June 17, 2024 Committee/Council Meeting Minutes

PRESENT – President Bollendorf, Vice President Reichner, Councilman A’Harrah, Councilwoman Jacobus, Councilman Myers, Councilwoman Shay, Councilwoman Hendrickson, Mayor Schultz, Manager Hegele, Assistant Secretary Derenzis, Chief Ruegg, Fire Marshal Valesky, Fire Company President Brown, Solicitor Geiser, Engineer Goff, Treasurer Smith, and Library Borough Representative Johnson were present.

CALL TO ORDER – President Bollendorf called the June 17, 2024, Committee Meeting to order at 7:00 P.M.

INVOCATION – Mayor Schultz gave the Invocation.

PLEDGE OF ALLEGIANCE – President Bollendorf led the Pledge of Allegiance.

MEETING NOTES – President Bollendorf reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and time allotment.

PUBLIC COMMENT – There was no public comment.

NEW BUSINESS

1) Public Safety Committee
• ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Jacobus stated Included in your packets is the Enterprise Fire Company Expenditure List for the month of May 2024 in the amount of $ 14,611.33. This item has been moved to the June17, 2024 Council Meeting Agenda for consideration.
• BICYCLE LAW DISCUSSION – Councilwoman Jacobus stated The Borough has been receiving many calls and complaints regarding bicycle laws. The Borough recently joined the Partnership TMA of Montgomery County which offers programs and services relating to transportation matters including pedestrian, vehicular, bus, train, bicycle and more. Manager Hegele discussed Pennsylvania’s bicycle laws with representatives from TMA and they advised the Borough to remind residents of the following regulations and tips: a. Anyone under the age of 12 is required to wear a helmet when riding a bicycle. Bicycles are considered vehicles, and they are granted all the rights and responsibilities applicable to the driver of a vehicle. Persons riding bicycles upon a roadway shall not ride more than two abreast (side-by-side), unless on paths or parts of a roadway set aside for exclusive use of bicycles. d. Bike riders are reminded to do the following: I. Obey traffic laws. ii. Obey stop signs and red lights. iii. Never ride against the flow of traffic. iv. Be predictable: v. Ride in a straight line with at least one hand on the handlebars. vi. Check to be sure your path is clear and change direction without swerving. vii. Use hand signals to indicate when you are turning.

2) Finance/Grants Committee
• UNION LIBRARY EXPENDITURE LIST
– Vice President Included in your packets is a copy of the Union Library Expenditure List for the month of June 2024 in the amount of $ 22,122.00. This item has been moved to the June 17, 2024, Council Meeting Agenda for consideration.
• PEDESTRIAN IMPROVEMENT PROJECT PAYMENT #5 – Vice President Reichner stated Included in your packet is a memo from Engineer Goff requesting Payment #5 for the Pedestrian Improvement Project to Marino Corporation in the amount of $ 241,741.90. The amount of $ 18,503.37 is being held for 2% retainage. She also stated she would like to discuss first as there was a question about the work at Williams and York regarding the rusted grates and the rust on the sidewalk. Councilwoman Shay stated that she went out and took pictures last Friday and there is a piece of metal sticking up and stated that it is still rusty (not a rustic look) and the sidewalk in front of Gamburg along with the building is rusty as well from when the contractors cut the grating and have not cleaned the area up. Engineer Goff stated that the contractor informed her that he fixed the piece of metal today, but she has not personally gone out to inspect it and they also told her they would power wash the sidewalk next week. She also stated that the wood planking is only temporary and will be removed and that these items are all punch list items that will be addressed. She also stated that she spoke with the supplier and that the grates only “rusts in the beginning to prevent future rusting” and will make sure there is a warranty on the grates in case there is another issue with rusting in the future. President Bollendorf asked Solicitor Geiser if Council can stipulate the release of the payment order and she stated that in the contract Section 1.08 that payment shall be made for the amount of work actually done and property completed and stated in her opinion if it is not properly completed, the payment can be withheld. President Bollendorf asked for Engineer Goff to get clarification on how they will remediate the items mentioned as it is a spectacular project, except for the rust at York and Williams. Solicitor Geiser stated that cleanup is included in the contract, and she would consider rust staining part of clean up. Council discussed releasing the payment contingent on the punch list items being addressed and resolved. This item has been moved to the June 17, 2024, Council Meeting Agenda for consideration.

