ABSENT – Tax Collector Mount and Library Director Celec were absent.
CALL TO ORDER – President Bollendorf called the January 24, 2022, Council Meeting to order at 7:00 P.M.
INVOCATION – Mayor Schultz led the Invocation.
PLEDGE OF ALLEGIANCE – Chief Gardner led the Pledge of Allegiance.
PUBLIC COMMENT – VOTING ITEMS ONLY – There was no public comment.
Enterprise Fire Company Chief Croak presented Enterprise Fire Company commendations for heroism during Hurricane Ida.
Mayor Schultz presented the Crooked Billet Gardeners with Resolution 2022-04, honoring 85 years.
MAYOR’S REPORT – Mayor Schultz stated the Chamber had their news at noon luncheon today with some of the businesses at Trattoria Valona.
Mayor Schultz stated the 3rd annual Borough Ball is 3/19/22 at Spring Mill manor.
Mayor Schultz thanked the Gardeners of Crooked Billet for 85 years of service.
Mayor Schultz stated the EAC’s Earth Day celebration will be April 23, 2022, at Eaton Park.
OFFICER’S REPORTS
- PRESIDENT’S REPORT – President Bollendorf stated the Events Committee had a meeting and a new event is the Spring Sip N Shop on April 9, 2022, at Miller Meadow. President Bollendorf stated they had a pool committee meeting and pool memberships will go on sale April 18, 2022.
President Bollendorf received grant funding in the amount of $60,000 for restoration and thanked State Representative Nancy Guenst and Senator Collett for their help with this. President Bollendorf stated there was a Gold Star Garden meeting earlier and the groundbreaking, beef and Beer fundraiser, and dedication were discussed and stay tuned as details will be shared. - TREASURER’S REPORT – Treasurer Smith stated the balance in all accounts at the end of January 2022 is $3,063,072.07 with interest earned in the amount of $464.93.
SOLICITOR’S REPORT – Solicitor Geiser stated she has been working with staff on routine business such as Right to Know Requests and appeals.
ENGINEER’S REPORT – Engineer Goff stated Hatboro obtained their permit for the Streambank restoration repairs. Engineer Goff stated under the Williams Lane and York Road pedestrian flashers project, PennDOT issued approval for the permit. Engineer Goff stated there will be a meeting with PennDOT regarding the Summit and York pedestrian flashers project. Engineer Goff stated that the Hatboro Station Trail Lighting project will go out to bid shortly.
MANAGER’S REPORT – Manager Hegele stated staff has been busy working with staff and engineer on issues discussed at recent Town Hall meetings and are gathering information for Council and will be scheduling a follow- up town hall with some residents regarding sidewalks, just trying to coordinate dates with council and the availability of Crooked Billet.
Manager Hegele stated she is happy to report after a brief hiatus the zoning subcommittee will be meeting again on Tuesday, March 8th at 6 PM.
Manager Hegele stated she is working with staff on FEMA application for the Woodwinds project and the state has indicated they received almost 300 applications under this program and will take some time to go through.
Manager Hegele stated there are two land development plans that will be going before the PC in March, they are subdivision at on Home Road and the CVS property on York Road.
Manager Hegele stated March Walk Works Walk will be a green theme for St. Patty’s Day and the Walk will be on Saturday, March 19th at 11 AM leaving from Loller Academy and will be led by EAC Chair Elle Anzinger, who will discuss environmental issues along the way.
Manager Hegele stated she attended County Recovery Office meeting to discuss possible grant opportunities for the Borough and the County Recovery office is responsible for managing the counties state and local fiscal recovery allocation and is opening the program for municipalities, non-profits, and others to apply. She also stated she will have project ideas for Council to discuss and consider in March. Applications are due by the end of April.
Manager Hegele stated that it is that time of the year again the Borough will begin selling pool memberships on April 18th. She also stated reminder that Borough Hall is at Pennypack and we are still looking for staff, more information and applications are available on our website.
Manager Hegele stated the Household Hazardous Waste Collection Dates and locations have been posted on the Borough website.
Manager Hegele stated just a reminder Septa will be doing crossing work at the Warminster Road crossing, the tentative date is Friday April 8th through Monday April 11th, the road will close at 9 am Friday and reopen on or about 6 pm on Monday.
STAFF REPORTS
- POLICE – Chief Gardner stated that classifications for COVID 19 were changed on Friday and the school district made masks optional.
