CALL TO ORDER – President Bollendorf called the July 17, 2023, Committee Meeting to order at 7:00 P.M.
INVOCATION – President Bollendorf gave the Invocation.
PLEDGE OF ALLEGIANCE – Chief Gardner led the Pledge of Allegiance.
MEETING NOTES – President Bollendorf reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and time allotment.

NEW BUSINESS
1) Public Safety Committee
- ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilman Myers stated the Enterprise Fire Company Expenditure List for the month of June 2023 is $ 18,960.89. This item has been moved to the July 17, 2023, Council Meeting Agenda for approval.
- MONTGOMERY COUNTY 222 HAZARD MITIGATION PLAN – Councilman Myers stated every 5 years, Montgomery County is required to update and adopt a Hazard Mitigation Plan which is designed to minimize long-term risk for residents of the County and implements cost-effective mitigation actions and each time the plan is updated, Municipalities within the County must adopt the updated plan to be eligible for certain types of pre and post disaster mitigation funding (i.e. snow storms, hurricanes, etc.) he also stated the 2022 Montgomery County Hazard Mitigation Plan has been approved by
FEMA and is ready for the Borough to adopt the plan and Council will need to approve the resolution during the voting meeting portion of the agenda. Once the approval is made, staff will forward a copy of the resolution to Montgomery County to memorialize the adoption of the new Hazard Mitigation Plan. This item has been moved to the July 17, 2023, Council meeting Agenda for approval.
2) Finance/Grants Committee
- BUDGET UPDATE – Vice President Stockton stated included in your packet is a copy of the budget update for Quarter 2 of 2023 (January – End of June) and numbers are trending right where they should be for this year.
- CLAIMS UPDATE – Vice president Stockton stated included in your packet is a copy of the claims update for Quarter 2 or 2023 (January – End of June) and staff continues to work diligently with DVT to resolve claims as they arise.
- MONTGOMERY COUNTY TRANSPORTATION GRANT APPLICATION (MANOR ROAD) – Vice President Stockton stated at the June 19, 2023, meeting, Council discussed the possibility of applying to the Montgomery County Transportation Program for a stormwater improvement project on Manor Road and this item was tabled until Engineer Goff could provide an up-to-date cost estimate due to the grant having a 20% match requirement. He stated Engineer Goff, Manager Hegele, and Fire Marshal Valesky performed an in-depth site visit on Manor Road on Friday, July 7th to determine whether this project was a possibility. Engineer Goff stated she did not have a cost estimate at this time and the deadline is 7/28/23 and VP Stockton stated that we can look into this next year. President Bollendorf removed this item from the voting agenda.
- TC ENERGY GRANT – Vice President Stockton stated the Environmental Advisory Council has submitted a letter to Council requesting that Council consider an application to the TC Energy Grant for installation of Solar Panels on the roof of the Public Works Building and a copy of this letter is included in packets for review. He stated this is a no match grant and there does not appear to be a limit on the amount of funds the Borough can apply for (the grants are split into two categories: under $5,000 and over $5,000). In March of 2022, the Borough applied to the Montco 2040 Grant Program for 2 Solar Panels at Public Works and the estimated project cost at that time was $409,014.38 therefore with inflation considered, the Borough would be applying for around $440,000 for the project under the TC Energy Grant not including any engineering required for the project should it be awarded. This item has been moved to the July 17, 2023, Council meeting Agenda for approval.
3) Community Outreach & Events Committee
- BUSINESS SPOTLIGHT – Councilwoman Reichner announced the spotlight which is the 30th Anniversary of the moonlight memories Car Show.
- NEW BUSINESSES – Councilwoman Reichner announced the new business for the month of July 2023 which is Amor ala Mexicana located at 134. S. York Road.
- UPCOMING EVENTS – Councilwoman Reichner announced the upcoming events.