• FRIENDS OF CRESSBROOK UPDATE – Councilman A ‘Harrah stated the Friends of Cressbrook met June 4, 2024, and discussed fundraising, the Tannery, and equipment for The Millbrook Society.
• SLOGAN CONTEST RESULTS & SELECTION – Councilman A ‘Harrah stated there were a lot of great entries, but he and Councilwoman Shay chose the new slogan for Hatboro is Visit from the past, Stay for the future. This item has been moved to the June 17, 2024, Council Meeting Agenda for consideration.
• SAVVY CITIZEN PLATFORM DISCUSSION – Councilman A ‘Harrah stated Borough Manager Hegele and some members of Council met representatives from Savvy Citizen at the recent Pennsylvania State Association of Boroughs conference earlier this month. Savvy Citizen is a notification platform that allows the Borough to notify residents via text, email, etc. He stated they will be providing an interactive demo on June 24th so the Borough can see if this is something we are interested in purchasing and the preliminary quote received for this based on our current population is $227 per month.

4) Public Works Committee
•ROAD PAVING DISCUSSION
– Councilwoman Shay stated Included in your packet is a list of roads recommended for paving by Engineer Goff and Council will need to review this list of possible streets and decide on whether you would like Engineer Goff to proceed with preparing a bid package. For 2024, there is $ 241,000.00 available in the Liquid Fuels for the paving, and it was discussed that Oakdale would be base and Jacksonville Road as the alternate for a total cost of $ 190,000.00. 5) Environmental Affairs and Parks
• EAC UPDATE
– Councilman Myers stated that the EAC met on June 3, 2024, and will meet again on July 1, 2024, and discussed the 2025 energy goals. He thanked the EAC and tree tenders for checking on the DCNR grant trees over the weekend. He also stated that the EAC encourages residents to certify their garden with the National Wildlife Federation as we are getting closer to our goal as a community.
• SHARED MANAGER PROGRAM UPDATE – Councilman Myers stated Manager Hegele and Assistant Secretary Derenzis continue to meet with Wilson Engineering for the Shared Energy Manager Program. The most recent meeting covered information on Electric Vehicle Charging for the Borough. Wilson Engineering is working on reviewing the Borough’s current parking ordinance to propose amendments to incorporate locations where EV charging is permissible, incentivize the installation for property owners, and regulate parking spaces containing Chargers. Staff provided Wilson Engineering with the completed fleet study information in May, and they will review the fleet study and provide a guideline for vehicles that may be good candidates for electric replacements in the future.

