PRESENT –Chair Kline, Vice Chair McCuen, Member Blickley, Member Hibbs, Member Gallagher,
Borough Planner Kennedy, and County Planner Miklos were present.
CALL TO ORDER – Chair Kline called the September 9, 2025, Planning Commission Meeting to order at
7:00 P.M.
PLEDGE OF ALLEGIANCE – Chair Kline led the Pledge of Allegiance.
APPROVAL OF MARCH 10, 2025, MEETING MINUTES – Vice Chair McCuen made a motion to approve the
March 10, 2025, meeting minutes. Motion was seconded by Member Blickley, all ayes. Motion carried 5-
0.
APPROVAL OF SEPTEMBER 9, 2025, MEETING MINUTES – Vice Chair McCuen made a motion to approve
the August 12, 2025, Meeting Minutes. Motion was seconded by Member Gallagher, motion carried 4-0
with 1 abstention as Chair Kline was excused from the meeting.
TC BONUS SUBSECTION
Planner Miklos reviewed the Proposed TC Bonus Sub Section from the August Meeting.
Planning Commission requested the bonus heights be changed from 5-15 feet and to remove the
benches and bike racks. Planner Kennedy suggested removing the green/blue roof and add a “unit mix”
for proposals featuring at least 50% of units having two or more bedrooms.
MOTION: Member Hibbs made a motion to approve the proposed TC1 Zoning District for the Borough
of Hatboro with the discussed changes. Motion was seconded by Member Gallagher, all ayes. Motion
carried 5-0.
MOTION: Vice Chair McCuen made a motion to approve the proposed TC2 Zoning District for the
Borough of Hatboro with the discussed changes. Motion was seconded by Member Hibbs, all ayes.
Motion carried 5-0.
JACKSONVILLE CORRIDOR DISTRICT
Planner Miklos reviewed the proposed Jacksonville Corridor District from the August Meeting.
MOTION: Member Hibbs made a motion to approve the Jacksonville Corridor Zoning District for the
Borough of Hatboro. Motion was seconded by Vice Chair McCuen. Member Blickley – nay. Motion
carried 4-1.
YORK CORRIDOR ZONING DISTRICT PRESENTATION
Planner Miklos gave a presentation on the proposed York Corridor Zoning District.
MOTION: Member Gallagher made a motion to approve the proposed York Corridor Zoning District for
the Borough of Hatboro. Motin was seconded by Member Blickley, all ayes. Motion carried 5-0.
PUBLIC COMMENT – Amy Haigler, 560 N. York Road. Asked Planner Miklos to clarify the Dimensional
standards regarding the proposed setbacks.
NOVEMBER MEETING DATE: The November PC meeting falls on November 11 which is Veterans Day.
Borough offices are closed as the Borough observes this day therefore the Planning Commission chose
to have the November meeting on Monday, November 10, 2025.
ADJOURNMENT – Member Blickley made a motion to adjourn the September 9, 2025 Planning
Commission Meeting. Motion was seconded by Vice Chair McCuen, all ayes. Motion carried 5-0. Chair
Kline adjourned the September 9, 2025, Planning Commission Meeting at 8:51 P.M.