- FRIENDS OF CRESSBROOK UPDATE – Councilwoman Reichner stated the Friends of Cressbrook Organization is working on preparing for the upcoming Brews and Blues Festival as well as working on selling memberships to the organization. Tickets for the Brews and Blues festival will go on sale to the public soon with pricing as follows: $45.00 per ticket for members of Friends of Cressbrook and $50.00 per ticket for nonmembers of Friends of Cressbrook. For anyone who would like to purchase a membership to Friends of Cressbrook prior to ticket sales being held, please call Borough Hall at
215-443-9100 for information and pricing. The improvements at the Cressbrook House (performed under the Keystone Communities Grant) are almost complete. The new boiler was installed in the last week of June and the contractor is working on the final steps of installation. - BUSINESS REGOGNITION – Councilwoman Reichner stated each month, the Borough will be recognizing a business for their contributions to our community. This month, the Borough is recognizing Hatboro Federal with a special certificate, acknowledging their outstanding support of the Hatboro Community. Councilwoman Reichner presented Linda Roehner with a certificate of recognition thanking her and Hatboro Federal for all they have done and continue to do for Hatboro.
4) Public Works Committee
- ROAD PAVING PROGRAM UPDATE – Councilwoman Reichner stated the 2023 Road Paving Program was advertised for bid beginning June 30, 2023, and bids were due to Engineer Goff by 10 AM on Monday, July 17, 2023. She stated pursuant to this deadline, Engineer Goff will open bids and prepare a tabulation of the bid results for Council and this tabulation will be given to Council along with Engineer Goff’s recommendation to award for the August 21, 2023, Committee/Council Meeting. Engineer Goff stated that she received two bids this morning and once she reviews the bids, she will issue them to the Borough.
5) Facilities
- FACILITIES UPDATE – Councilwoman Shay stated the Facilities Committee continues to meet to coordinate the remaining events for 2023 including Brews and Blues, Bingos, and the Winter Sip N Shop and they are hard at work ensuring that these events are bigger and better than ever. She stated if you or someone you know is interested in volunteering for upcoming Borough Events, please contact Vickie Giovinazzo at Borough Hall (215-443-9100) and staff is beginning to research options for HVAC improvements to the Pennypack Facility and will present information to Council when ready. As a reminder, Borough Administration Staff will remain working out of the Pennypack Facility until the fall when Public Works has time to relocate them back to Loller and all public meetings will be held at the Loller building unless otherwise noted.
- LOLLER UPDATE – Councilwoman Shay stated this is the first Council Meeting the Borough is holding back at Loller since the HVAC improvements began back in 2021 and we are extremely thankful to Public Works for their hard work in preparing the Council room for public meetings. She also stated as previously mentioned, Borough Staff will not move back into the building until the fall of 2023 after Public Works closes the Memorial Pool for the season. While it is exciting to be back in Loller, we are asking residents to refrain from visiting the second floor and main office area of the building
at this time until Public Works can clean up the areas.
6) Environmental Affairs and Parks
- EAC UPDATE – Councilman Myers stated the EAC met on Thursday, July 6th at Pennypack and discussed a number of items including solar energy, removal of invasive species, and more and included in your packet is a letter from the EAC requesting approval for the EAC to remove the invasive mug wort in Miller Meadow by hand as well as a packet of information from the EAC on invasive species. He stated this does not need to be voted on by Council; however, Manager
Hegele will work with Public Works to make sure they are ok with the EAC trimming the mug wort from Miller Meadow. - URBAN FARMING GRANT UPDATE – Councilman Myers stated the Urban Farming Project was scheduled to kick off on Sunday, July 16th with help from Public Works, Hatboro Rotary, and Pennypack Steering Committee but due to thunderstorms in the forecast, the project was rescheduled for Sunday, June 23rd at 8 AM. Public Works and volunteers will place the planter boxes, fill with soil, and plant a variety of vegetables and flowers. If anyone is interested in helping with the installation of the garden, they are more than welcome to come to Pennypack on July 23rd! Please note, volunteers are being asked to bring their own gardening tools and once the garden is constructed, we will need volunteers to help maintain the beds and water the flowers. He stated this garden will be open to the community from dawn to dusk, 365 days a year and everyone is welcome to come help the community garden flourish!
