Hibbs made a motion to approve the IN-Zoning district for the Borough of Hatboro. Motion was seconded by Member Gallagher, all ayes. Motion carried 5-0.

PUBLIC COMMENT – There was no public comment.

ADJOURNMENT – Chair Kline adjourned the April 8, 2025, Planning Commission Meeting at 8:22 P.M.