- TAX COLLECTIONS – The tax collectors report was electronically submitted.
- PUBLIC WORKS – Superintendent Frydlewicz stated Public Works have been busy with several different projects in the Borough and are coming to fruition after a year of waiting for parts for these projects and once the spring comes, they will be able to begin the other proposed projects.
- DEPUTY SUPERINTENDENT PARKS REPORT – Deputy Superintendent Dermer stated the Borough is now accepting Bulk permits for appliances again.
Deputy Superintendent Dermer stated last week we received approval from the DEP to for electronics recycling drop off program. - DOWNTOWN DEVELOPMENT – Cindy Bollendorf stated thank you to all the businesses who have reached out to us in support of the gold Star Garden project. It is because of them, events and projects are possible, and Hatboro is lucky to have each one of them. We continue to encourage everyone to continue to shop local (Hatboro) because by all of us continuing to support local businesses, these said businesses can continue to support all events and projects.
Cindy Bollendorf stated in December, Deputy Superintendent Dermer and herself applied for a T-Mobile Hometown Grant in which funds were to be used to make improvements to the Plaza outside Produce Junction at 49 S. York Road. These improvements included, new sidewalk and pavers, seating and planters and I am happy to announce I received an email this morning that Hatboro has been chosen as a recipient. This is a no match grant (free Money) and someone will be reaching out to me with further details. We will keep Council updated regarding this project. Thank you to T mobile, Smart Growth America, and Main Street America for choosing Hatboro!! - FIRE MARSHAL – The Fire Marshal report was electronically submitted.
- FIRE COMPANY – President Ide stated he wanted to point out that they are 100% volunteer.
President Ide stated in January they responded to a total of 30 calls with a total of time and service of 12 hours and 54 minutes and numerous other hours were put in due to training, cleaning of trucks, and executive functions and anyone interested in joining they are accepting applications. - UNION LIBRARY REPORT – Director Celec was absent.

ACKNOWLEDGE RECEIPT OF REPORTS – Councilwoman McMenamin made a motion to acknowledge the receipt of UMHJSA Minutes, Tax Collections, Public Works, Fire Marshal, and Treasurer’s Reports. Motion was seconded by councilwoman Ostrander, all ayes. Motion carried 7 -0.
APPROVAL OF WARRANT LIST, PAYMENT OF BILLS, MANUAL CHECKS AND TRANSFERS – Vice President Stockton made a motion to approve Warrant List, Payment of Bills, Manual Checks, and Transfers for the month of February 2022. Motion was seconded by Councilman Myers, all ayes. Motion carried 7-0.
JANUARY 24, 2022, COUNCIL MEETING MINUTES – Councilwoman Reichner made a motion to approve the January 24, 2022, Council Meeting Minutes. Motion was seconded by Vice President Stockton. Councilwoman Jacobus abstained. Motion carried 6-0 with 1 abstention.
FEBRUARY 9, 2022, SPECIAL COUNCIL MEETING MINUTES – Councilman Myers made a motion to approve the February 9, 2022, Special Council Meeting Minutes. Motion was seconded by Councilwoman Jacobus, all ayes. Motion carried 7-0.
FEBRUARY 14, 2022, COMMITTEE MEETING MINUTES – Councilwoman McMenamin made a motion to approve the February 14, 2022, Committee Meeting minutes. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 7-0.
ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilman Myers made a motion to approve the Enterprise Fire Company Expenditure List for the month of January 2022 in the amount of $ 20,007.49. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 7-0.
BOROUGH HALL PROJECT FIRE SUPPRESSION PAYMENT #2 – Councilwoman McMenamin made a motion to approve the borough Hall project fire suppression payment 32 to Guy M. Cooper in the amount of $ 7,742.00. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 7-0.
BOROUGH HALL PROJECT MECHANICAL PAYMENT #3 – Councilman Myers made a motion to approve the Borough Hall project mechanical payment #3 to guy M. Cooper in the amount of $88,151.00. Motion was seconded by Councilwoman Jacobus, all ayes. Motion carried 7-0.
BOROUGH HALL ELECTRICAL PAYMENT #3 – Councilwoman McMenamin made a motion to approve the Borough Hall electrical contract payment #3 to MJF Electrical Contracting, Inc in the amount of $5,782.50. Motion was seconded by Vice President Stockton, all ayes. Motion carried 7-0.
