CALL TO ORDER – President Bollendorf called the February 22, 2021 Committee Meeting to order at 7:01 P.M.
INVOCATION – The Invocation was led by Mayor Schultz.
PLEDGE OF ALLEGIANCE – Chief Gardner led the Pledge of Allegiance.
MEETING NOTES – President Bollendorf reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and time allotment.
PUBLIC COMMENT – There was no public comment.
Mike Hill from E-collect gave a presentation for Delinquent BPT Proposal. He stated that his company represents municipalities in Pennsylvania regarding the collection and auditing of fixed fee BPT and that they submitted a proposal to Hatboro to help identify businesses who fly under the radar and are being missed. He also stated that they normally find 10-20% of what we collect yearly when they implement their program and that there is no fee if they do not collect anything and if they do their fee is 20% of whatever they collect.
County Planner Mohr gave a presentation on the Historic Overlay Ordinance.

- ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Ostrander stated that for the month of January 2021, the amount was $10,981.30. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- POLICE RECORDS DISPOSAL – Councilwoman Ostrander stated that this is to approve Resolution 2021-13 for the disposal of certain police records. This item was moved to the February 22, 2021 Council Meeting agenda for approval.
- EXTENSION OF EMERGENCY DECLARATION – Councilwoman Ostrander stated that this is to extend the emergency declaration for the Borough of Hatboro and to keep open ended. This item was moved to the February 22, 2021 Council Meeting agenda for approval.
Finance/Grants Committee
- FIREHOUSE GRANT EXTENSION – Vice President Stockton stated that this is to approve an extension to the RACP Grant for the Enterprise Fire House. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- EATON PARK STREAMBANK STABILIZATION CHANGE ORDER #1 – Vice President Stockton stated that this is to approve Change Order #1 for the Eaton Park Streambank Stabilization Project resulting in a total reduction of $28,540.00.This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- EATON PARK STREAMBANK STABILIZATION FINAL PAYMENT REQUEST – Vice President Stockton stated that this is to approve the final payment for the Eaton Park Streambank Restoration Project in the amount of $38,621.80. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- ELECTRIC VEHICLE CHARGING STATION – Vice President Stockton stated that this is to apply for the DC Fast Charging and Hydrogen Fueling Grant Program for an electric vehicle charging station in the amount of $193,622.00. This item was moved to the February 22, 2021 Council meeting Agenda for approval.
- KEYSTONE HISTORIC PRESERVATION GRANT – Vice President Stockton stated that this to approve Resolution 2021-14 for the Keystone Historic Preservation Grant program for the Loller Academy Bell Tower Restoration Project in the amount of $100,000.00. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- CAPITAL BUDGET WORKSHOP DISCUSSION – Vice President Stockton stated that it has been about two years since they have had a Capital Budget Workshop discussion and would like to get department heads together to outlay some Capital Project requirements and make sure they are planning for future needs so everyone understands what is coming. Manager Hegele stated that she would coordinate and see when everyone is available.
- MONTCO 2040 GRANT – Vice President Stockton stated that this item will be tabled this evening and will be voted on in March. Manager Hegele stated that the Engineer will show samples of the lighting then proceed from there. Engineer Goff gave a presentation and showed three samples of lighting for the Hatboro Station Trail Lighting Project. All members of Council agreed on the second sample which is the Lamp Post Light Fixture as it matched the lighting on York Road in the Borough.
Community Outreach & Events Committee
- 2021 EVENT REQUESTS – Councilwoman Reichner announced the events the Hatboro Chamber of Commerce submitted for 2021. Councilwoman Reichner also announced the 2021 events for the Hatboro Storm swim team. The list is attached to the minutes as Exhibit A.
Pastor Josh Blakesley from Love in Action Church, located at 350 S. York Road, spoke about his event request which President Bollendorf stated will be on the March 15, 2021 Council meeting agenda after they have more information regarding his event. Manager Hegele sated that her and Chief Gardner will be attending the meeting in the beginning of March to get more information to bring back to Council. Pastor Blakesley stated that they would like to hold a BuxMont Pride Event on July 10, 2021 in Miller Meadow Park which will be hosted by Welcome Project PA, a 513c organization.
- NEW BUSINESSES – Cosmic Primate Beauty located at 136 S. York Road inside Cosmic Primate Tattoo Shop.
