1. Public Safety Committee
ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Jacobus stated staff has not yet received the Enterprise Fire Company Expenditure List for this month. EFC President, Pete Croak, indicated that the Fire Company is working on preparing the list and will send over to staff once it is ready. Staff placed this item on the agenda as a placeholder for the March 24, 2025, voting meeting.
2. Finance/Grants Committee
WAWA LINE OF CREDIT – Councilman Myers stated The Developer for Wawa, Verrichia Company, has not paid escrow invoices owed to the Borough in quite some time. To date, they owe the Borough $11,852.89 in past due escrow. The Borough would like to pursue the developer’s line of credit to receive payment for these items as we did in 2023 to obtain payment for the outstanding balance. Once authorized by Borough Council, Manager Hegele, and Solicitor Geiser will work with the Developer’s financial institution to obtain payment. This item will be on the March 24, 2025, voting meeting agenda for consideration.
2025 FEE SCHEDULE AMENDMENT (2025 POOL FEES) – Councilman Myers stated Pool Committee met on March 6, 2025, to discuss items for the upcoming season. The Committee is expecting higher costs for chemicals and maintenance of the pool for the 2025 season. In addition to these expenses, the job market for lifeguards and front desk staff has become increasingly competitive. Lifeguards are essential to the operation of the pool and the Pool Committee wishes to attract responsible, qualified employees to work for the pool this season that will continue to provide the highest quality services to members and patrons. Many other pools are increasing pay for their lifeguards to $15.00 per hour and paying their front desk staff more than minimum wage. The Pool Committee is recommending that the Borough follow suit to ensure that we have adequate staff hired for the 2025 season. If the Borough cannot attract enough lifeguards and front desk employees to work, the Borough runs the risk of needing to limit operating hours at the facility which we want to avoid at all costs. These increased rates will help ensure that expenses for the 2025 season are fully covered. The Borough hopes that expected expenditures come in lower than anticipated to allow the pool to save additional funds to contribute towards the upcoming Feasibility Study. 3. Community Outreach & Events Committee
UPCOMING EVENTS – Councilman Hoover stated he following events are taking place in Hatboro over the next month:
• College Prep Night – Wednesday, March 13, 2025, from 7 PM to 8 PM: State Representative Guenst, Senator Maria Collett and State Representative Melissa Cerrato are hosting a College Prep Night for families and children who are considering higher education for their future on Thursday, March 13, 2025, beginning at 7:00 PM. This event will be taking place at Simmons Elementary, 411 Babylon Road, Horsham, PA 19044. This event will have representatives from PA Higher Education Assistance Agency (PHEAA) and PA Department of Treasury – discussing such topics as Scholarships, PA 529 Savings Plan, Financial Aid, FAFSA, and more. This event is FREE for families with kids of all ages – not just high schoolers. It’s never too early to start planning for your child’s educational future! NEW BUSINESSES – Councilman Hoover stated On February 22, 2025, the Borough, Mayor Schultz, Chamber of Commerce, State Rep. Nancy Guenst, and Senator Maria Colette officially welcomed the Greek Korner to the Borough of Hatboro!!! Head down to 133 S. York Road from 11 A.M. until 7:00 P.M. and try out their tasty Greek food. We are thrilled to have them as part of our community and thank them for choosing Hatboro as their home!
HATBORO ROTARY MURAL DISCUSSION – Councilman Hoover stated The Hatboro Rotary has an interest in installing a mural at the bridge on York Horsham Roads. The Rotary reached out to PennDOT and received a copy of their information packet for installing murals on one of their rights-of-way. The Rotary would be doing the legwork and installation, but the Borough would need to sign off on approval of the project and have plans in place for 3 upkeep (graffiti removal) and for the logistics of the installation such as handling foot traffic. Included in your packet is a copy of an email from the Hatboro Rotary formally requesting Council review this request. this item will be on the March 24, 2025, voting meeting agenda for consideration.
HATBORO ROTARY LOBSTER POT – Councilman Hoover stated Included in your packet is a copy of a special event request for the annual Hatboro Rotary Lobster Pot event. This event is proposed for Saturday, September 6, 2025, in Memorial Park. The Rotary is also requesting an alcohol waiver for the duration of the event. These items will be placed on the March 24, 2025, voting meeting agenda for consideration.
4. Public Works Committee
ROAD RESTORATION ORDINANCE – Councilwoman Jacobus stated Engineer MacNair has been working on a proposed amendment to the Borough’s Road Restoration Ordinance. This ordinance regulates repairs utility companies are responsible for performing in the event they open a street for work to their infrastructure. Manager Hegele will work with Engineer MacNair and Solicitor Geiser to prepare a draft amendment for Council’s review.
2025 ROAD PAVING – Councilwoman Jacobus stated The Borough is beginning the process for 2025 Road Paving sooner than usual to obtain better prices. Engineer MacNair is working with Manager Hegele and Foreman Young to determine a list of proposed roads for 2025. Once this list is prepared, Engineer MacNair will work on preparing estimates for Council’s review.
