OATH OF OFFICE
The Honorable Tim Schultz, Mayor administered the oath of office to Councilwoman
Nicole Reichner, Councilwoman Nicole McMenamin, Councilwoman Nicole Shay,
and Councilwoman Amanda Jacobus.
CALL TO ORDER
Honorable Tim Schutlz, Mayor called the January 2, 2024 Reorganization meeting to
order at 7:03 PM.
PRESENT
Councilman Bollendorf, Councilman Stockton, Councilwoman McMenamin,
Councilwoman Jacobus, Councilman Myers, Councilwoman Reichner,
Councilwoman Shay, Mayor Schultz, Manager Hegele, Assistant Secretary DeRenzis,
Chief Gardner, Deputy Chief Ruegg, Fire Marshal Valesky, and Engineer Goff were
present.
ABSENT
Solicitor Geiser and Treasurer Smith were absent.
INVOCATION was given by Mayor Tim Schutlz.
PLEDGE OF ALLEGIENCE
The Pledge of Allegiance was led by Chief Gardner.
NOMINATION AND ELECTION OF OFFICERS NOMINATION OF COUNCIL
PRESIDENT

Mayor Schultz asked for a motion to nominate George Bollendorf for Council
President. This motion was made by Councilman Stockton and was seconded by
Councilwoman Shay. A vote was called with Councilman Bollendorf abstaining.
Nomination Carried 6-0.
NOMINATION OF VICE PRESIDENT
Mayor Schultz asked for a motion to nominate David Stockton for Council Vice
President. This motion was made by Councilwoman Shay and was seconded by
Councilman Myers. A vote was called with Councilman Stockton abstaining.
Nomination Carried 6-0.
NOMINATION OF PRESIDENT PRO TEM
Mayor Schultz asked for a motion to nominate Nicole McMenamin for President ProTem. This motion was made by Councilwoman Jacobus and seconded by Councilman
Stockton. A vote was called with Councilwoman McMenamin abstaining. Nomination
Carried 6-0.
Mayor Schultz turned the meeting over to Council President Bollendorf.
SWEARING IN OF NEW POLICE OFFICER (Mayor Schultz, Chief Gardner,
and Deputy Chief Ruegg)
Motion: Motion to appoint Adam Suder to the position of Police Officer with the
Borough of Hatboro.
President Bollendorf asked for a motion to appoint Adam Suder to the position of
Police Officer with the Borough of Hatboro. The motion was made by
Councilwoman Jacobus and seconded by Councilwoman Shay. A vote was called,
and the motion carried 7-0.
Officer Adam Suder was sworn in by Mayor Schultz with his family present.
PUBLIC COMMENT- AGENDA ITEMS ONLY – There was no public comment.
STAFF APPOINTMENTS (YEAR 2024)

  1. Borough Manager – Diane Hegele: Councilwoman Jacobus motioned to appoint
    Diane Hegele to the position of Borough Manager. Motion was seconded by
    Councilman Myers. A vote was cast, motion carried 7-0.
  2. Borough Secretary – Diane Hegele: Councilman Myers motioned to appoint Diane
    Hegele to the position of Borough Secretary. Motion was seconded by Councilwoman
    Shay. A vote was cast, motion carried 7-0.
  3. Assistant Secretary – Deena DeRenzis: Councilwoman McMenamin motioned to
    appoint Deena DeRenzis to the position of Assistant Borough Secretary. Motion was
    seconded by Councilman Myers. A vote was cast, motion carried 7-0.
  4. Open Records Officer – Diane Hegele: Councilwoman Reichner motioned to
    appoint Diane Hegele to the position of Open Records Officer. Motion was seconded
    by Councilwoman Jacobus. A vote was cast, motion carried 7-0.
  5. Zoning Officer – Diane Hegele: Councilwoman Shay motioned to appoint Diane
    Hegele to the position of Zoning Officer. Motion was seconded by Councilwoman
    Reichner. A vote was cast, motion carried 7-0.
  6. Chief of Police – James Gardner: Councilwoman Jacobus motioned to appoint
    James Gardner to the position of Chief of Police. Motion was seconded by
    Councilman Myers. A vote was cast, motion carried 7-0.