6) Administration Committee
• MEETING ANNOUNCEMETS
– Councilwoman McMenamin announced the upcoming meetings for the remainder of June and July.
• LAND DEVELOPMENT UPDATE – Councilwoman McMenamin stated CVS the following are the Land Development updates: Property: The CVS Project has begun site work and is preparing to construct the foundation and will be issued their building permit for the new construction at the end of the month). 21-23 & 37 N. York Road (Canalley Property): The project located at 21- 23 and 37 N. York Road was issued preliminary and final land development approvals on March 25, 2024. The developer is still working on the next steps of filing agreements, posting financial security, permit applications, etcetera. We will keep everyone updated regarding the demolition of the property. Victorian Village: They are beginning to perform more sitework in preparation for construction and are currently waiting for their approved permits which should be at the end of the month. Gamburg’s: We will continue to keep everyone updated regarding the sale and proposed use of the property when the time comes.
• ZONING REWRITE UPDATE – Councilwoman McMenamin stated The Planning Commission met on June 11, 2024, to begin their review of the Zoning Rewrite. As you are aware, this rewrite has been in the works since 2021 and is finally at the Planning Commission review stage. Residents are highly encouraged to attend these meetings to provide feedback, comments, and questions. The Planning Commission review process will be lengthy, and we understand residents may not be able to make every meeting. As a result, the Borough created a webpage on the Borough’s website (found under the” about” tab) that will be updated regularly with meeting recaps and copies of presentations/other documents relating to the PC’s discussions. Please note, the meeting recaps do not take the place of Commission minutes nor are they as 3 detailed as meeting minutes. During the June 11th meeting, the Commission focused on reviewing residential zoning in the Borough. They did not complete their review of the residential districts and will be continuing their review of these districts at their next meeting. We will be keeping this item on the agenda as a routine update for council.
• 104 W. LEHMAN AVENUE LAND DEVELOPMENT – Councilwoman McMenamin stated on May 14, 2021, the Planning Commission recommended Council approve the Preliminary/Final Land Development plans for 104 W. Lehman Avenue contingent on the applicant’s compliance with the comments on the review letters from Engineer Goff dated 4/24/24, Borough Planner Kennedy dated 4/17/24, and County Planner Miklos dated 5/14/24. Th property owner flipped the existing single-family dwelling and wishes to subdivide and add another single-family dwelling. Solicitor Geiser is working on the Resolution and if not ready when we send packets out, it will be prior to the meeting. • 100 MEADOWBROOK LAND DEVELOPMENT – Councilwoman McMenamin stated On April 9, 2024, the Planning Commission recommended Council approve the Land Development Plans for 100 Meadowbrook Avenue contingent on the applicant’s compliance with comments on the review letters from Engineer Goff 4/4/24, Borough Planner Kennedy 4/3/24, and County Planner Miklos 4/9/24 and to accept their waiver request by the applicant not to add sidewalk and curb. • STRAWBERRY NAILS PARKING EASEMENT – Councilwoman McMenamin stated on April 9, 2024, the Planning Commission recommended Council approve the Land Development Plans for 100 Meadowbrook Avenue contingent on the applicant’s compliance with comments on the review letters from Engineer Goff 4/4/24, Borough Planner Kennedy 4/3/24, and County Planner Miklos 4/9/24 and to accept their waiver request by the applicant not to add sidewalk and curb. Solicitor Geiser is working on the Resolution and if not ready when we send packets out, it will be prior to the meeting. • EAC APPOINTMENT – Councilwoman McMenamin stated Council will need to appoint a new member to the EAC. The borough has not received any letters of interest yet; however, we are advertising one more time prior to the meeting on Monday. If we receive any letters of interest prior to the meeting on Monday, we will let Council know. If no interest is received, this item will become a vacancy announcement and the voting item will be tabled.
• PARKING COMMISSION APPOINTMENT – Councilwoman McMenamin stated Council will need to appoint a new member to the Parking Commission. The Borough has not received any letters of interest yet; however, we are advertising one more time prior to the meeting on Monday. If we receive any letters of interest prior to the meeting on Monday, we 4 will let Council know. This item was moved to the June 17, 2024, Council meeting Agenda for consideration. If no interest is received, this item will become a vacancy announcement and the voting item will be tabled.
KRIS MCMENAMIN RESIGNATION FROM PLANNING COMMISSION – Councilwoman McMenamin stated Council will have
to accept the resignation of Planning Commission Chair Kris McMenamin due to relocation outside of the Borough. This item was moved to the June 17, 2024, Council meeting Agenda for consideration.
PLANNING COMMISSION APPOINTMENT – Councilwoman McMenamin stated Council will need to appoint a replacement for PC Chair Kris McMenamin. Erin McCuen is interested in this position. Council will need to review her letter of interest and resume and consider appointment during the voting meeting portion of the agenda. This item was moved to the June 17, 2024, Council meeting Agenda for consideration.
CATHY FARNEN RESIGNATION FROM PLANNING COMMISSION – Councilwoman McMenamin stated Cathy Farnen has tendered her resignation from the Planning Commission effective June 2024. As such, the Borough is looking to fill an additional space on the planning commission. Interested parties should send a letter of interest and resume to Borough Manager Hegele. Council will need to accept her resignation from the Planning Commission during the voting meeting portion of the agenda and will need make a new appointment.
PLANNING COMMISSION APPOINTMENT – Councilwoman McMenamin stated Council will need to appoint a replacement for PC Member Cathy Farnen and Gary Blickley is interested in this position. Council will need to review his letter of interest and resume and consider appointment during the voting meeting portion of the agenda. NICOLE MCMENAMIN RESIGNATION FROM BOROUGH COUNCIL – Councilwoman McMenamin stated due to relocating out of Hatboro she will unfortunately have to resign from Borough Council and Council will have to accept her resignation. This item was moved to the June 17, 2024, Council meeting Agenda for consideration.
BOROUGH COUNCIL APPOINTMENT – Councilwoman McMenamin stated Council will need to appoint a replacement for Councilwoman McMenamin. Included in your packet are letters of interest and resumes received to date. This item was moved to the June 17, 2024, Council meeting Agenda for consideration. Once this member is appointed, Mayor Schultz will administer the oath of office during the New Business portion of the agenda and Council will need to reorganize/select a new Pro-Tem following their swearing in. OLD BUSINESS AND UPDATES – There was no old business or updates.

