ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Vice President Stockton stated Council is in receipt of the Enterprise Fire Company Expenditure List for the month of December 2019 in the amount of $6,095.41. This item was moved to the January 27, 2020 Council Meeting Agenda for consideration.
RESOLUTION 20-14: POLICE RECORDS DISPOSAL – Vice President Stockton stated Council is in receipt of Resolution 20-14 for the disposal of certain Police Department Records Chief Gardner stated this is a routine, housekeeping item and all of the records being disposed are in accordance with the Municipal Records Retention Regulations. This item was moved to the January 27, 2020 Council Meeting Agenda for consideration.

JANUARY EVENTS – Councilwoman Reichner read a list of upcoming events for the month of January 2020 including the Veteran’s Day Breakfast, a Dog Licensing Event, the Martin Luther King Jr. Day Celebration Craft at the Union Library, and a Business Mixer.
EVENTS COMMITTEE PARTICIPATION – Vice President Stockton stated that a new Events Committee is being formed to plan more events for the Borough. He noted these events will be held in addition to the events from the Hatboro Chamber of Commerce. He stated that if anyone is interested in joining said committee, they should contact Borough Hall.
ANNOUNCEMENT: SERVING THOSE WHO SERVED EVENT, JANUARY 18TH – Councilwoman Reichner stated that the Veterans Day Breakfast event will take place on Saturday, January 18, 2020 from 9 AM to 12 PM in Borough Hall. She noted attendees do not have to be a resident of Hatboro to attend.
ANNOUNCEMENT: DOG LICENSE EVENT, JANUARY 22ND – Councilwoman Reichner stated that Borough Hall will be hosting a dog license event on Wednesday, January 22, 2020 from 2 PM to 6 PM. She added this event was arranged in partnership with the Montgomery County Treasurer’s Office.
ANNOUNCEMENT: BUSINESS MIXER, FEBRUARY 20TH – Councilwoman Reicher stated a special Business Owner’s Mixer will be taking place on February 20th from 6:30PM to 8:30PM at Aaron’s. She noted all Hatboro Business Owners are welcome to attend.
ANNOUNCEMENT: COMMUNITY EVENT APPLICATIONS DUE JANUARY 22, 2020 – Councilwoman Reicher announced that all special event applications for the year 2020 should be submitted to Borough Hall on or before January 22, 2020 to ensure adequate time for department heads to review the requests.

DISCUSSION: 2020 902 RECYCLING GRANT APPLICATION – Superintendent Sine stated the Pennsylvania Department of Environmental Protection has a 2020 round of the 902 Recycling Grant available for applications. He stated the Borough typically applies for this grant every other year, and previously applied for the 2019 Grant to receive a new recycling truck and recycling bins for residents. Superintendent Sine stated that the recycling truck purchased under this grant has still not been delivered due to manufacturing delays; however, it is expected to arrive in February. Superintendent Sine stated he spoke with the Borough’s Contact at PA DEP who informed him that the Borough will be eligible to apply for the 2020 902 Recycling Grant because the delays taking place under the 2019 grant are beyond the Borough’s control. Superintendent Sine stated he would like to apply for the purchase of a new dump truck that would be used to collect yard waste and other bulk recyclables. Councilwoman Benjamin asked if this grant is specifically for recycling related purchases. Superintendent Sine stated yes, only recycling related items and materials are eligible. Councilwoman Benjamin asked if composting
bins would be eligible for the grant. Superintendent Sine stated he believes they are and that he will check with PA DEP just to make sure. This item was moved to the January 27, 2020 Council Meeting Agenda for consideration.
PURCHASE OF 2020 JOHN DEERE GATOR XUV590M – Superintendent Sine stated President Bollendorf requested that he research the purchase of a Gator-type utility vehicle that would be utilized in the ever-growing parks system. Superintendent Sine stated with Hatboro’s expanding parks system, this utility vehicle will be useful with events and other park related items. He also noted this vehicle could also be utilized by the Police Department and Emergency Management team as needed. Superintendent Sine stated he contacted John Deere who quoted the purchase of the gator to be $20,949.04 and the price of the accompanying utility trailer will be $1,049.99 This item was moved to the January 27, 2020 Council Meeting Agenda for consideration.
REPLACEMENT OF WALK-BEHIND MOWERS – Superintended Sine stated that the Public Works’ landscaping equipment has two aging walk-behind mowers. He noted the mowers are from 1997 and 2004 and are constantly breaking down. He added that the spare parts are hard to come by due to the age. Superintendent Sine stated he would like to purchase a replacement for the 1997 walk behind mower before grass cutting season in 2020 and purchase another replacement in 2021. He stated he contact Costars Vendor John Deere who quoted the replacement mowers at $4,349.25 each. This item was moved to the January 27, 2020 Council Meeting Agenda for consideration.
ENVIRONMENTAL AFFAIRS COMMITTEE

