CALL TO ORDER – President Bollendorf called the March 11, 2024, Committee Meeting to order at 7:00 P.M.
PLEDGE OF ALLEGIANCE – The Pledge of Allegiance was led by Deputy Chief Ruegg.
POLICE CHIEF CONTRACT – Councilwoman Jacobus made a motion to approve the labor contract for Chief Ruegg. Motion was seconded by Councilwoman Shay, all ayes. Motion carried 7-0.
APPOINTMENT OF CHIEF OF POLICE – Councilman Myers made a motion to appoint Mark Ruegg to the position of Chief of Police. Motion was seconded by Vice President Stockton, all ayes. Motion carried 7-0.
SWEARING IN OF POLICE CHIEFF RUEGG – Mayor Schultz swore in Mark Ruegg to the position of Chief of Police for the Borough of Hatboro.
ACCEPTANCE OF RESIGNATION – VICE PRESIDENT STOCKTON – President Bollendorf announced the resignation of Vice President Stockton and stated anyone interested in serving on Council can email their resumes to Manager Hegele by the end of the business day March 21, 2024. This item was moved to the March 25, 2024, Council Agenda Meeting for approval.

NEW BUSINESS
1.Public Safety Committee
•ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Jacobus stated the Borough received the Fire Company Expenditure list this morning for the month of February in the amount of $ 11,969.31. This item was moved to the March 25, 2024, Council Meeting Agenda for approval.
•POLICE STATION HVAC– Councilwoman Jacobus stated included in your packet is a proposal from Engineer Goff regarding the Professional Engineering Services for the Preparation of Bid Documents for HVAC Service Contract for the Hatboro Police Department in the amount of $15,155.00. Engineer Goff is available if Council has any questions. This item was moved to the March 25, 2024, Council Meeting Agenda for approval. Councilwoman Jacobus stated she received a memo prior to the meeting from Chief Ruegg stated that 6 mobile recorders were installed last Thursday, and all cars were in service as of last Friday. She also stated this was possible due to a no match grant that was received in 2023 for the Hatboro Police Department.
2.Finance/Grants Committee
•UNION LIBRARY EXPENDITURE LIST – Vice President Stockton stated included in your packet is a copy of the Union Library Expenditure List for the months of January through March 2024 in the amount of $60,373.30. This item was moved to the March 25, 2024, Council Meeting Agenda for approval.
•FEE SCHEDULE AMENDMENT (PERMIT FEES) – Vice President Stockton stated Over the last month, the Building Code official encountered a few issues with permit holders as follows: • There have been permit holders who call for inspections that are not yet ready for these inspections. Many municipalities charge for UCC inspections to ensure that permit holders are only calling the BCO when they are 100% ready for these inspections. • There is currently a permit that has expired without work being fully completed. The permit holder would like to renew this this permit in order to close out the remainder of the job. The Borough does not have a renewal fee in our fee schedule or any provisions on how these fees are calculated. The Building Code Official is recommending the following be added to the fee schedule per the above items: • Residential Reinspection Fee: $100.00 per inspection • Commercial Reinspection Fee: $125.00 per inspection • Expired Permit Renewal Fee: Calculated at 50% of the original permit fee. If Council is agreeable to these fees, staff will prepare an amendment to the fee schedule for the March 25th Council Meeting. •PEDESTRIAN FLASHER PROJECT PAYMENT #2 – Vice President Stockton stated included in your packet is a memo from Engineer Goff recommending payment #2 for the Pedestrian Improvement Project to Marino Corporation in the amount of $333,070.51. This item was moved to the March 25, 2024, Council Meeting Agenda for approval.
•PEDESTRIAN FLASHER PROJECT CHANGE ORDER #1 – Vice President Stockton stated Included in your packet is a memo from Engineer Goff requesting Change Order #1 for the Pedestrian Flasher Project in the amount of $52,740.00. This change order reflects adjustments to the scope of work being performed by Marino Corporation. The additional work is necessary as a result of utility conflicts at the Summit & York Intersection. Engineer Goff also recommends that the contract time be extended to 7/10/2024. The extension is necessary in order to accommodate the long lead times on materials and because the project was initially issued a limited notice to proceed. This item was moved to the March 25, 2024, Council Meeting Agenda for approval.