2025 HAZARDOUS WASTE EVENT ANNOUNCEMENTS – Councilwoman Jacobus stated Each year Montgomery County hosts hazardous waste collection events throughout the county. These events are free for residents to attend and require pre-registration. The County released the 2025 dates at the end of February. A copy of the official flyer is included in packets and the information is available on the Public Works area of the Borough’s website.
5. Environmental Affairs & Parks Committee
EAC UPDATE – Councilwoman Hendrickson stated e Environmental Advisory Council met on Monday, March 3, 2025, and discussed items including the upcoming Earth Day event, future speaker/workshop topics, the possibility of live-streaming EAC meetings, their 2024 annual report, recycling challenges, and a possible no-mow may initiative in 2026.
BIRD TOWN RESOLUTION – Councilwoman Hendrickson stated At the February 24, 2025, meeting, Council approved the Borough’s participation in the Bird Town Initiative. As a part of the Borough’s participation, Borough Council needs to enact a resolution memorializing participation in the Bird Town Committee. Included in your packet is a copy of a sample resolution. We are asking Borough Council to consider adopting this resolution at the March 24, 2025, voting meeting.
BIRD TOWN COMMITTEE APPOINTMENTS – Councilwoman Hendrickson state as a part of the Borough’s participation, the Borough needs to establish a Bird Town Committee. Manager Hegele has received numerous letters of interest from residents who wish to volunteer for this initiative. The following residents are interested in volunteering: Mike Williams, Ray Byrnes, Rita Hartman, and Kate Kollar. These appointments will be on the March 24, 2025, voting meeting for consideration.
MILLER MEADOW MAINTENANCE – Councilwoman Hendrickson stated Land Stewards, the company who performed the Mugwort removal in Miller Meadow, has inquired about meadow management in the area. They are in the process of cutting some of their other managed meadows and would like to see if Borough Council is interested in contracting these services. Manager Hegele is currently waiting on an updated proposal which will include training for Public Works Staff and will provide to Borough Council once obtained. This item is a placeholder should a proposal be received 2 prior to the March 24th voting meeting.
POOL SLIDE DISCUSSION – Councilwoman Hendrickson stated The Pool Committee met on March 6, 2025, to review items for the upcoming season in addition to the proposed replacement slide. Assistant Secretary DeRenzis and Foreman Young have been working with the slide vendor, Vortex, on updated quotes and information which are included in your packet for review. A summary of the information received is below: • A rendering of the proposed slide is included in your packet and will also be shown on the screen for the public. • In 2022, the Borough obtained a quote for a slide identical to the current slide. The cost of this equipment without installation was $185,000. • The Borough revisited the slide project in early 2024 and obtained an updated quote for the equipment spec’d in 2022. Council authorized the purchase of the slide in the amount of $153,000 contingent on whether the slide would fit into the existing footprint. At the time, staff was also still working to determine any additional expenses for the slide outside of the equipment and public works labor. After the original purchase was approved, Staff learned that the vendor did not offer installation services and would have required Public Works to perform the installation OR, the Borough would need to publicly bid for the installation services. Public Works is unfortunately not permitted to perform the installation of the slide for liability reasons meaning the installation needs to be performed by a third-party vendor. Staff researched installation companies as well as reached out to various aquatic contacts and could not get a company to provide us with a quote for installation. • Staff went back to the drawing board in the Summer of 2024 and found a company called Vortex who manufactures commercial grade waterslides and has an installation company contracted for its equipment. Staff worked with Vortex to obtain a new design and quote for a slide like what we have now. • Costs for equipment and labor have gone up significantly in the last year. The breakdown of the costs for the new proposed slide are as follows: o Slide Structure: $140,569.00 o Slide Installation: $61,3000.00. As a reminder, Public Works is not permitted to install the slide structure for liability reasons. o Demolition of the current slide would be performed by Public Works. o Expansion of the pool decking to accommodate the new structure would be performed by Public Works. • The Pool Committee is recommending a red flume like our current slide. There are also two different options for the stair structure of the slide each of these options impacts the cost of the equipment. o Galvanized Metal Stairs: This is the cheaper option for a total of $201,869.00 (figures above) o Baked Metal Stairs: This is the more expensive option for a total of $219,005.00 o Foreman Young indicated that the baked metal is treated and looks nicer and is recommending that the Borough proceed with that option. The Borough did explore cheaper options for the slide in addition to the proposed design. Included in your packet are alternative options and the price for the actual slides themselves. Please note, these amounts are for the equipment only and do not include costs for labor, underground piping, any pump updates needed, etc.

