February 10, 2026 Planning Commission Meeting Minutes

PRESENT –Member Kline, Member McCuen, Member Hibbs, Member Gallagher, Member Smith, Borough Planner Reilly, County Planner Miklos, County Planner Mosby, and Manager Hegele were present.

CALL TO ORDER – Manager Hegele called the February 10, 2026, Planning Commission Reorganization Meeting to order at 7:00 P.M.

PLEDGE OF ALLEGIANCE – Manager Hegele led the Pledge of Allegiance.

REORGANIZATION – Manger Hegele requested a nomination for appointment of the Planning Commission Chair.

NOMINATION FOR CHAIR – Member Smith nominated Luann Kline to be appointed as the Planning Commission Chair.

MOTION: Member McCuen made a motion to appoint Member Kline as the Planning Commission Chair. Motion was seconded by Member Hibbs, all ayes. Motion carried 5-0.

CALL TO ORDER – Chair Kline called the February 10, 2026, Planning Commission Meeting to order at 7:01 P.M.

NOMINATION FOR VICE CHAIR – Member Smith nominated Member McCuen to be appointed as the Planning Commission Vice Chair.

MOTION: Member Smith made a motion to appoint Member McCuen as the Planning Commission Vice Chair. Motion was seconded by Member Hibbs, all ayes. Motion carried 5-0.

APPROVAL OF THE OCTOBER 14, 2025, MEETING MINUTES- Vice Chair McCuen made a motion to approve the October 14, 2025, meeting minutes. Motion was seconded by Member Hibbs, all ayes. Motion carried 4-0.

APPROVAL OF THE NOVEMBER 10, 2025, MEETING MINUTES – Vice Chair McCuen made a motion to approve the November 14, 2025, meeting minutes. Motion was seconded by Member Gallagher, all ayes. Motion carried 4-0.

NOVEMBER ACTION ITEM REVIEW/DISCUSSION – Planner Miklos reviewed the action items from the November meeting as requested by the Planning Commission. Addressed the narrow definition Agriculture and limited area of applicability, adapted the model Data Centers Ordinance for inclusion in the Hatboro zoning ordinance and add as a special exception use in the LMX and IN Industrial District’s, standards for Data Center use adapted from model ordinance, Part 4 redline, Part 22 redline, and TC1 Transit Oriented Mixed-Use Standards redline.

Member Smith asked where the PC left off with the ADU from the last time he was a member and Planner Mosby stated that they do recommend ADU as it is in the comp plan which can be updated and Vice Chair McCUen stated that they are not restricting it but not including it either.

REVIEW PART 4: GENERAL REGULATIONS – Reviewed General Regulations.

MOTION: Vice Chair McCuen made a motion to approve and accept the changes as written for Part 4: General Regulations. Motion was seconded by Member Gallagher, all ayes. Motion carried 5-0.

REVIEW PART 22: HISTORIC PRESERVATION OVERLAY & HISTORIAN/HISTORICAL COMMISSION FEEDBACK- The Planning Commission reviewed the feedback from the Historian/Historical Commission.
MOTION: Vice Chair McCuen made a motion to approve Part 22: Historic Preservation Overlay. Motion was seconded by Member Hibbs, all ayes. Motion carried 5-0.

REVIEW TC1: TRANSIT ORIENTED MIXED-USE BONUSES – Reviewed mixed use bonuses and building design.

TC1 – The Planning Commission discussed ground floor businesses to have transparent windows.
MOTION: Member Smith made a motion to approve the TC1 Transit Oriented Mixed-Use bonuses. Motion was seconded by Member Gallagher, all ayes. Motion carried 5-0.

Planner Miklos reviewed Automotive Repair Use and stated that this item was not requested by the Planning Commission during the November meeting but follows from past discussions of “Gasoline Filling Station” and current discussion of uses in the Industrial Districts. He stated that their recommendation is to add Automotive Repair Shop as a permitted use in the LMX District, so it is permitted in both Industrial Districts and further recommend revising the proposed zoning map to designate the two parcels at the corners of York and County Line as LMX, rather than YC.

Manager Hegele stated that since the townhomes were built, retainage basins are in place and that Yarrington Mils had t g to the DEP as they wanted to do work on their property but needed Dep approval due to the floodway.

Planner Mosby stated when he was reviewing the zoning, he looked at the future land map in the 2040 plan as they moved toward the end of the subordinate’s rewrite. He stated that only two places that the proposed zoning would allow industrial uses which was more intense in the North end and less intense in the South end. The 2040 Plan doesn’t state a difference, just that industrial goes in these two locations. He mentioned the automotive uses because currently, the proposal at E County Line Road and York Road. The 2040 Plan calls out that specific intersection for auto oriented industrial uses that are most appropriate.

The Planning Commission reviewed Data Center & Data Accessory Uses and Planner Miklos stated that the County will be giving a presentation on March 10, 2026.

Manager Hegele stated to hold off on the signs until next month as she would like to review the ordinance and send recommendations for changes.

PUBLIC COMMENT – There was no public comment.

Planner Mosby stated that the Borough’s Fences and Walls Section is only one paragraph and can we add to next month’s actions to discuss.

ADJOURNMENT – Member Hibs made a motion to adjourn the February 10, 2026, Planning Commission Meeting. Motion was seconded by Member Gallagher, all ayes. Motion carried 5-0. Chair Kline adjourned the February 10, 2026, Planning Commission meeting at 8:13 P.M.