•COVID-19 FACILITIES GRANT AUTHORIZATION FOR SUBMISSION – Vice President Stockton stated Engineer Goff is requesting Borough Council formally authorize the submission for the COVID-19 Facilities Grant applications for the Borough Hall Window Projects and the Pennypack HVAC Project. These were previously discussed at a former council meeting; however, Engineer Goff will have estimates for the grant requests at the end of the month. This item was moved to the March 25, 2024, Council Meeting Agenda for approval.
•DEAN COMMUNITY FUNDING GRANT DISCUSSION – Vice President Stockton stated Congresswoman Madeleine Dean has announced the Fiscal Year 2025 Community Project Funding Program. This program funds projects that benefit community spaces and does not have a match requirement. The Parks Committee is recommending that the Borough apply to this funding for upgrades to the Pool Facility including family changing facilities and accessibility upgrades within the pool house. This item was moved to the March 25, 2024, Council Meeting Agenda for approval.
•KEEP IT SAFE PENNYPACK GRANT– Vice President Stockton stated Staff is currently working on applying for funds from the Keep It Safe program for a youth/family mental health awareness event at Pennypack. This program provides up to $5,000 in funding to hold an event aimed at improving mental health in local youth. Staff are applying for an art therapy class at Pennypack. If funds are awarded, the class would be scheduled between March 22, 2024, and June 15, 2024. This is a no match grant and will cover all costs associated with the event (up to $5,000).
3.Community Outreach & Events Committee
•BUSINESS RECOGNITION – LEWIS PAINT STORE – This was moved to the March 25, 2024 Council Meeting due to technical difficulties.
•UPCOMING EVENTS – Councilwoman Reichner stated join us Saturday, March 24th from 12-2 PM along the York Road Business District for the Hatboro Spring Egg Stroll organized by the Hatboro Chamber of Commerce.
•NEW BUSINESS – Councilwoman Reichner stated we have two new businesses: Lilitz Bakery – 37 S. York Road – Pastry Shop where you can eat or take out! Their Grand Opening was this past Saturday and are still working on their website so stop in and check out their pastries! This was vacant and unmaintained for some time, so we thank the business owner for all of the TLC they put into it. They did a great job! • Moonlight Cracker Company –located at 220 Jacksonville Road UNIT A (inside C&L Rivet) This business will be baking and packaging gourmet small batch Authentic Oyster Crackers. •FRIENDS OF CRESSBROOK UPDATE – Councilwoman Reichner stated the Friends of Cressbrook met on March 5, 2024, to discuss the October fundraising event at Cressbrook, possible mural, and possible archeological dig onsite. Their next meeting will be Tuesday April 2, 2024.
4)Public Works Committee
•HIRING UPDATE – Councilwoman Shay stated the Borough is currently accepting applications for a Full-Time Employee for our Public Works Department. Anyone interested in this position can drop off an application in person or mail one in to 414 S. 5)Facilities
•FACILITIES UPDATE – Councilwoman Shay stated the Facilities Committee continues to coordinate events and programming at the Pennypack Facility. Over the last few weeks, the facility has hosted the Boy Scout Pinewood Derby, the Hatboro Horsham Color Guard, Montgomery County Department of Health, and Human Services and more. The Facilities Committee will be hosting a plethora of educational events at Pennypack over the last month including an Adult Driving Refresher Class on Wednesday, March 13th rom 10 AM – 11 AM b. Dog License event on Friday, March 15th from 2 PM to 4 PM, c. Zero Waste Living Event on Wednesday, April 3rd from 6 PM to 8 PM d. Teen Driver Presentation on Thursday, April 18th from 5 PM to 6 PM.

Environmental Affairs & Parks Committee
•EAC UPDATE – Councilman Myers stated the EAC met on March 4th, 2024, where they welcomed and introduced a new member and nominated and elected a secretary. They also discussed the Borough trash survey, goals for 2024, training opportunities, upcoming events, and continued planning for their upcoming Earth Day event, which is Saturday April 13, 2024, so please save the date and stay tuned for more information!!