- PENNYPACK STEERING COMMITTEE UPDATE – Councilman Myers stated the Pennypack Steering Committee did not hold a meeting in June to allow representatives from Montgomery County to thoroughly review documentation on the property and survey results gathered by the Committee. The Pennypack Steering Committee will be meeting on July 25, 2023, to resume creating their plan for the future of Pennypack.
- ADA PLAYGROUND UPDATE – Councilman Myers stated it has been a few months since we have provided an update on this project and in June, the Federal Government asked the Borough for a more detailed project scope with an in-depth timeline and pricing, which we provided. He stated in addition to this information the updated signed forms were sent, and Assistant Secretary Derenzis reached out to HUD earlier this week to see if they needed anything else since it had been about a month since we communicated. When we made the original submission, it took almost 2 months for HUD to review and issue comments and we are hoping to get a response within the next few weeks. He stated we will follow up with HUD in August if we have not heard back from them. Manager Hegele has also reached out to Koh Chiba, Representative Dean’s Chief of Staff to see if he could get an update for us but Koh is on vacation and will not be in the office until Monday, July 17th.
7) Administration Committee
- MEETING ANNOUNCEMETS – Councilwoman McMenamin announced the August meetings.
- LAND DEVELOPMENT UPDATE – Councilwoman McMenamin stated the Borough is receiving numerous questions regarding upcoming and ongoing Land Development projects and we would like to provide the following updates on the large projects taking place within the Borough:
o CVS Property: The developers for the former CVS property made a resubmission to the Planning Commission in the last week of June. The Montgomery County Planning Commission and the Borough experts are reviewing the new submission in anticipation of the August 8th Planning Commission Meeting. The public is invited and encouraged to attend this meeting.
o 21-23 & 37 N. York Road (Canalley Property): The Borough has not yet received a land development application nor a conditional use application for the property located at 21-23 & 37 N. York Road. Once an application is received, it will be sent to the Planning Commission for review. At this time, the public will have ample time to comment on both applications and provide feedback to the Developers, Planning Commission, and Borough Council.
o Wawa: The Wawa Project is actively moving forward and is still on track for opening in late 2023. As the canopy and store are being constructed residents will see an increase in trucks and construction vehicles in the area.
o Victorian Village: The Victorian Village II project has been delayed for quite some time due to the cost of construction materials. They are beginning to perform more sitework in the preparation of construction and we should have additional information to provide in the coming months.
o Gamburg’s: The Borough has not received any applications pertaining to the Gamburg Property. If an application is received, it will be reviewed by the Planning Commission and the public will have ample time to provide comments and feedback on the project. - APPEALS BOARD APPOINTMENTS – Councilwoman McMenamin stated included in your packet is a memo from Manager Hegele detailing persons wishing to serve on the Property Maintenance Appeals Board and Council will need to make 3 appointments to the board during the voting meeting portion of the agenda. Council agreed on Wayne Hartman, Merrie Keller, and Councilman Myers. This item has been moved to the July 17, 2023, Council meeting Agenda for approval.
- SHADE TREE COMMISSION APPOINTMENTS- Councilwoman McMenamin stated included in your packets is a memo from Manager Hegele detailing persons wishing to serve on the Shade Tree Commission and that Council will need to make 2 appointments to the board during the voting meeting portion of the agenda. Council agreed on Rebecca Dill and Todd A’Harrah. This item has been moved to the July 17, 2023, Council meeting Agenda for approval.