PUBLIC COMMENT – Gary Blickley, 46 Harding Avenue, asked what actions are being taken regarding the bicycles. Councilwoman Jacobus stated the Hatboro PD will be watching and will cite for unlawful behavior and will be educating regarding more laws and rules.

COUNCIL MEETING AGENDA

MAYOR’S REPORT – Mayor Schultz stated the Pedestrian Flashers are great safety for pedestrians/shoppers. Mayor Schultz stated Crusin’ for a Cause/Cruise Night is this Friday rain or shine. Mayor Schultz stated Saturday July 24, 2024, is the 31st Annual Moonlight Memories Car Show. Mayor Schultz congratulated all the 2024 graduates. Mayor Schultz wished all a Happy Father’s Day. Mayor Schultz stated Saturday August 3, 2024, is a Beef and Beer Benefit for Sergeant Bruckner and his family who lost their home and all its contents in a fire. Mayor Schultz thanked the Bray Lodge for hosting the Pancake breakfast fundraiser for the Enterprise Fire Company.

OFFICER’S REPORTS –
PRESIDENT’S REPORT – President Bollendorf stated he attended the Boroughs Association conference in Hershey, and it was good to meet with other Boroughs and share and receive information.
President Bollendorf told everyone to be careful during the heat waves.
President Bollendorf stated wished all a Happy Father’s Day.

TREASURER’S REPORT – treasurer Smith stated that the balance in all accounts for the period ending May 2024 is $ 3,419,805.06 with interest earned in the amount of $ 7,689.29.

SOLICITOR’S REPORT – Solicitor Geiser stated she worked on Resolutions for Land Development items on this evening’s agenda. Solicitor Geiser stated she has been working on and preparing for the several ZHB matters/hearings for June and July. Solicitor Geiser stated she has been working on routine matters with the Borough Manager and staff.

ENGINEER’S REPORT – Engineer Goff stated as discussed earlier, under the Commonwealth and County funded Hatboro Pedestrian Flashers project, RVE is working with the contractor on completing punch list items. Under the Miliner Lofts project (aka the CVS project), RVE has been assisting with construction observation and reviewing submittals and RFIs. Under the 21/23 South York Road Project, RVE submitted their latest review letter in May and a financial security determination earlier this month.