Public Works Committee
- SALE OF 2007 INTERNATIONAL TRASH TRUCK ON MUNICIBID – Councilwoman Benjamin stated that this is approve the sale of a 2007 International trash truck on Municibid. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- RATIFICATION OF MASCARO RECYCLING AGREEMENT EXTENSION – Councilwoman Benjamin stated that this is to ratify the Borough Manager’s agreement to the 6-month recycling contract extension with JP Mascaro. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- PURCHASE OF NEW TRASH TRUCK – Councilwoman Benjamin stated that this is to purchase a new trash truck in the amount of $206,086.96 (total between $83,969.25 for loader, $118,617.71 for the chassis, and $3500.00 for the two way radio installation) at an interest rate of no more than 1.9 % . This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- GEESE REMOVAL IN PARKS – Councilwoman Benjamin stated that even though it is not Spring, it is important to start early instead of waiting until we have a lot of them because then they have to figure out a way to remove them.
Environmental Affairs & Parks Committee
- MEMORIAL POOL SLIDE – Deputy Superintendent Dermer stated that he has been doing some pricing on a new slide for the Hatboro Memorial Pool and presented three different types of slides at different costs and they are different from the slide we currently have and wanted everyone’s opinion. He also stated that he is looking to apply for the DCNR Grant for this project and it is a 50% match. President Bollendorf stated that this is something that needs to get done as former Superintendent Sine stated a few years ago that the slide will not last forever and we would eventually need to replace it soon. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- ENERGY AUDIT SERVICES APPROVAL – Manager Hegele stated that the EAC has been meeting and that they discussed an energy audit. She also stated that they reached out to RVE and they submitted a proposal to provide energy auditing services to Borough Hall and Public Works Building and the cost for both buildings would be roughly $15,000.00. She also stated that it was budgeted and needed Council’s approval to proceed.
- EAC UPDATE – Manager Hegele stated that the EAC has been working on the National Wildlife Federation Certification Program for the Borough. She also stated that they recently did a Riparian Buffer Educational Piece which is on display at Eaton Park and they also have submitted an article for the Newsletter. Manager Hegele also stated that the EAC has been discussing ideas for an Earth Day event which may be held virtually. Manager Hegele also stated that the EAC are discussing ideas for composting and educating residents on the process and are looking at an energy transition plan for the Borough.
Policy Committee
- HR AUDIT UPDATE – Councilwoman McMenamin stated that about two weeks ago the HR audit kicked off and the Administration team is working on the document request while Manager Hegele, Councilwoman Ostrander and herself are coordinating the backend and she stated that ten individuals are participating for the interview process.
- PERSONNEL MANUAL UPDATE – Councilwoman McMenamin stated that Manager Hegele provided her with the information to look at the initial draft of the handbook and she is currently almost finished the review.
Administration Committee
- FORECLOSURE AND EVICTION MORATORIUM SUPPORT RESOLUTION – Councilwoman McMenamin stated that this is to approve Resolution 2021-11, supporting the Foreclosure and Moratorium for Montgomery County. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- 399 SPRINGDALE AVENUE LAND DEVELOPMENT FINAL APPROVAL – Councilwoman McMenamin stated that this is to approve Resolution 2021-12, approving the final land development for the 399 Springdale Avenue Project. This item was moved to the February 22, 2021 Council meeting agenda for approval.
- PUBLIC WORKS CONTRACT (TENTATIVELY) – Councilwoman McMenamin stated that this is to approve the tentative agreement between Teamsters Local 830 and the Borough of Hatboro conditional on Teamster’s Approval. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- VERIZON FRANCHISE RENEWAL – Councilwoman McMenamin stated that this is to approve Resolution 2021-16 authorizing the Verizon Cable Franchise Renewal. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- VOICEOVER IP UPGRADES – Councilwoman McMenamin stated that we have had a lot of issues with the phones at Borough Hall and that switching over would be a cost savings and her committee has gotten some quotes and are recommending we switch to Nextiva. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- POOL FEE SCHEDULE – Councilwoman McMenamin stated that this is to approve Resolution 2021-17, adopting the 2021 Pool Fee Schedule. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- SHADE TREE COMMISSION APPOINTMENT – Councilwoman McMenamin stated that this is to appoint Jen Hartigan to the Shade Tree Commission for a term of 4 years. This item was moved to the February 22, 2021 Council Meeting Agenda for approval.
- FRIENDS OF CRESSBROOK 501c3 UPDATE – President Bollendorf stated that the Solicitor has been working to file the paperwork with the State to incorporate the Friends of Cressbrook which would be a Board to oversee the Cressbrook property. He also stated that right now they are looking to have seven Board members which would be made up of two Councilmembers, two Historic Commission members, the Historian, and two non-voting members selected by the other five members. He also stated that the five members should be a resident of or pays taxes to the Borough and the other two members can be anyone who the committee selects, and the reason is if someone has a philanthropic or fund-raising background and therefore would be beneficial to the committee. Solicitor Geiser stated that they are waiting for the tax number from the state and she will follow up again and that it is moving forward. President Bollendorf stated that the purpose of the Friends of Cressbrook is to raise funds and oversee the restoration and operation of the Cressbrook property and the Cressbrook house itself.
