CALL TO ORDER – President Bollendorf called the December 6, 2021 Committee Meeting to order at 7:00 P.M.
MEETING NOTES – President Bollendorf reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and
time allotment.

NEW BUSINESS
1. Public Safety Committee
- ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Ostrander stated the Enterprise Fire Company Expenditure list for the month of November 2021 is $ 9,521.78. This item was moved to the December 20, 2021 Council Meeting Agenda for approval.
- ENTERPRISE FIRE COMPANY BUDGET PRESENTATION – EFC President Mount stated the total operating budget and debt services is $ 248,175.00 and capital purchase total $56,600.00 for a total budget amount of $ 304, 775.00.
- CROOKED BILLET ELEMENTARY SCHOOL PEDESTRIAN RECOMMENDATIONS – Councilwoman Ostrander stated that the Hatboro Police Department has been watching before and after school and they met with the Principal of Crooked Billet who put out a newsletter to the parents regarding pedestrian safety.
- PARKING RESTRICTIONS (SPRINGDALE, TANNER, AND SURROUNDING AREAS) – Manager Hegele stated over the past few months, the Borough has received numerous complaints about on street parking on Tanner Avenue, Lincoln Avenue and Springdale Avenue and that the police patrol this area and issue tickets, and Fire Marshal Pristatskiy has been issuing parking tickets for fire related violations. She also stated there have been discussions about how to remedy this situation, which include limiting parking on one side of each street or issuing parking permits like what is in effect on Penn Street. She stated Staff is working on setting up a town hall for residents in this area and we have placed this on the agenda for a discussion to see how or if you would like staff to proceed with this matter and she has also asked the fire marshal to look at the area on Springdale by Tanner Park and that there is a gravel area where local business owners park cars for employees or customers. It has been discussed in the past about paving this area and marking for proper parking
including no parking near fire hydrant and possibly charging for the use of these spots and this is something that can be included in any parking changes made to the area. She stated she has asked the fire marshal to put together a drawing so we would know how many spaces that would be available, and she will share that information with Council once prepared.
2. Finance/Grants Committee
- UNION LIBRARY EXPENDITURE LIST – Vice President Stockton stated the Union Library Expenditure List for the month of December 2021 is $ 17,734.52. This item was moved to the December 20, 2021 Council meeting Agenda for approval.
- BOROUGH HALL HVAC PAYMENT – Vice President Stockton stated RVE recommends payment #2 to Guy M. Cooper in the amount of $ 70,168.00. this item has been moved to the December 20, 2021 Council Meeting Agenda for approval.
- EARL LANE ADA RAMP PROJECT PAYMENT #2 – Vice President Stockton stated RVE recommends Payment #2 to NJS Concrete in the amount of $ 8,409.09. This item has been moved to the December 20, 2021 Council Meeting Agenda for approval.
- CORINTHIAN TRAIL PAYMENT #3 – Vice President Stockton stated RVE recommends payment # 3 to Marino Construction in the amount of $ 74,450.51. This item was moved to the December 20, 2021 Council Meeting Agenda for approval.
- 2021 ROAD PROGRAM PAYMENT #2 – Vice President Stockton stated RVE recommends payment to Bray brothers in the amount of #1,770.02. This item was moved to the December 20, 2021 Council meeting Agenda.
- ADOPTION OF 2022 FEE SCHEDULE – Vice President Stockton stated this is to approve the adoption of the new fee schedule for 2022. This item was moved to the December 20, 2021 Council meeting Agenda for approval.
- 2022 TAX RATE ORDINANCE – Vice President Stockton stated this is to approve an Ordinance of the Borough of Hatboro affixing the property tax rate for the year 2022. This item was moved to the December 20, 2021 Council Meeting Agenda for approval.
- TAX COLLECTOR RATE RESOLUTION –Vice President Stockton stated this is to approve the Resolution of the Borough of Hatboro establishing the salary for the office of Tax Collector. This item was moved to the December 20, 2021 Council Meeting Agenda for approval.
- ADOPTION OF 2022 FINAL BUDGET – Vice President Stockton stated this is to approve the final adoption of the 2022 Borough of Hatboro Operating Budget. This item was moved to the December 20, 2021 Council Meeting Agenda for approval.