•PENNYPACK STEERING COMMITTEE UPDATE – Councilman Myers stated the Pennypack Steering Committee will be meeting with the County at the end of April to review a draft plan for the property. This plan has been worked on by the County for a few months utilizing input collected from the Committee and the public workshop. Councilman Myers will provide more information.
•SHARED ENERGY MANAGER PROGRAM UPDATE – Councilman Myers stated On Monday, February 26th, Manager Hegele, and Assistant Secretary DeRenzis met with Wilson Engineering Services to kick-off the Shared Energy Manager Program. This program provides technical support to participating municipalities to conduct studies and reviews of energy consumption in order to create a plan for green improvements and initiatives. After reviewing the Borough’s goals for this program, Wilson Engineering determined that the following topics would be the best use of the Borough’s grant resources: • Working with PA Solar Center on Solar Feasibility • Review of the Borough’s Electric Vehicle Charging Requirements to develop an ordinance regulating these amenities. • Conduct a fleet study of the Borough’s vehicles to determine goals, timelines, and feasibility of transitioning to electric/hybrid vehicles. 2 • Conduct Benchmarking of Borough buildings • Conduct Energy Audits of Borough buildings that have not been conducted yet. Updates will be provided on these projects as they progress.
•POOL MURAL DISCUSSION – Councilman Myers stated Young Rembrandts would like to paint a mural on the side of the pool house and snack stand. A copy of the proposed design is included in your packets for review. Council will need to approve the painting of the murals at the facility and approve the proposed design. The Borough is also working with Young Rembrandts for a mural on Gamburgs as well. We received permission from Gamburgs to paint. Once a design is prepared, we will provide this information to Council.
•EAC REPORT APPROVAL – Councilman Myers stated Included in your packet is a copy of the EAC annual report for 2023. Council will need to accept receipt of this report during the March 25th voting meeting.
•MILLER MEADOW GARDEN ENHANCEMENT DISCUSSION – Councilman Myers stated included in your packet is a memo from Land Stewards regarding costs associated with the removal of invasive plant species in Miller Meadow as well as the replacement of these invasive species with a managed wildflower meadow. The total estimated cost for this project is $11,650.00. Council is being asked to discuss this item and determine whether this is a project you are interested in pursuing. Manager Hegele is going to obtain a second quote for this work to ensure pricing is competitive prior to Council engaging in this contract.
7.Administration Committee
•MEETING ANNOUNCEMENTS – Councilwoman McMenamin announced the upcoming meetings for the next month.
•LAND DEVELOPMENT UPDATE – Councilwoman McMenamin gave the Land Development update which is as follows:
CVS Property: The CVS Project was issued Conditional Use and Land Development Approvals on Monday, November 27, 2023.The developer is still working on the next steps of filing agreements, posting financial security, etc. The developer submitted his permits for the foundation only 2 last week and we will keep everyone updated regarding the date for the developers planned groundbreaking.
21-23 & 37 N. York Road (Canalley Property): The project located at 21- 23 and 37 N. York Road was granted conditional use approvals on Monday, January 22, 2024. The property owner will go before the Planning Commission tomorrow night on March 12, 2024, with updated Land Development plans.
Victorian Village: The Victorian Village II project has been delayed for quite some time due to the cost of construction materials. They are beginning to perform more sitework in preparation for construction, and we should have additional information to provide in the coming months.
Gamburg’s: Gamburgs posted two for sale signs last week on the windows. We will continue to keep everyone updated regarding the sale and proposed use of the property when the time comes.
2 Home Road: The owners of 2 Home Road are working on finalizing plans for the new home to be constructed on a subdivided lot. The Engineer and Borough Solicitor are working on the appropriate stormwater management agreements for this property as well. We will continue to provide updates on this project as they are available.
410 N. York Road: The property owner has submitted a sketch plan and a subdivision/land development application to subdivide the property into two lots and will go before the Planning Commission tomorrow night. The owner made the farmhouse a duplex in 2019 and is proposing another duplex on the 2nd lot which is permitted in the R-4 district.
100 Meadowbrook Avenue: The property owner submitted Land Development Plans which proposed to demolish the existing single family detached dwelling and construct a new Single-Family Dwelling on the existing foundation. The applicant went before the Planning Commission in February and is currently addressing the professional’s comments from their review letters and will return to the Planning Commission when they are ready.