MANAGER’S REPORT – Manager Hegele stated Going to be hot this week, expect large crowds at pool, rules are being strictly enforced, guests need id to enter, if you do not listen or abide by rules you will be asked to leave by staff, if you do not leave then you will be asked to leave by the police. There are no refunds either if you are asked to leave earlier than expected. We have had a few incidents since the pool opened and I want everyone to understand the Borough is not tolerating bad behavior the pool is meant to be a fun, safe environment for all that use it. Manager Hegele stated Heritage tree ordinance – I received a call after midnight last week about some large older mature trees being removed from private property in the Borough. The trees were in the rear yard, so they were not covered under our shade tree ordinance. I reviewed the Borough ordinances to see if we had any recourse to save the trees and unfortunately the only thing I found would not work. We have in the past introduced a Heritage Tree Ordinance a few years back that never made it to a vote. The ordinance was dusted off and sent to the Shade Tree Commission to review and provide comments. The STC was supposed to meet this Wednesday but since it is a holiday we are not sure if they will meet or not. We are working on this and hope to have a recommendation back from the Council in the coming months. Manager Hegele stated Complaint about caterpillars last month. EAC looked at this and have reported back their best assessment of the caterpillar tents at Pennypack is that they contain Eastern tent caterpillars. These can be considered a nuisance species and can be treated with insecticides. In my opinion, having already hatched from the nests and being used as food for birds, nothing should be done with them, as spraying the nests now would likely result in toxic substances being ingested by birds. Additionally, there are only two nests in the area, as opposed to past years when there have been dozens of nests in a small area. Staff and the EAC will continue to monitor this. Manager Hegele stated Gamburg’s Mural – staff is still working on this. It is a challenge in the summer months to get volunteers because of vacations, etc. This has not fallen off our radar and we hope to have something on the boards soon, shooting for Car Show Saturday. Manager Hegele stated PC Meeting – first thank you to Kris McMenamin for this service to this committee. Meetings really went well and ran smoothly equating to getting things done. The PC for Kris last meeting began the formal review of the zoning. As you know, zoning impacts just about everyone who lives, owns property or business in Hatboro. The first meeting we discussed residential zoning. We have been talking about this for two years and it was disappointing to see only 4 people in the room. As a result of low attendance Deena created a webpage on our website that is dedicated to the zoning rewrite, here we will post information as well as materials presented for people to follow along if they cannot attend. The PC will not be meeting in July due to two new members coming on board. Stay tuned for August meeting information in July. Manager Hegele stated Station Park Zoning Matter, they withdrew their application for the Trucking Company, they heard that there was going to be opposition and they did not wish to appear before the zoning hearing board. We have given them 45 days to relocate the trucking company. There are still additional hearings coming up in July, one on July 8th for a variance for another automotive leasing company and a variance for an indoor pickle ball courts on July 17th as well as the remand for the matter of 26 Horsham Road. Manager Hegele stated PP Community Garden is growing nicely, thanks to all the volunteers. Kelly A ‘Harrah has been handling and coordinating this with probably some help from Todd. Looks like they are growing beans, herbs, and other vegetables. Thank you to everyone that stepped up this year to keep this garden growing. Having planted my garden this weekend and doing it all myself, boy it is hard work, I am still feeling it today. Manager Hegele stated the PP Steering Committee held their last meeting. Thank you to the committee for all their work with the county and borough to put together a plan for the property. This plan is on target to be presented, first view at the July council meeting. We hope to show this plan a few times before formal adoption. We realize in the summer meeting attendance is lighter and want to give the public more than one opportunity to see the plan. Once it is shown in July, we will post on our website for all to review.

STAFF REPORTS –
•POLICE
– Manager Hegele stated the PD started doing overtime shifts for juvenile activity especially the bikes. (Only one so far and Chief Ruegg will have statistics for the next meetings regarding number of juvenile arrests/citations/youth aid panel referrals we have had over the past few months). Manager Hegele stated the Chief has implemented weekly checks (Sunday mornings) of all Borough owned parking lots and properties for abandoned vehicles/ illegally parked vehicles. Manager Hegele stated this past Sunday – 7 vehicles were tagged abandoned on borough property and two license plates were seized because they were displayed on vehicles they were not assigned to. Manager Hegele stated that the Occupant Protection Detail (seat belt) 5/17 through 6/6 statistics are 16 Hours Total with 23 traffic stops and 24 citations issued. Manager Hegele stated the CRIMEWATCH is up and running and has already helped solve a recent case and please encourage all residents to sign up at ww.hatboropolice.org. Manager Hegele stated any questions regarding the homicide can be directed to the DA’s office.

TAX COLLECTIONS – The tax collectors’ report was submitted electronically.

PUBLIC WORKS – Manager Hegele stated Storm Damage – Trees down, cleaned up from parks, parking lots and roadways. If residents have debris from storm damage, they can put it out and PW will take it as we waive the regulations when after storms where we see damage like we did. Manager Hegele stated thank you to the tree tenders for mulching the trees in various locations, PW will be taking the remaining mulch on Wednesday and spreading at Borough facilities. Manager Hegele stated the new mural has been painted at the pool on the main facility and it looks great, thank you to Melissa Metzgar for her time on this. Manager Hegele stated PW out very early in the am painting lines, it is the best time to do this due to traffic and safety for our staff. Manager Hegele stated PW observed homemade signs for Geese Crossing on Horsham Road that were put up by persons unknown. The Borough would like to install official courtesy signs as well but have not found a suitable location to install them and we must be careful when installing courtesy signs that we do not minimize the legal signs necessary. Manager Hegele stated she is working with PennDOT on various complaints, one is at the LL field at the corner of BM and CL, not Hatboro but in the right of way on our property and PennDOT supposed to be out overnight tonight repairing. Manager Hegele stated there was an issue at pool with drain, loss of water but fortunately it was caught in time before damage to motors and filtration system. Special rules were put into effect on Sunday and again today until the levels are back to normal and the PW Foreman, pool manager and herself felt it was best to restrict some activities vs. closing.