- HISTORIC NOMINATION – CRESSBROOK PROPERTY HEARING ANNOUNCEMENT – Councilwoman McMenamin stated included in your packet is a memo from Manager Hegele containing information on the August 21, 2023, Cressbrook Historic Nomination Hearing. This item has been moved to the July 17, 2023, Council meeting Agenda for approval.

OFFICER’S REPORTS –
- PRESIDENT’S REPORT – President Bollendorf thanked the pool staff for doing a great job as the pool was very crowded over the weekend. President Bollendorf thanked the Fire Marshal, Police, Public Works, and First Responders for their hard work as the Borough got a lot of rain in little bit of time especially Pennypack. He stated a lot of pictures were taken of the property and if anyone has seen them, there should be no reason to second guess the borough’s decision to purchase the property. President Bollendorf thanked all of our volunteers.
- TREASURER’S REPORT – Vice President Stockton stated at the end of June 2023, the amount in all accounts was $4,723,659.63 with interest earned in the amount of $ 6,706.14.
SOLICITOR’S REPORT –
Solicitor Geiser stated we were scheduled to go to the ZHB regarding 14 E. Moreland however she was out of state, so it has been continued until September.
ENGINEER’S REPORT – Engineer Goff gave a presentation on the Borough’s MS4 Program.
Maryann Reamer, 120 Summit Avenue, asked if they we to see illegal discharge, who would handle the situation at the Borough. Engineer Goff stated to contact the Borough and either herself or a member of her staff would come out and test it and the Dep would be notified and get
involved. Mrs. Reamer asked if water coming from a residence for example laundry water would also meet criteria for illicit discharge and Engineer Goff stated yes as it has cleaning agents in it.
Mark Hanesco, 120 Summit Avenue, asked about hose water when washing your car. Engineer Goff stated that you are not allowed to discharge into the storm water system as there are cleaning agents in the soap used to wash the car. - MANAGER’S REPORT – Manager Hegele stated the Insurance Company was out for an annual visit who toured our parks, facilities and met with staff. Manager Hegele stated she is working with the EAC on NWF certification for a few properties in Hatboro. Manager Hegele stated the Zoning Sub-Committee continues to meet monthly and are having very productive discussions with many ideas and input on changes to the Borough’s zoning ordinance. Manager Hegele stated Engineer and herself met with PennDOT to review Phase 2 and Phase 3 plans for Miller Meadow, engineer
working on updates from meeting. Manager Hegele stated the Shade Tree meets tomorrow night.
Manager Hegele stated she attended the ZHB Meeting last week and the applicant for 26 Horsham Road ended testimony and the hearing was closed. She stated the ZHB will issue their decision for the floodplain variance at the August meeting and the matter of 14 E. Moreland, zoning officer appeal was continued to September. Manager Hegele stated we received great news if you remember we were waiting for PECO to give us permission to install a new tap for lights at PP, we received permission then they told us we needed permission from Verizon as the pole was owned by them, we are happy to report we received permission from Verizon. She stated PW is working on ordering the lights and will install, once done then PECO has to come out and energize. No timeline yet on this, stay tuned but as I have been reporting since winter, we will get more lights at PP.
STAFF REPORTS – - POLICE – Chief Gardner thanked ed Henry and Hatboro Little League for their continued support of Officer Allen and his family. Chief Gardner stated that there is a Cruise night this Friday and reminded everyone about the additional traffic. Chief Gardner stated the Car Show is 7/29/23 and the plan remains the same as in previous years and York Road will close around 12:30 – 1:00 P.M.
Chief Gardner stated the second round of stuffed Louies’ has sold out (200 total sold) and thanked everyone for their support as it has raised a couple thousand dollars for the K-9 program and thanked Elm Street for sponsoring. Chief Gardner stated that the PD was awarded a grant for new body cameras, and they have received the first part of it and training was provided today for officers and staff. Chief Gardner stated that National Night Out is August 11, 2023 at Miller Meadow and the Police Department will be there with SWAT Team and K-9 demos. - TAX COLLECTIONS – The tax collectors’ report was submitted electronically.