3. Community Outreach & Events Committee
- BUSINESS SPOTLIGHT – Councilwoman Reichner stated the Business Spotlight for December is Dempster’s Quality Car Care.
- NEW BUSINESSES – Councilwoman Reichner stated the new businesses for the month of November are Nine to Nourish Skincare located at 120 S. York Road STE 8 in the Red Barn Mall and Lockett’s Collision Supply located at 244 E. County Line Road STE 3A.
- EVENTS – Councilwoman Reichner announced upcoming Events for December 2021.
- WAIVER OF PARK RULES TO ALLOW ALCOHOL IN MILLER MEADOW FOR SIP N SHOP EVENT – Councilwoman Reichner stated that Council will need to approve the waiver of park rules to allow for alcohol in Miller Meadow for this event and once it’s approved tonight, the Chief can review all the paperwork for the vendors selling alcohol at the event and issue a permit for that evening. This item was moved to the December 6, 2021 Voting Meeting Agenda for approval.
- HOLIDAY DOOR DECORATING CONTEST – Councilwoman Reichner stated that the Borough is having a Holiday Door decorating contest for residents and business owners and entries are accepted from November 26 until December 27.
- FRIENDS OF CRESSBROOK UPDATE – Councilwoman Reichner stated they are still looking for another Board member. She also stated that Borough Staff will be selling ornaments to raise funds for the restoration of the house. She also stated that a Facebook Page was created and encouraged everyone to like the page so you can receive updates on the house.
4. Public Works Committee
- SPECIAL RECYCLING PICK UP – Councilwoman Benjamin stated there will be no trash or recycling pick up on December 24th and 31st and therefore there will be a special recycling only collection on Wednesday, December 29, 2021 for those residents who are affected by this.
- E-COVANTA CONTRACT – Councilwoman Benjamin stated this is to approve to enter in a contract with E-Covanta for electronics recycling and to authorize Borough manager Hegele to sign the name. This item was moved to the December 6, 2021 voting Meeting Agenda for approval.
- DEP ELECTRONICS RECYCLING PERMIT – Councilwoman Benjamin stated this is to authorize manager Hegele to sign the DEP permit application to certify the Borough of Hatboro for electronics recycling. This item was moved to the December 6, 2021 Voting meeting Agenda for approval.
5. Environmental Affairs & Parks Committee
- EAC UPDATE – Councilwoman Anzinger gave an update on the EAC.
- EAC CONFERENCE TOPICS – Councilwoman Anzinger attended a conference in November and reviewed some of the topics that were discussed.
- ZERO WASTE INITIATIVE – Councilwoman Anzinger stated after the Public Works presentation on the cost of trash pick up and disposal, she is working on ways how the residents can produce less waste.
6. Administration Committee
- BOARDS AND COMMISSIONS UPDATE – Councilwoman McMenamin stated there are many Board and Commission vacancies and if anyone is interested in filling one of the vacancies please email Borough Manager Hegele at Dhegele@myhatboro.org.
- 2022 MEETING SCHEDULE – Councilwoman McMenamin announced the meeting schedule for the Borough of Hatboro for 2022.
- MEETING ANNOUNCEMENTS – Councilwoman McMenamin announced the meetings for the Borough of Hatboro for the remainder of December 2021 and January 2022.
- REORGANIZATION MEETING ANNOUNCEMENT – Councilwoman McMenamin stated that the Reorganization Meeting will be Monday, January 3, 2022.
OLD BUSINESS AND UPDATES – There was no old business or updates.

ORDER OF BUSINESS
WAIVER OF PARK RULES FOR SIP N SHOP – Councilwoman Benjamin made a motion to approve the waiver of park rules allowing the sale and consumption of alcohol in Miller Meadow on December 10, 2021 during the Sip N’ Shop Winter Market. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 7-0.
E-COVANTA CONTRACT – Councilwoman McMenamin made a motion to enter in a contract with E-Covanta for electronics recycling and to authorize Borough Manager Diane Hegele to sign the name. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 7-0.
DEP ELECTRONICS RECYCLING PERMIT – Councilwoman Benjamin made a motion to authorize Borough Manager Diane Hegele to sign the DEP permit application to certify the Borough of Hatboro for electronics recycling collection. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 7-0.