Vortex Slides is a COSTARS vendor and is one of the only slide manufacturers in the market today. The Borough reached out to Quakertown Community Pool who recently installed a new slide at their facility. They indicated that they partnered with Vortex for their equipment and are incredibly pleased with the quality of the equipment as are visitors of their facility. Staff is asking Council to review this updated information in depth and determine if this is something you would like to proceed further with. If Council is interested in proceeding with this project, staff would need to issue a purchase order for the manufacturing of the slide and would need to be placed on the installer’s schedule for late fall 2025 to have a new slide in place for summer 2026. If you have any questions, please reach out to Manager Hegele, Assistant Secretary DeRenzis, or Foreman Young. President Bollendorf stated that they would need to revote on the slide and Manager Hegele stated that they cannot replace without the steps and DCNR will do grants, but we still need feasibility study and can reach out to third party for timeline and can apply in 2026 or feasible study and the slide in 2027. President Bollendorf asked if Foreman Young would be comfortable with another 2-3 more years out of the current slide and suggested kicking it back to the pool committee and get a survey if a slide is wanted and maybe switch the fees around, He also stated would like a pool meeting before the summer and a splash pad estimate for the pool.
2025 POOL MEMBER SHIP SALE ANNOUNCEMENT – Councilwoman Hendrickson stated The Borough of Hatboro will begin selling Pool Memberships on Monday, April 7, 2025. Please be on the lookout for the 2025 Membership Brochure and information! Memberships will be on-sale Monday through Friday from 7 AM to 4:30 PM. Memberships will also be on-sale during Community Day on Saturday, May 17th!
2025 LIFEGUARD ANNOUNCEMENT – Councilwoman Hendrickson stated The Borough is seeking lifeguards for the 2025 Pool Season. If you or someone you know is interested in lifeguarding, please contact Borough Hall at 215-443-9100 for an application.
EAC APPOINTMENT – Councilwoman Hendrickson stated included in your packet is a letter of interest from resident Cole Woodson who is interested in serving on the Environmental Advisory Council. Cole is a long-time member of the Historical Commission and served on the Zoning Sub Committee. If Council would like to make this appointment, staff will place this item on the March 24, 2025, voting meeting agenda for consideration

LAND DEVELOPMENT UPDATE – Vice President Reichner stated CVS Property:
Construction at 24-28 S. York Road continues to progress. Borough Council approved a field change to the original site plans at the February 24, 2025, meeting that will permit the conversion of the step-back area into two usable balconies. The developer is hoping to have the building open for residents in late Summer 2025.
21-23 & 37 N. York Road (Canalley Property): The building code official has reviewed the developer’s demolition permit. The Borough is currently waiting for the developer to pick up and pay for the demo permit. Once the Borough receives information on their proposed demolition date, we will release this information to residents and business owners. The developer is also working to prepare the final land development plans and agreements with the Engineer and Solicitor.
Victorian Village: Construction on Victorian Village continues as scheduled.
Gamburg’s: The Borough does not have any updates regarding proposed land development applications or projects for the Gamburg’s property.
2 • 4 Home Road – The property owner was issued construction permits for the construction of a two-story single-family home.
PSAB CONFERENCE/VOTING DELEGATES – Vice President Reichner stated – The annual Pennsylvania State Association of Boroughs is hosting their annual conference from June 1-4. Each year, PSAB requests that each attending municipality appoint a voting delegate that will represent the community in the electing officers of PSAB and voting on proposed resolutions/policies. This voting delegate must be approved no later than May 14, 2025. As in years’ past, Manager Hegele is attending this conference and can serve as the voting delegate for the Borough. This item will be moved to the March 24, 2025, voting meeting agenda for consideration.
OPEN RECORDS POLICY – Vice President Reichner stated Manager Hegele has received information from Solicitor Kilkenny’s Office recommending their clients update their Open Records Policies to address anonymous requests. Manager Hegele is requesting that Borough Council direct staff and Solicitor Geiser to prepare an amendment to the Borough’s open records policy in accordance with this recommendation. Manager Hegele can provide additional information on this item. This item will be on the March 24, 2025, voting meeting for consideration.
HISTORICAL COMMISSION ORDINANCE AMENDMENT – Vice President Reichner stated In the fall of 2024, Borough Council authorized staff to begin working with Solicitor Geiser on an amendment to the Historical Commission Ordinance. The Commission has had difficulty meeting the last few months as they have not been able to achieve a quorum. This ordinance would allow the Borough Historian to serve as an alternate on the Commission in the event the Commission does not have a quorum. Staff has placed this item on the agenda as a placeholder and hopes to have a draft amendment for Council’s review at the March 24th voting meeting. Kelly A ‘Harrah, 145 W. Lehman Avenue, asked if all meetings were going to be livestreamed and asked it pool and Pennypack meetings are public, and Manager Hegele stated that all staff needs to be trained to stream and depends on the availability of staffing. She also recommended all people for the Bird town Committee.
Gary Blickley 46 Harding Avenue, asked about the Open Records changes and manager Hegele stated its regarding Ai requests / Anon requests and Solicitor Geiser stated that appeals and AI requests are received by state off open records and making sure they are actual people making requests.