  7. Deputy Chief of Police – Mark Ruegg: Councilwoman McMenamin motioned to
    appoint Mark Ruegg to the position of Deputy Chief of Police. Motion was seconded
    by Councilwoman Shay. A vote was cast, motion carried 7-0.
  8. Public Works Foreman – Charlie Young: Councilwoman McMenamin motioned to
    appoint Charlie Young to the position of Public Works Foreman. Motion was
    seconded by Councilman Myers. A vote was cast, motion carried 7-0.
  9. Assistant Public Works Foreman – Greg Puceta: Councilwoman Jacobus motioned
    to appoint Greg Puceta to the position of Assistant Public Works Foreman. Motion
    was seconded by Councilwoman Shay. A vote was cast, motion carried 7-0.
  10. Fire Marshal – Kate Valesky: Councilman Myers motioned to appoint Kate
    Valesky to the position of Fire Marshal. Motion was seconded by Councilwoman
    Reichner. A vote was cast, motion carried 7-0.
  11. Deputy Fire Marshal – Matt Hauser: Councilwoman McMenamin motioned to
    appoint Matt Hauser to the position of Deputy Fire Marshal. Motion was seconded by
    Councilwoman Reichner. A vote was cast, motion carried 7-0.
  12. Assistant Fire Marshal – Pete Croak: Councilwoman Shay motioned to appoint
    Pete Croak to the position of Assistant Fire Marshal. Motion was seconded by
    Councilwoman McMenamin. A vote was cast, motion carried 7-0.
  13. Property Maintenance Inspector – Kate Valesky: Councilwoman Shay motioned
    to appoint Kate Valesky to the position of Property Maintenance Inspector. Motion
    was seconded by Councilwoman Jacobus. A vote was cast, motion carried 7-0.
  14. Deputy Property Maintenance Inspector – Diane Hegele: Councilwoman
    McMenamin motioned to appoint Diane Hegele to the position of Deputy Property
    Maintenance Inspector. Motion was seconded by Councilman Myers. A vote was cast,
    motion carried 7-0.
  15. Treasurer – Tom Smith: Councilwoman McMenamin motioned to appoint Tom
    Smith to the position of Treasurer. Motion was seconded by Councilwoman Reichner.
    A vote was cast, motion carried 7-0.
  16. Vacancy Board – Steve Guenst: Councilman Myers motioned to appoint Steve
    Guenst to the Vacancy Board. Motion was seconded by Councilwoman Reichner. A
    vote was cast, motion carried 7-0.
  17. Solicitor – Law Offices of Sean Kilkenny: Councilwoman Jacobus motioned to
    appoint the Law Offices of Sean Kilkenny to the position of Borough Solicitor.
    Motion was seconded by Councilwoman Shay. A vote was cast, motion carried 7-0.
  18. Engineer – Remington & Vernick Engineers: Councilwoman McMenamin
    motioned to appoint Remington and Vernick to the position of Borough Engineer.
    Motion was seconded by Councilman Myers. A vote was cast, motion carried 7-0.
  19. Code Enforcement/BCO – Barry Isett and Associates: Councilwoman Jacobus
    motioned to appoint Barry Isett and Associates to the position of Code
    Enforcement/BCO. Motion was seconded by Councilwoman Reichner. A vote was
    cast, motion carried 7-0.
  20. EIT/LST Tax Collection Agent – Berkheimer and Associates: Councilwoman
    McMenamin motioned to appoint Berkheimer and Associates as the Borough’s
    EIT/LST Tax Collection Agency. Motion was seconded by Councilwoman Shay. A
    vote was cast, motion carried 7-0.
  21. Auditor – Lopez, Teodosio, & Larkin LLC: Councilwoman McMenamin
    motioned to appoint Lopez, Teodosio, & Larkin LLC to the position of Auditor.
    Motion was seconded by Councilwoman Jacobus. A vote was cast, motion carried 7-
    0.
  22. Deputy Tax Collector – Jim Anders: Councilwoman Reichner motioned to appoint
    Jim Anders to the position of Deputy Tax Collector. Motion was seconded by
    Councilwoman Shay. A vote was cast, motion carried 7-0.