- ZONING COMMITTEE APPOINTMENTS – Councilwoman McMenamin stated that they needed to decide who was going to be on this committee. President Bollendorf stated that Vice President Stockton said he would step back as four Councilpersons on a committee would violate the sunshine law and therefor Councilwomen McMenamin, Reichner, and Ostrander will be on the committee. Councilwoman Ostrander stated she did not think that Bill Tompkins should be on the committee because she does not think he would be a benefit to it. Manager Hegele stated that herself and Assistant Secretary DeRenzis would take turns going to meetings so someone from staff is always present.
- MARCH 2021 MEETING ANNOUNCEMENTS – Councilwoman McMenamin announced all the meetings scheduled for March 2021 which will all be held virtually via zoom.
OLD BUSINESS AND UPDATES – There was no old business or updates.
PUBLIC COMMENT – Katrina Nuss, 113 Academy Road, stated she had questions for Engineer Goff regarding the lighting for the Hatboro Station Trail Lighting Project and that her concerns were the fact it is designated a wildlife area because of the creek and the fact that wildlife uses the creek. She also stated that according to our ordinance the light should not be creating a glare and that there should be a stipulation on how many Kelvins for the bulbs and she was wondering if that was taken into consideration when choosing the three examples that were shown earlier in her presentation because the flood light worries her and wondered if the lights could go out after the last train for example.
Engineer Goff stated that they will select a light so that the light is limited to coverage of just the trail and they will be motion activated and the second example was chosen so it will be 8 to 15 feet and not over 15 feet. Engineer Goff also stated that they will be following all the guidelines regarding the lighting.

CALL TO ORDER – President Bollendorf called the February 22, 2021 Council Meeting to order at 8:11 P.M.
PUBLIC COMMENT – (Voting Items Only) There was no public comment.
MAYOR’S REPORT – Mayor Schultz stated that he wanted to say how proud he is of Public Works and the great job they have done the past few weeks with the snow with trash removal on the same days and he thanked them.
Mayor Schultz stated that he and Chief Gardner are working on a couple of pathways to getting the COVID vaccine to our most vulnerable residents and while they are not quite there, they are actively seeking a couple of pathways to bring the vaccine into town.
Mayor Schultz stated that as far as the 2021 Chamber Events, he wanted to assure everyone that they plan on working with Chief Gardner during the planning of events they want to have.
Mayor Schultz stated that the Chamber has a number of PPE Kits available and they are having an event this Saturday February 27, 2021 from 10 A.M until 2:00 P.M at 120 S York Road at the Chamber office inside the Red Barn Mall for those interested in getting free PPE Kits for their employees.
OFFICER’S REPORTS
- PRESIDENT’S REPORT – President Bollendorf stated that the COVID numbers are down but we are still not out of the woods yet so please keep wearing your mask and social distancing is important and thanks the Mayor and Chief for their efforts in trying to get the vaccine for our vulnerable residents who may not be able to even get online to register.
President Bollendorf stated that we are one of the only communities who plow snow and collect trash on the same day, and he thanked Superintendent Frydlewicz and Deputy Superintendent Dermer for their efforts.
President Bollendorf stated that the MONTCO Small Business Grants were handed out and he thanked the County and the Chamber because Hatboro was very well represented.President Bollendorf stated that he and Councilwoman Reichner had a meeting regarding the pool and they plan on having another one with the hopes of opening it this year.
President Bollendorf stated that there was also an Events Committee meeting with the anticipation that we will be able to have events this year.
- TREASURER’S REPORT – Treasurer Rich stated that the balance at the end of January 2021 was $3,765,681.55.
SOLICITOR’S REPORT – Solicitor Geiser stated that she has been working with the Borough to move forward on the Friends of Cressbrook Incorporation which has been taking up most of their time. Solicitor Geiser stated that on March 15, 2021 at 9:30 A.M, is the RAV argument with the Commonwealth and will be held virtually and it is available on the Commonwealth website if any residents want to view this. Solicitor Geiser stated that on tonight’s agenda is Council’s consideration of the Resolution for preapproving 399 Springdale Land Development. She also stated that this was previously approved by Council in 2006 and then was reapproved in 2014 and since it has been seven years, they felt this Council should also consider this application. She also stated that the applicant will have to go before the ZHB again. Joe Price asked when they would have to submit their application to the ZHB and Solicitor Geiser stated as soon as possible as they do not meet the requirements advertised for it to be heard in March so they would go before them in April. Solicitor Geiser also stated that they have been working on the development of Victorian Village 2 and will be working on development agreements on behalf of the Borough.