DOWNTOWN DEVELOPMENT – Cindy Bollendorf stated she wanted to give a brief update regarding 133 S. York Road which was Mr. Wish but in the winter this location did not do as well as the property owners other location so they deiced to go to the Warminster location and found a new tenant which will be The Greek Korner. The new owner stated he was hoping to open in late July or early August.

FIRE MARSHAL – Manager Hegele stated for the month of May Fire Marshal Valesky completed the following: Property Maintenance Breakdown: 4 Work w/o permit complaints, 0 Unregistered rental complaints, 0 Unregistered business complaints, 21 Grass/tree/overgrowth complaints, 5 Safety/Fire complaints (water issues, sink hole, hoarding), 5 Misc. Complaints (parking issues, trucks idling, trash pile)She stated we are currently working on some problem properties within the Borough. We are following the necessary legal channels by sending notices first prior to exploring our next options. If you have an issue with a specific property in the Borough, please reach out. Manager Hegele stated Residents are reminded that permits are required for different types of work and if you aren’t sure if you need a permit, please call, or stop down at the office to check. Work completed without permits is subject to double fees, including dumpsters with no permits. May fire calls included: an investigation for odor of smoke in the home, an investigation for odor of smoke outside, and 2 oven fires, and one trash can fire. A reminder to never overload power strips and make sure they are not under carpets, beds, or other items. One oven fire was caused by items being stored on top of the oven and the other was caused by items stored inside the oven. You should keep all combustible material away from your stove and it should never be stored on or inside your stove. June recap: For June, I’ve responded to two fire calls relating to the storm on Friday (flag day). I attended the monthly EMC meeting from the county and the Eastern Montgomery County Meeting, as well as the EDITS meeting. I finished up an 80-hour fire investigator class at the Lower Bucks training facility. The Borough is pleased to work with the Red Cross to offer free smoke alarm installations and any resident needing detectors should reach out to the office. We also handed out over 100 pet safety stickers and those will continue to be available at Borough Hall. We will also be working on the Vial of Life program so stay tuned for that. Just as an FYI, the Borough offers a special needs/special assistance registry. Anyone can register any special notes, such as usage of oxygen, difficulty getting around, etc. The information is kept confidential but is to assist first responders in the event of an emergency. My safety message for June is Hatboro allows the use of fire pits, if you burn materials in accordance with manufacturer’s recommendations (no yard waste, paper, trash, etc.) Keep fire pits and other outdoor fires at least 10 ft from your home. With July 4th approaching, please be mindful of fireworks laws. Residents are reminded that my contact information is listed on our webpage, or you can call down to Borough Hall to get my email and phone number if anyone has any questions, issues, or concerns.

UNION LIBRARY REPORT – Borough Representative Johnson stated there are 52 new members, they have received 146 new books, held 24 programs, and total circulation of checked out items was 2, 368 since May 1, 2024. Borough Representative Johnson stated Director Law visited all the Hatboro Horsham schools to give a presentation which resulted in new memberships and 5 volunteers. Borough Representative Johnson stated the summer reading program started June 17th. Borough Representative Johnson announced the summer hours and closures. Borough Representative Johnson announced the upcoming programs.

ACKNOWLEDGE RECEIPT OF REPORTS – Councilman A’Harrah made a motion to acknowledge the receipt of Public Works, Fire Marshal, Tax Collectors, Treasurer’s Reports, Shade Tree Commission Minutes, EAC Minutes, and UMHJSA Minutes. Motion was seconded by Councilwoman Shay, motion carried 7-0.

APPROVAL OF WARRANT LIST, PAYMENT OF BILLS, MANUAL CHECKS AND TRANSFERS – Councilwoman McMenamin made a motion to approve Warrant List, Payment of Bills, Manual Checks, and Transfers for the month of June 2024. Motion was seconded by Councilwoman Reichner., all ayes. Motion carried 7-0.

MAY 20, 2024, COUNCIL MEETING MINUTES – Vice President Reichner made a motion to approve the May 20, 2024, Council Meeting Minutes. Motion was seconded by Councilman Myers, all ayes. Motion carried 7-0.

ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilman Myers made a motion to approve the Enterprise Fire Company Expenditure List for the month of May 2024 in the amount of $ 14,611.33. Motion was seconded by Councilwoman Jacobus, all ayes. Motion carried 7-0.

UNION LIBRARY EXPENDITURE LIST – Councilwoman Shay made a motion to approve the Union Library Expenditure List for the month of June 2024 in the amount if $ 22,122.00. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0 with 1 abstention.

PEDESTRIAN IMPROVEMENT PROJECT PAYMENT #5 – Councilwoman Jacobus made a motion to approve payment #5 for the Pedestrian Flasher Project to Marino Corporation on the amount of $ 241,741.90 contingent on all punch list items to be remediated. Motion was seconded by Vice President Reichner, all ayes. Motin carried 7-0.

HATBORO SLOGAN SELECTION – Councilwoman Jacobus made a motion to approve the official slogan for the Borough of Hatboro which is “Visit the Past, stay for the future.” Motion was seconded by Councilman A ‘Harrah, all ayes. Moton carried 7-0.

2024 ROAD PAVING – Councilwoman Shay made a motion to authorize Engineer Goff to begin preparing bid documents for the 2024 Road Paving Program to pave Oakdale Avenue as the base and Jacksonville Road as the alternate. Motion was seconded by Councilwoman Jacobus, all ayes. Moton carried 7-0.

104 W. LEHMAN AVENUE WAIVER REQUEST – Councilwoman Jacobus made a motion to accept the 1 waiver request for 104 W. Lehman Avenue Land Development. Motion was seconded by Vice President Reichner, all ayes. Motion carried 7-0.

104 W. LEHMAN LAND DEVELOPMENT – Councilwoman Shay made a motion to approve Resolution 2024-31, approving the minor Land Development for 104 W. Lehman Avenue. Motion was seconded by Councilwoman Jacobus, all ayes. Motion carried 7-0.

100 MEADOWBROOK AVENUE WAIVER REQUEST – Vice President Reichner made a motion to accept the waiver request for 100 Meadowbrook Avenue to not install SW and curb. Motion was seconded by Councilman Myers, all ayes. Motion carried 7-0.


100 MEADOWBROOK LAND DEVELOPMENT – Councilwoman Shay made a motion to approve Resolution 2024-32, approving the minor land development for 100 Meadowbrook Avenue. Motion was seconded by Councilman A ‘Harrah, all ayes. Motion carried 7-0.

STRAWBERRY NAILS PARKING EASEMENT – This item was tabled.

ACCEPTANCE OF KRIS MCMENAMIN RESIGNATION – Councilwoman Jacobus made a motion to accept the resignation of Kris McMenamin from the Planning Commission. Motion was seconded by Councilman Myers, all ayes., Motion carried 6-0 with 1 abstention.

APPOINTMENT TO PLANNING COMMISSION – Councilwoman Jacobus made a motion to appoint Erin McCuen to the Planning Commission. Motion was seconded by Councilwoman McMenamin, all ayes. Moton carried 7-0.

ACCEPTANCE OF CATHY FARNEN RESIGNATION – Councilwoman Shay made a motion to accept the resignation of Cathy Farnen from the Planning Commission. Motion was seconded by Vice President Reichner, all ayes. Motion carried 7-0.

APPOINTMENT TO PLANNING COMMISSION – Councilman A ‘Harrah made a motion to appoint Gary Blickley to the Planning Commission. Motion was seconded by Councilwoman Shay, all ayes. Motion carried 7-0.

NEW BUSINESS

OATH OF OFFICE FOR NEW COUNCIL PERSON – Mayor Schulz administered the Oath of Office to Jennifer Hendrickson as Councilperson for the Borough of Hatboro.

BOROUGH COUNCIL REORGANIZATION – Councilwoman Reichner made a motion to appoint Councilman Myers to the position of Council Pro-Tem. Motion was seconded by Councilwoman Jacobus, all ayes. Motion carried 6-0 with 1 abstention.

PUBLIC COMMENT – There was no public comment.

ADJOURNMENT – Councilman Myers made a motion to adjourn the June 17, 2024, Council Meeting. Motion was seconded by Vice President Reichner, all ayes. Motion carried 7-0. President Bollendorf adjourned the June 17, 2024, Council Meeting at 8:18 P.M.
