- DEPARTMENTAL UPDATE –Superintendent Frydlewicz’ s will give an update in his report this evening.
- 902 GRANT PURCHASE – Councilwoman McMenamin stated included in your packet is a memo from Superintendent Frydlewicz detailing the cost of the 902 Grant Truck. She stated this grant was applied for by Facilities Director Dermer and was awarded to the Borough of Hatboro for the purchase of a swap loader truck. She stated the 902 Grant Program is typically a 90:10 split, with the Borough only paying 10% of the equipment cost; however, because this truck is not exclusively for recycling, the Borough has a 40% match requirement and must pay $132,949.60 out of the total purchase price of $332,374.00. She stated this truck was originally slated to be used for yard waste collection, electronics collection, and recycling bin delivery and in January of 2022, Council voted to hold quarterly recycling collection events instead of picking up electronics curbside (as the Borough can no longer charge for electronics to be picked up due to state regulations). Since this truck can no longer be used for electronics recycling, Manager Hegele asked Superintendent Frydlewicz if there is an alternative vehicle the Borough can purchase that would adhere to the 90:10 funding split. She stated this would be a more cost-efficient use of taxpayer money should the DEP allow an amendment to the grant, and we are currently waiting on an update from Superintendent Frydlewicz and if Borough Council wishes to proceed with this purchase of the swap loader truck as-is, you will need to authorize Superintendent Frydlewicz and Manager Hegele to proceed with purchasing the vehicle.
Councilwoman McMenamin stated she would like to find something closer to no match unless there is a need for the swap loader. Superintendent Frydlewicz stated that this purchase would replace two trucks which would be removed from the capital list this year and the other in a couple of years. Councilwoman McMenamin stated she would move forward and recommend the purchase.
President Bollendorf asked if there would be a special consideration on the grant regarding supply issues as he does not want the Borough to be responsible for $332, 374.00. Manager Hegele stated we could speak to the DEP regarding this.
This item was moved to the August 15, 2022, Council Meeting agenda for approval.

He stated this placement would allow the rear parking area of the 2 building to be transformed into a lot containing van drop-off areas, handicap spaces, and a pathway to the playground that can be accessed easily by anyone, and Facilities/Parks Director Dermer is checking with Engineer Goff to make sure the porous playground surface will not conflict with the floodplain: however, this surface handles stormwater better than regular earth. He also stated the below photos notes the proposed placement of the playground and included in your packet is a copy of the playground specifications from General Recreation for the playground equipment, surfacing, and installation. He stated all these expenses are covered under the federal funding received through the Congresswoman Madeleine Dean grant received in 2021 and if Council is in favor of placing the playground at the rear of the building where the previous playground resided, Council will need to approve staff to proceed with the placement of the playground. BOROUGH HALL OPORATING HOURS DISCUSSION – Councilwoman McMenamin stated for quite some time, Borough Hall has been extremely slow between the hours of 4 PM and 5 PM and during this time, there are very few calls and visitors in the office to conduct business. She stated staff conducted a survey of hours for other municipalities in the area and the Borough of Hatboro is the only municipality open until 5 PM daily and as a result, staff would like to see if Council would like to amend Borough Hall’s operating hours to 8 AM to 4:30 PM Monday through Friday rather than the current 8:30 AM to 5 PM schedule. She stated a copy of the survey results is included in your packet and should Council wish to amend the Borough Hall operating hours, you will need to vote on the change as well as an effective date for the new hours.