PA ARTS COUNCIL GRANT OPPORTUNITIES – Councilwoman Anzinger stated that the Pennsylvania Council On The Arts funds grants for art projects of varying scales. Councilwoman Anzinger noted there were multiple grant options for the mural project included in Council packets; however, she recommends that the Borough applies for the PPA Grant which funds art projects up to $2,500. She stated this grant will be the optimal choice for the Public Works Mural and will allow the Mural Committee to have additional funds for supplies, etc. This item was moved to the January 27, 2020 Council Meeting Agenda for consideration.
ADVERTISEMENT OF ENVIRONMENTAL ADVISORY COMMITTEE ORDINANCE – Councilwoman Anzinger stated the Environmental Advisory Committee Ordinance (No. 1060) is ready for advertisement. She read a portion of the Ordinance and requested that the number of members for the Committee be reflected in the ordinance as “5 to 7 members” to allow room for the Committee to largen in the future. This item was moved to the January 27, 2020 Council Meeting Agenda for consideration.
ANNOUNCEMENT: EAC MEMBERS WANTED – Councilwoman Anzinger stated in accordance with Ordinance 1060 which establishes the Environmental Advisory Committee, she is seeking members for the Committee itself. She stated the Committee would be made of 5-7
residents who would help make decisions with regard to environmental matters and parks within the Borough. Mayor Guenst stated the Committee is a wonderful idea. Councilwoman Anzinger stated the development of the Committee was a long process, but is finally ready. Councilwoman McMenamin asked Councilwoman Anzinger how someone would sign up for the EAC. Councilwoman Anzinger stated that some residents have already expressed interest to join the committee and that after the ordinance is enacted, residents can email Councilwoman Anzinger or Manager Hegele if they would like to join the committee. Solicitor Geiser stated that the ordinance currently states that the committee would be comprised of 7 members. Councilwoman Anzinger states that she would prefer the minimum amount of members for the committee be 5 persons. Ron Battis, W. Moreland Ave. suggested that the ordinance contain a range of 5-7 members for the committee because sometimes committees have difficulties obtaining a quorum certain months and are not able to meet. He added that having a bigger range will allow for more flexibility. Solicitor Geiser stated she will make the change prior to the Council Meeting and the advertisement of the Ordinance.
ANNOUNCEMENTS: PARK BOARD MEMBERS WANTED – Councilwoman Anzinger stated that the Borough is also looking for members to serve on the Parks and Rec Advisory Board. Manager Hegele stated the Borough has received interest from 4 residents thus far and that anyone interested can contact Assistant Secretary DeRenzis.
Councilwoman Anzinger noted that she is also working with a Veterans Magazine in preparation of the Memorial in Memorial Park. She stated the magazine is advertising for the Borough for free in order to obtain information from veterans in the area that can be used in the Memorial.
POLICY COMMITTEE
Vice President Stockton stated that the Policy Committee is a new Committee formed in 2020. He stated that the Borough does not have many of the policies and procedures that it should have for its employees. He added that some of the Borough’s policies are also very outdated and need to be modernized. He stated this Committee will help achieve the modernization of these policies and help create new ones for the Borough.

UNION LIBRARY EXPENDITURE LIST – Manager Hegele stated that the Union Library will be submitting a monthly expenditure list to Borough Council similar to Enterprise Fire Company now that they receive tax funds through the referendum. She stated that the Union Library and Borough Staff are working on getting adjusted to this new Library tax and its policies/procedures. She stated that Librarian Michael Celec will be in attendance at the January 27th Council Meeting to answer questions for Council, provide a report on Library business and present Council with the official expenditure list for the Library. Vice President Stockton added that for the sake of transparency, the Library’s expenditure list will allow Council and the residents to see where the tax funds are going and what they are being used for in the Library’s operations. 2020 FEE SCHEDULE – Vice President Stockton stated that Staff has updated the fee schedule for the year 2020. Manager Hegele stated that there are not many updates to the schedule for 2020; however, fees for Short Term Rentals were added and Guest Pricing for the pool was changed. Manager Hegele stated the guest fees for non-resident daily passes were raised from $20.00 on weekends to $25.00 per person in hopes to encourage more people to obtain memberships to the pool. AV UPGRADES UPDATE – Vice President Stockton stated he and staff have been working on an AV Upgrade project for the Council Room and have met with vendors to see what the best options for the space are. He stated the upgrades will include new microphones, a podium, LED screens for presentations, a new camera permanently affixed to the back of the room for the council meeting live streams, and accompanying gear. He stated that due to the nature of the project, it will need to be bid publicly and that staff will begin working on the bid package for the project.
JOHN KENNEDY 2020 ZONING SERVICE PROPOSAL – Vice President Stockton stated the Borough’s Zoning Code is quite outdated and that the code needs to be reviewed/revised to modernize it. He stated that John Kennedy has provided a proposal to the Borough for the purpose of reviewing and updating the Zoning Code at a rate of $95.00 per house. Vice President Stockton stated this would be on a temporary basis and that these updates to the Zoning Code could also help the Borough stay ahead of future Zoning Hearing Board applications or appeals. AWARDING OF BID FOR MILLER MEADOW IMPROVEMENT PROJECT – Engineer Goff stated that Remington and Vernick Engineers obtained 5 bids for the Miller Meadow project. She stated that she recommends the awarding of the Miller Meadow Improvement Project (Phase I) to Holly Days Nursery in the amount of $220,989.50. Mayor Guenst asked where Holly Days Nursery is located. Engineer Goff stated they are located in Ambler. Manager Hegele stated the bids received and recommendation have been sent to the Solicitor for review and comments will be provided for the January 27, 2020 Council Meeting.