ENGINEER’S REPORT – Engineer Goff stated that they have been assisting Borough staff with several grant opportunities that the Borough is pursuing. Engineer Goff also stated that under the MS4 services, they have begun a source investigation. Engineer Goff also stated that the Eaton Memorial Park Project is complete and that the construction fencing will remain on site until the landscaping has been established and will help deter the public from going on the landscaping. Engineer Goff also stated that they have been assisting Borough staff and the Solicitor to develop the financial security agreement for 399 Springdale. Engineer Goff also stated that they have been assisting Borough staff and the Solicitor to develop the financial security agreement for Victorian Village II.
MANAGER’S REPORT – Manager Hegele stated that the Borough will notify business owners and post information regarding COC PPE Event this coming weekend. Manager Hegele stated that she wants to remind everyone that tax bills have been mailed. Residents have reached out to Borough Hall about mail delivery, although we cannot address mail delivery and that is a USPO issue, she just wanted to make sure everyone is on the lookout for your Borough and County tax bill. Manager Hegele stated that Borough staff along with the Engineer have completed the two grant applications to the PA Museum Commission for the Keystone Planning and Construction Grants. She also stated that we received letters of support from State Representative Nancy Guenst and State Senator Maria Collett. She also stated that we are still waiting on letters of support from the Borough Historic Commission, once those letters are received, we can submit the applications for these very important projects. Manger Hegele stated she wanted to congratulate the Montco Strong 2021 Restaurant Grant Program recipients from Hatboro. Manager Hegele also stated that there were 600 $10,000 grants approved, of the grants approved 56 municipalities were represented, 33% were identified as Minority owned, 33% were identified as women owned, 4% were identified as veteran owned, 31% of awardees indicated they received a Montco Strong grant in 2020 and 66% f the awardees received a PPP loan from the US Small Business Administration in 2020. The list from Hatboro included: Gallo Tropical, Richie’s Two, Artifact Brewing, Silvio’s, Bernie’s, Lochel’s, Luhv, Crooked Eye Brewery & Ming’s. Manager Hegele Congratulated the Hatboro Dish for being chosen by Barstool Sports to receive funding from the Barstool Fund, which was created and funded by donations to help small business due to the impacts of COVID. Manager Hegele stated that staff met this past week with representatives from DVRPC and the County Planning Commission to dust off the proposed Expo Project which was discussed several times last year. Manager Hegele also stated that the project is for the proposed conversion of York Road shoulder to a temporary shared pedestrian & Bicycle lane from Summit Avenue to Madison. Stay tuned for more information on this project, we need to make some changes to the plan from last year and have another conversation with Penndot. Manager Hegele stated as far as the Community Channel Update, the new equipment has been installed for the channel, we are just awaiting comcast to resolve issues on their end. Manager Hegele stated that she wanted to remind all property owners, sidewalks and ADA ramps need to be cleared of snow 24 hours after the snow stops. Manager Hegele also stated that we have seen several property owners who have not shoveled and several that are corner properties and have not removed the snow and provided a clear path for pedestrians to cross streets. She also stated that the Borough has been reminding everyone and unfortunately have had to issue citations for failure to comply with the ordinance. Also, another reminder, if you have a fire hydrant in front of or near your house, please help the volunteers and clear the hydrant, making sure the hydrant is clear saves precious time in an emergency.
STAFF REPORTS
POLICE – Chief Gardner stated that he had no report tonight.
TAX COLLECTIONS – The Tax Collector’s report was electronically submitted.
PUBLIC WORKS – Superintendent Frydlewicz stated that some projects have been on hold due to the snow and he wanted to thank the residents for understanding and working with PW during this time. He also stated that he wanted to thank the PW crews who worked hard to get things done.
DEPUTY SUPERINTENDENT PARKS REPORT – Deputy Superintendent Dermer stated that he wanted to thank Public Works for all the hours they worked to make sure the streets were clear from snow and collecting the trash on the same day.
Deputy Superintendent Dermer also stated that he is waiting for all the snow to melt so that they can get working on all their projects for the parks including the shade structure and slide at the Hatboro Memorial Pool.
FIRE MARSHAL – The Fire Marshal Report was electronically submitted.
FIRE COMPANY REPORT – There was no report.