BOROUGH HALL PROJECT FIRE SUPPRESSION PAYMENT #3 – Councilwoman Jacobus made a motion to approve the borough hall project fire suppression contract payment #3 to Guy M. Cooper in the amount of $ 19,364.80. Motion was seconded by Councilman Myers, all ayes. Motion carried 7-0.
BOROUGH HALL PROJECT MECHANICAL PAYMENT #4 – Vice President Stockton made a motion to approve the Borough Hall project mechanical contract payment #4 to Guy M. Cooper in the amount of $ 167,139.00. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 7-0.
BOROUGH HALL PROJECT – MECHANICAL CONTRACT/LIFE SAFETY CHANGE ORDER – Vice President Stockton made as motion to approve change order #2 for the Borough Hall HVAC contract for ceiling and wall remediation required under the fire code, resulting in a 75-day contract extension and an additional cost of $ 121,134.00. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 7-0.
BOROUGH HALL PROJECT – ELECTRICAL CONTRACT LIFE/SAFETY CHANGE ORDER – Councilman Myers made a motion to approve Change Order 31 for the Borough Hall electrical Contract for the resecuring of electrical components to comply with the fire code, resulting in a 75-day contract extension and an additional cost of $50,944.00. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 7-0.
BOROUGH HALL PROJECT – FIRE SUPPRESSION CONTRACT LIFE/SAFETY CHANGE ORDER – Councilwoman Jacobus made amotion to approve Change order #1 for the Borough Hall Fire Suppression Contract for the installation of a sprinkler system compliant with the fire code, resulting in a 75-day contract extension and an additional cost of $35,053.00. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 7-0.
CORINTHIAN TRAIL PROJECT PAYMENT REQUEST #4 – Councilwoman Ostrander made a motion to approve payment request #4 to Marino Construction for the Corinthian Trail in the amount of $ 84,143.76. Motion was seconded by Councilman Myers, all ayes. Motion carried 7-0.
MONTCO 2040 GRANT APPLICATION – motion to apply for the Montco 2040 grant program for the installation of solar panels on the roof of Public Works building. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 7-0.
KEYSTONE HISTORIC GRANT OPPORTUNITIES – Councilman Myers made a motion to apply to the Keystone Historic grant program for the historic Nomination of Cressbrook (grant has no match) Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 7-0.
LOCAL SHARE ACCOUNT GRANT PROGRAM – Councilwoman Reichner made a motion to apply to the Local Share grant Program for the purchase of a street sweeper. (Grant has no match) Motion was seconded by Councilman Myers, all ayes. Motion carried 7-0.
DVRPC FY23 TCDI GRANT PROGRAM – Vice President Stockton made a motion to apply to the DVRPC TCDI Grant Program for a Subdivision and Land Development Ordinance Update project. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 7-0.
2022 EVENT REQUESTS – Councilman Myers made amotion to approve the event requests for the year 2022. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 7-0.
2022 BANNER SCHEDULE – Councilwoman McMenamin made a motion to approve the banner Schedule for the year 2022. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 7-0.
SALE OF ITEMS ON MUNICIBID – Councilwoman Jacobus made amotion to approve the sale of a 2008 Ford Expedition, 2 generators, hazmat trailer, and 2 skids of miscellaneous parts on Municibid. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 7-0.
GARDENERS OF CROOKED BILLET RESOLUTION – Vice President Stockton made a motion to approve resolution 2022-04, honoring the 85th anniversary of the gardeners of crooked billet. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 7-0.
RESOLUTION MEMORIALIZING ADOPTION OF ENERGY TRANSITION PLAN – Councilwoman McMenamin made a motion to approve resolution 2022-03, adopting the energy transition plan for the Borough of Hatboro. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 7-0.
EATON PARK STREAMBANK REPAIRS – Vice President Stockton made a motion to award the Eaton Park Streambank Repair Project to Flyway excavating in the amount of $ 21,200.00. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 7-0.
HISTORIAN APPOINTMENT – Councilwoman McMenamin made a motion to appoint Dave Colon to the position of Historian for a term of 1 year. Motion was seconded by Councilman Myers, all ayes. Motion carried 7-0.
WAWA TRAFFIC SIGNAL MAINTENANCE AGREEMENT RESOLUTION – Councilwoman McMenamin made a motion to approve Resolution 2022-05, authorizing the signature of the Wawa Traffic Signal Maintenance Agreement. Motion was seconded by Councilwoman Jacobus, all ayes. Motion carried 7-0.