•ZONING SUB COMMITTEE PUBLIC WORKSHOP ANNOUNCEMENT– Councilwoman McMenamin stated the Zoning Sub Committee continues to meet monthly to discuss possible improvements to the Borough’s existing Zoning Code. The Committee will be holding a Public Workshop on April 24, 2024, from 5:30 PM to 7:30 PM at Pennypack, 130 Spring Avenue. This workshop will allow attendees to provide input on current zoning within the Borough as well as suggest changes for the Committee to consider with the ongoing Zoning Re-Write. Attendees will also get to see changes being proposed by the Committee and discuss different districts throughout the Borough. The public is invited and strongly encouraged to attend.
•58 S. YORK ROAD LIQUOR LICENSE HEARING ANNOUNCEMENT – 3/25/2024 – Councilwoman McMenamin stated prior to the Council Meeting, Borough Council will hold a Public Hearing for a Liquor License for 58 S. York Road.
•U-COMP UNEMPLOYMENT TRUST DISCUSSION – Councilwoman McMenamin stated included in your packets is information on the U-Comp Unemployment Trust. This trust was developed by the Pennsylvania Municipal League and provides group unemployment coverage for public entities within Pennsylvania. This trust provides opportunities for dividends, assistance in processing/filing unemployment claims, disputing unemployment claims, and more. Council has been asked to review these documents and determine whether this is something you would like the Borough to participate in.
•MEALS ON WHEELS LEASE – Councilwoman McMenamin stated included in your packet is a lease between Meals on Wheels and the Borough for the use of the kitchen and office space at Pennypack. This group unfortunately needs to relocate their operations from Warminster Hospital and would like to choose Hatboro as its new home. As you are aware, Meals on Wheels already has a lease with the Borough for office space within Borough Hall. This lease allows Meals on Wheels to utilize the kitchen area of Pennypack which they have graciously agreed to improve. Council will need to review and discuss if they would like to enter into this lease with them. This item will be on the March 25, 2024, voting meeting agenda for consideration.
•HEART TO HART RESCUE LEASE – Councilwoman McMenamin stated included in your packet is a lease between Heart to Hart Rescue and the Borough for use of a classroom in the Pennypack facility. Council will need to review and discuss if they would like to enter into this lease with them. This item will be on the March 25, 2024, voting meeting agenda for consideration.
•420 JACKSONVILLE ROAD FLOODING ISSUES – Councilwoman McMenamin stated the property owner of 420 Jacksonville Road reached out to the Borough about ponding on their property. The Borough requested that RVE investigate this matter therefore a site visit was performed, and the Corinthian Trail plans were reviewed. Included in your packets is a memo from Engineer Goff regarding detailed findings, conclusions, and recommendations.
•MANOR ROAD STORMWATER UPDATE – Councilwoman McMenamin stated following the February 26, 2024, Council Meeting, Staff is continuing to look into stormwater issues reported along Manor Road. We will continue to provide updates on this matter as they are available.
•321 HORSHAM ROAD STORMWATER UOPDATE – Councilwoman McMenamin stated following the February 26, 2024, Council Meeting, the Borough was able to gain access to a property on Continental Road that backs up to 321 Horsham Road. The Borough conducted a site visit at this property on Continental and noticed some things that were concerning. These issues were documented, photographed, and sent to the Engineer for a full review/report. The resident who made the complaint was updated accordingly. We will continue to provide updates on this matter as they are available.
•PSAB CONFERENCE VOTING DELEGATE DISCUSSION – Councilwoman McMenamin stated each year the Pennsylvania State Association of Boroughs holds an annual conference to update Boroughs on recent legislation, programs, and opportunities and gives Boroughs the opportunity to vote on officers of the organization and resolutions/policies of the organization. As a result, a voting delegate for the Borough must be established. Manager Hegele currently serves as the voting delegate for the Borough and Council will need to appoint a voting delegate so this information can be submitted to PSAB. Manager Hegele stated she was just asked to preside over the Montgomery County Boroughs Association so she could not be the delegate, but President Bollendorf or Councilwoman Shay could as they were attending the conference this year with her so one, or both could take her place as the delegate for the borough. This item will be on the March 25, 2024, voting meeting agenda for consideration.