UNION LIBRARY REPORT – Librarian Celec stated that the Library building is open again for sixty-minute appointments for purposes of browsing and computer use, and you can call or go online to set up an appointment.
Librarian Celec also stated that they have been distributing educational activity bags which has a craft that you can take home and do instead of at the Library and they are available while supplies last. Librarian Celec also stated that the building committee has been making progress about making decisions on upgrades they want to make to the Library and he assured everyone that he knows since the building is on the National Historic Registry, that any changes will need to go through an extensive review whether the ordinance is in place or not. Librarian Celec also stated that they have received their wireless hotspots and you can check it out and take it home with you like you would with a book and it is a two week loan period and is for residents who are not able to pay for internet and it can be hooked up to your phone or computer. Librarian Celec also stated he wanted to thank Public Works in how they managed the snow.

2021 EVENT REQUESTS – Councilwoman Benjamin stated that she had a concern with the Easter egg hunt event because it is coming up soon and at present we are not in a good spot regarding the pandemic. She also stated that her reason is because for the Halloween stroll, the foot traffic was heavier than she would have liked to see and for safety reasons, she is concerned with this event. President Bollendorf asked Solicitor Geiser if he could single out one event and ask for a separate motion. Solicitor Geiser stated that yes, he could.
Vice President Stockton made a motion to approve all the 2021 Event Requests (see Exhibit A attached to the minutes) except for the Chamber Easter Egg Hunt with the understanding that Chief Gardner can cancel or modify any event. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
2021 EVENT REQUEST FOR EASTER EGG HUNT – No motion was made, and this agenda item died on the floor.
SALE OF 2007 INTERNATIONAL TRASH TRUCK ON MUNICIBID – Councilwoman Benjamin made a motion to approve the sale of a 2007 International Trash Truck on Municibid. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 6-0.
RATIFICATION OF MASCARO RECYCLING AGREEMENT EXTENSION – Councilwoman Benjamin made a motion to ratify the Borough Manager’s agreement to the 6-month recycling contract extension with JP Mascaro. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.
PURCHASE OF A NEW TRASH TRUCK – Councilwoman Benjamin made a motion to purchase a new trash truck in the amount of $206,086.96 (total between $83,969.25 for loader, $118,617.71 for the chassis, and $3500.00 for the two-way radio installation) at an interest rate of no more than 1.9%. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.
MEMORIAL POOL SLIDE GRANT – Councilwoman Reichner made a motion to apply to the DCNR Grant for the Memorial Pool Slide in the amount of $130,000 with a 50% match. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.
FORECLOSURE AND EVICTION MORATORIAUM SUPPORT RESOLUTION – Vice President Stockton made a motion to approve Resolution 2021-12, supporting the Foreclosure and Eviction Moratorium for Montgomery County. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.
399 SPRINGDALE AVENUE LAND DEVELOPMENT FINAL APPROVAL – Vice President Stockton made a motion to approve Resolution 2021-16 authorizing the Verizon Cable Franchise Renewal. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 6-0.
PUBLIC WORKS CONTRACT APPROVAL – Vice President Stockton made a motion to approve the tentative agreement between Teamsters local 830 and the Borough of Hatboro conditional on Teamster’s approval. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.
VERIZON FRANCHISE RENEWAL – Councilwoman Ostrander made a motion to approve the Resolution 2021-16 authorizing the Verizon Cable Franchise Renewal. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.
2021 POOL FEE SCHEDULE – Councilwoman Reichner made a motion to approve Resolution 2021-17, adopting the 2021 Pool fee Schedule. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
SHADE TREE COMMISSION APPOINTMENT – Councilwoman Ostrander made a motion to appoint Jen Hartigan to the Shade Tree Commission for a term of 4 years. Motion was seconded by Councilwoman Benjamin, all ayes. Motion carried 6-0.
ZONING COMMITTEE APPOINTMENTS – Councilwoman Ostrander made a motion to appoint Herself, Councilwomen Reichner and McMenamin, Manager Hegele, Assistant Secretary DeRenzis, PC Members Kris McMenamin and Catherine Farnen, residents Lauri Vasoli, Tom Smith, Historian Giovinazzo, and Cole Woodson to the Zoning Committee. Motion was seconded by Councilwoman Benjamin, all ayes. Motion carried 6-0.
APPOINTMENT OF BILL TOMPKINS TO ZONING COMMITTEE – No motion was made, and this agenda item died on the floor.
VOICEOVER IP UPGRADE – Vice President Stockton made a motion to replace the existing phones at Borough Hall and Public Works to Nextiva. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