SNACK STAND RFP – Vice President Stockton stated that Council is seeking proposals for vendors who wish to run the snack stand at the pool for the 2020 season. He stated anyone that is interested should send a sealed bid to Borough Hall within two weeks’ time. He stated more information can be obtained at Borough Hall.
2020 EMPLOYEE RATIFICATION LIST – Vice President Stockton stated Council is in receipt of the employee ratification list for the year 2020. This item was moved to the January 27, 2020 Council Meeting Agenda for consideration.
RESOLUTION 2020-13: DESIGNATION OF SIGNER FOR CORINTHIAN TAIL REIMBURSEMENT AGREEMENT – Vice President Stockton stated the Borough must sign a resolution for the Corinthian Trail Project that authorizes Manager Hegele to sign reimbursement requests for the project. He added these reimbursement requests will allow the Borough to be reimbursed throughout the grant process according to the agreement. This item was moved to the January 27, 2020 Council Meeting Agenda for consideration.
RESOLUTION 2020-03: APPOINTING ZHB ALTERNATE – Vice President Stockton stated that Mr. David Rich would like to be considered as the Alternate Member for the Zoning Hearing Board. He noted Mr. Rich previously served on Council and the Zoning Hearing Board and thus, he recommends this appointment. This item was moved to the January 27, 2020 Council Meeting Agenda for consideration.
RESOLUTION 2020-06: APPOINTING MEMBER TO SHADE TREE COMMISSION – Vice President Stockton stated the Borough is seeking a member for the Shade Tree Commission and that interested parties can submit a letter of interest to Borough Hall. He stated this resolution will be moved to the January 27th Council Meeting Agenda pending an interested party.
RESOLUTION 2020-08: APPOINTING MEMBER TO PARKING COMMISSION – Vice President Stockton stated the Borough is seeking a member for the Parking Commission and that interested parties can submit a letter of interest to Borough Hall. He stated this resolution will be moved to the January 27th Council Meeting Agenda pending an interested party.
MEETING ANNOUNCEMENTS – Vice President Stockton announced that the Planning Commission Meeting originally scheduled for January 12th has been canceled and will now take place on Tuesday, February 11, 2020 at 7:00 PM in Borough Hall. He stated the Commission will be reviewing the 2040 Comprehensive Plan.
2040 COMPREHENSIVE PLAN PUBLIC HEARING ANNOUNCEMENT – Manager Hegele announced that there will be a public hearing for the 2040 Comprehensive Plan taking place at the February 24, 2020 Council Meeting at 7:00 PM in Borough Hall.
ANNOUNCEMENT OF CORINTHIAN TRAIL PUBLIC PRESENTATION (JANUARY 27TH) – Manager Hegele announced that there will be a public presentation for the Corinthian Trail Project at 7:00 PM in Borough Hall on January 27, 2020. She stated that information has been posted online regarding the presentation and that staff has mailed letters to all properties in the vicinity of the trail.
PUBLIC COMMENT – Mr. Battis asked if it is possible for the planning commission to go from 5 members to the range of 5-7 members because it is sometimes difficult for the Commission to obtain a quorum. Manager Hegele stated that council would have to change the ordinance for that to happen. Mr. Battis asked if it is possible to add alternates to the commission instead since the Commission only needs 3 members to satisfy the quorum requirements. He noted the alternates would provide a backup should members not be able to attend. Vice President Stockton stated that council will look into the matter.
