CALL TO ORDER
President Tompkins called the meeting to order at 7:04 P.M.
INVOCATION
Mayor Hawkes gave the invocation for the meeting.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Det. Sgt. Goold.
MEETING NOTES – President Tompkins announced that the first privilege of the floor is for voting agenda items only.
PRIVILEGE OF THE FLOOR – There was no comment from the public.
MAYOR’S REPORT – Mayor Hawkes issued and presented a proclamation to Crossing Guard Patricia Foulke. She recently assisted the police by adopting a dog whose owner recently passed away. Borough Council thanked Crossing Guard Foulke.
PRESIDENT’S REPORT – President Tompkins announced there was an executive session prior to the meeting to discuss a personnel matter and a contract issue.
TREASURER’S REPORT – Treasurer Kalnajs was absent. Councilman Harbaugh gave the Treasurer’s Report for the month of March 2017. He noted a balance of $4,934.530.40. Interest earned for the month totaled $937.25 on all accounts. He announced there was a rate increase this past month, therefore our accounts earned more interest.
SOLICITOR’S REPORT – Solicitor Pionzio was not able to attend meeting.
ENGINEER’S REPORT – Engineer Walsh stated he had no report this month.
MANAGER’S REPORT – Manager Zollers provided the following updates:
- There was a leak at the Second Alarmers Facility over the weekend.
CHIEF OF POLICE REPORT – Det. Sgt. Goold stated he had no report this month.
TAX COLLECTIONS REPORT – The Tax Collection Report was submitted to Council is advance of tonight’s meeting, and that copies of the report were available.
PUBLIC WORKS REPORT – The Public Works Report was submitted to Council in advance of tonight’s meeting, and that copies of the report were available on the sign in table. Manager Zollers stated he had nothing further to report.
FIRE MARSHAL REPORT – The Fire Marshal Report was submitted to Council in advance of tonight’s meeting, and that copies of the report were available on the sign in table. Fire Marshal Myers reminded everyone to keep grass mowed. He stated he had nothing further to report.
VOTING ITEMS
Acknowledgement of Reports – Vice President Rich motioned to acknowledge the receipt of the tax collections, public works, fire marshal, treasurer’s reports, Borough Authority Minutes and UMHJSA minutes, motion seconded by Councilman Hegele, all ayes. Motion carried 5-0
Approval of Warrant List, Payment of Bills, Manual Checks and Transfers – Councilman Harbaugh motioned to approve the warrant list, payment of bills, manual checks and transfers for the month of April 2017, motion seconded by Councilman Forgeng, all ayes. Motion carried 5-0.
APPROVAL OF MINUTES
March 27th, 2017 Council Meeting, March 27th Capital Budget Workshop & April 10th, 2017 Committee Meeting Minutes – Vice President Rich motioned to approve the March 27th Council and Capital Budget Workshop & April 10th, 2017 Committee Meeting minutes, motion seconded by Councilman Forgeng, all ayes. Motion carried 5-0.
FIRE COMPANY EXPENDITURE LIST – Councilman Hegele motioned to approve the Enterprise Fire Company Expenditure List for March in the amount of $7,104.43, motion seconded by Councilman Harbaugh, all ayes. Motion carried 5-0.
STEERING COMMITTEE APPOINTMENTS – President Tompkins stated Council has met with everyone, there is still one more person needed from the Business Community, staff is waiting on final commitment from him. Councilman Harbaugh motioned to appoint Robin Laufer, Marianne Shaeffer, Ron McKnight, Charles McElroy, Leslie Jones, Denise Schultz, Diane Hegele, Bill Tompkins and Theresa McElroy, motion seconded by Vice President Rich, all ayes. Motion carried 5-0.
Denise Schultz asked if Council is still looking for a business member. President Tompkins stated they have someone.
WOODWINDS PARK RENAMING/DEDICATION – President Tompkins stated there have been 23 responses, they would like to table this and seek more. Vice President Rich motioned to table this matter until the May meeting, motion seconded by Forgeng, all ayes. Motion carried 5-0.
EMPLOYEE RATIFICATION LIST – Councilman Harbaugh motioned to approve the Employee Ratification List for the month of April, motion seconded by Councilman Hegele. Motion carried 5-0.
SPECIAL UPDATES – There were none this evening.
OLD BUSINESS – There was no old business to come before Council this evening.
NEW BUSINESS
Hometown Streets Payment Request #10 – Vice President Rich motioned to approve payment request #10 in the amount of $117,002.00, motion seconded by Councilman Forgeng, all ayes. Motion carried 5-0.
President Tompkins opened the floor for public comment, there was none on this matter.
Mayor Hawkes asked if the proposed federal budget cuts effect the EPA project in Hatboro. He would like Council to send a letter to Senator Casey, Toomey and Boyle. Manager Zollers stated he would contact our EPA representatives and report back to Council.
PRIVILEGE OF THE FLOOR
Rich Seeds, Horsham Road asked about sidewalk on west side of York Road near Byberry, he stated his wife fell and he requested clarification on ownership. Manager Zollers stated it is private property and he would have the inspector look at it. Fire Marshal Myers stated he is already working on this.
Natalie Forbes, Horsham Road asked for Council thoughts on Wawa. President Tompkins stated Council has not taken a position yet. He stated the residents meeting is on May 4th at 7PM at Lehman Church and the ZHB hearing is Thursday, May 11th at Keith Valley Middle School
Chuck McElroy, Moreboro Road asked if Wawa submitted changes to plans yet. Assistant Secretary Hegele stated no. President Tompkins stated this will probably be fluid through process, he reviewed the process. Manager Zollers stated what is included in original application is what goes, if they change then they need to submit a new application.