  23. Joint Board of Appeals – James Anders: Councilwoman Reichner motioned to
    appoint James Anders to the Joint Board of Appeals. Motion was seconded by
    Councilwoman McMenamin. A vote was cast, motion carried 7-0.
  24. Historian – Bill Tompkins: Councilwoman McMenamin motioned to appoint Bill
    Tompkins to the position of Historian for the Borough of Hatboro. Motion was
    seconded by Councilwoman Jacobus. A vote was cast, motion carried 7-0.
  25. Tax Collection Committee – April Mount, Diane Hegele, Bill
    Stone: Councilwoman Shay motioned to appoint April Mount to the Tax Collection
    Committee for a term of 1 year. Motion was seconded by Councilwoman Jacobus. A
    vote was cast, motion carried 7-0.
    Councilman Myers motioned to appoint Diane Hegele to the Tax Collection
    Committee for a term of 1 year. Motion was seconded by Councilwoman
    McMenamin. A vote was cast, motion carried 7-0.
    Councilwoman McMenamin motioned to appoint Bill Stone to the Tax Collection
    Committee for a term of 1 year. Motion was seconded by Councilwoman Shay. A
    vote was cast, motion carried 7-0.
  26. Zoning Hearing Board Appointment (term of 3 years): Councilwoman
    McMenamin explained that there are three names for this position. First is Laurie
    Vasoli, who would be a reappointment. Next is Ryan Farman and Eric Tinari.
    Councilwoman McMenamin explained that Laurie Vasoli expressed interest
    specifically in being reappointed for this position while the other two people had just
    expressed general interest in any available spot. Councilwoman McMenamin
    explained that Laurie has the experience this position needs and wants to be
    reappointed whereas the other two do not, so her recommendation would be Laurie
    Vasoli. Councilwoman McMenamin motioned to appoint Laurie Vasoli to the Zoning
    Hearing Board for a term of three years. Motion was seconded by Vice President
    Stockton. A vote was cast, motion carried 6-1. Councilwoman Jacobus voted against.
  27. Fire Lane Ordinance Advertisement: Councilwoman Shay motioned to authorize
    the advertisement of the Fire Lane Ordinance. Motion was seconded by Councilman
    Myers. A vote was cast, motion carried 7-0.
  28. Volunteer Position Announcement:
    • Parking Commission
    • Planning Commission
    • Historical Commission
    • Environmental Advisory Council
    • Human Relations Commission
    • Library Board
    • Zoning Sub Committee
      President Bollendorf announced that the following still had openings on commissions:
      Parking, Planning, Historic, Environmental Advisory Council, Human Relations,
      Library Board, Zoning Sub Committee. If interested, please send an email to Diane
      Hegele or Deena DeRenzis at the Borough of Hatboro.
  29. PUBLIC COMMENT:
    Bill Tompkins, Spring Avenue. Thank you.
    Gary Blickley, 46 Harding Avenue. Do you have the numbers of openings for each
    spot? Councilwoman McMenamin stated she would have them for everyone at the
    next meeting, along with a formal announcement and a brief description of each
    position. She also stated that people have a few more days to be considered for
    reappointments, so she will have final numbers once everyone has made their
    decisions. Mr. Blickley asked for clarification on the reappointments, and
    Councilwoman McMenamin explained the process and how she reached out to people
    regarding their positions. They have until Friday to respond. Manager Diane Hegele
    clarified why the Zoning Hearing Board appointment was on tonight’s agenda. They
    have a zoning meeting this week and in order for that board to reorganize they need to
    be seated before their hearing. Staff will provide a memo to Council next week on the
    openings for each committee and who has requested to be on what committee.
    Council will then discuss it at their meeting next week, with a vote at the end of the
    month.
    Gary Henshaw, 138 Spring Avenue. Is there a job description or print out of the
    positions? President Bollendorf stated that is what Councilwoman McMenamin
    stated- she will put out a blurb on each committee on what their responsibilities are
    and what they do. Councilwoman McMenamin stated that will be available at
    Monday’s meeting.
    ADJOURNMENT
    Councilwoman Jacobus made a motion to adjourn the meeting. Motion was seconded
    by Councilman Myers. A vote was cast, motion carried 7-0. Meeting adjourned
    7:22pm. Refreshments provided after the meeting.