- PUBLIC WORKS – Manager Hegele stated public Works has been working on several projects that include the traffic garden, t mobile garden and urban planting garden. Manager Hegele stated the rain has made for more work, grass is growing and after each storm manpower has been out right after to clean up and is happy to report on the July 9th rain event, the water came up but receded just as fast, only had a little water in the pump house at the pool, which was a relief, the only water we want in the pool is the kind you swim in. Manager Hegele stated they continue to work in Loller preparing for the relocation of staff back to the building. Manager Hegele stated they are working with UMTPW on new signage along West Monument Avenue for bridge weight and then will begin preparing for the car show.
- DOWNTOWN DEVELOPMENT – Cindy Bollendorf thanked Chamber President Mayor Schultz for helping her with this month’s spotlight which honored the car Shows 30th Anniversary.
- FIRE MARSHAL – Fire Marshal Valesky stated the Fire Marshal’s office has been busy following up and addressing numerous property maintenance complaints and it is that time of year when it is very hot or raining a lot, so the window to cut your grass is small. Please try to stay on top of high grass in between the heat and the storms when possible. With the storms, I am sure everyone has heard by now of the tragic situation in Upper Makefield Township and the historic flooding that took place this last week. I want to remind everyone that flash flooding can happen in an instant, and situations can change very quickly when faced with mother nature. Always have a plan and be aware of your
surroundings. Seek higher ground immediately and the Borough sends their thoughts and prayers to all those affected by this tragedy. I will be beginning business inspections this month and can’t wait to meet all our business owners. As a reminder, inspections are required once every calendar year, are designed to be random at times (unless accommodation is needed), and are in place to ensure that the owner, patrons, and employees are all safe. If anyone has questions, please reach out to Borough Hall, or to me directly. Please remember that addresses need to be clearly visible from the street, and we have a lot of houses and businesses that are missing addresses. Please check to ensure that we can find your house in case of emergency. She stated as always, please feel free to reach out to Borough Hall or me directly should you have any questions or concerns. - FIRE COMPANY – President Ide was absent.
- UNION LIBRARY REPORT – The Library announced all of their upcoming events and you can view these on their website or call the library. They continue to have a large turnout for all of their events.

ACKNOWLEDGE RECEIPT OF REPORTS – Vice President Stockton made a motion to acknowledge the receipt of UMHJSA Minutes, Historical Commission Minutes, Public Works, Fire Marshal, Tax Collector, and Treasurer’s reports. Motion was seconded by Councilman Myers, all ayes. Motion carried 6-0.
APPROVAL OF WARRANT LIST, PAYMENT OF BILLS, MANUAL CHECKS AND TRANSFERS – Councilwoman Shay made a motion to approve Warrant List, Payment of Bills, Manual Checks, and Transfers for the month of July 2023. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.
JUNE 19, 2022, COMMITTEE/COUNCIL MEETING MINUTES – Councilman Myers made a motion to approve the June 19, 2023, Committee/Council meeting Minutes. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 5-0 with 1 abstention.

PUBLIC COMMENT – Karen Shubick, 37 Fulmor Avenue, stated the Station Park trail is not being maintained at the top of the trail. Manager Hegele stated she is aware of that and working with Station Park as the new ownership is denying maintenance responsibility and her last action to be taken will be the District Court but that would prolong it. Linda Clauser, 205 Mill Road, stated after the last storm she is worried about the water as the dumpsters washed up the creek and got caught under the train bridge and asked who will clear that. Manager Hegele stated she has sent pictures to SEPTA, PennDOT, Upper Moreland Township and Robert Bruce Apartments and letters were sent as well asking the apartments to chain the dumpster since it keeps floating down the creek. Ron Battis, 320 W. Moreland Avenue, asked for an update for the Memorial Park Streambank Restoration. Engineer Goff stated she has submitted to DEP, and she is waiting for permit approval.
