December 20, 2021 Council Meeting Minutes

PRESENT – President Bollendorf, Vice President Stockton, Councilwoman Anzinger, Councilwoman Benjamin, Councilwoman McMenamin, Councilwoman Reichner, Mayor Schultz, Manager Hegele, Assistant Secretary DeRenzis, Fire Marshal Pristatskiy, Solicitor Geiser, Engineer Goff, Chief Gardner, Superintendent Frydlewicz, Deputy Superintendent Dermer, and Librarian Celec were present.

ABSENT – Councilwoman Ostrander was excused.

CALL TO ORDER – President Bollendorf called the December 20, 2021 Council Meeting to order at 7:00 P.M.

INVOCATION – Mayor Schultz gave the invocation.

PLEDGE OF ALLEGIANCE – Chief Gardner led the Pledge of Allegiance.

PUBLIC COMMENT – VOTING ITEMS ONLY – There was no public comment.

MAYOR’S REPORT – Mayor Schultz stated that the Borough had some very well attended events such as the Union Library Tree Lighting, 1st Annual Winter Market Sip N Shop at Miller Meadow to benefit the Friends of Cressbrook, and the fundraiser event yesterday for Officer Ryan Allen and his family hosted by Crooked Eye Brewery. He thanked everyone who participated and supported these events. He also wished everyone a safe holiday season and a Happy New Year and looks forward to 2022.

OFFICER’S REPORTS
PRESIDENT’S REPORT – President Bollendorf stated that some members of the team have had exposure to COVID so only four Councilmembers are present in the room and they are masked and socially distanced and everyone else is participating via zoom.

He also stated this is the last meeting with this Council and they are saying goodbye to Councilwoman Anzinger and Councilwoman Benjamin and thanked them for all they have don’t the past four years on Council and should be proud of the numerous accomplishments they had.

He also stated the reorganization meeting will be January 3 and will be welcoming a new Council and will continue to move forward.

He wished everyone a safe a happy holiday season and a Happy and Healthy New Year.

President Bollendorf announced there was an Executive session from 6:00 PM -6:20 PM regarding a legal matter.
Staff reports were skipped.

Solicitor Geiser introduced Heather Hines as a new attorney in their office and will be working on some Hatboro items and will be seeing her at meetings for the next few months.

TREASURER’S REPORT – Treasurer Smith stated the balance in all accounts at the end of November 2021 was $ 4,024,017.09 with interest earned in the amount of $621.17.

ORDER OF BUSINESS AND VOTING ITEMS
ACKNOWLEDGE RECEIPT OF REPORTS – Councilwoman Reichner made a motion to acknowledge the receipt of UMHJSA Minutes, Tax Collections, Public Works, Fire Marshal, and Treasurer’s Reports. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.

APPROVAL OF WARRANT LIST, PAYMENT OF BILLS, MANUAL CHECKS AND TRANSFERS – Councilwoman Anzinger made a motion to approve warrant list, Payment of Bills, Manual Checks, and Transfers for the month of December 2021. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.

NOVEMBER 4, 2021 BUDGET WORKSHOP MINUTES – Councilwoman Reichner made a motion to approve the November 4, 2021 Budget Workshop Minutes. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

NOVEMBER 22, 2021 COMMITTEE/COUNCIL MEETING MINUTES – Councilwoman Reichner made a motion to approve the November 22, 2021 Council Meeting Minutes. Motion was seconded by Councilwoman McMenamin. Vice President Stockton abstained from the vote as he was not present for the meeting. Motion carried 5-0 with 1 abstention.

DECEMBER 6, 2021 COMMITTEE MEETING MINUTES – Councilwoman Reichner made a motion to approve the December 6, 2021 Committee Meeting Minutes. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Reichner made a motion to approve the Enterprise Fire Company Expenditure List for the month of November 2021 in the amount of $ 9,521.78. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.

UNION LIBRARY EXPENDITURE LIST – Councilwoman Anzinger made a motion to approve the Union Library Expenditure List for the month of December 2021 in the amount of $ 15,120.00. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.

BOROUGH HALL HVAC PAYMENT #2 – Councilwoman Anzinger made a motion to approve payment #2 to Guy M. Cooper in the amount of $ 70,168.00 for the Borough Hall HVAC project. Motion was seconded by Vice president Stockton, all ayes. Motion carried 6-0.

EARL LANE ADA RAMP PROJECT PAYMENT #2 – Councilwoman Reichner made a motion to approve Payment #2 to NJS Concrete in the amount of $ 8,409.09 for the Earl Lane ADA Ramp Project. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.

CORINTHIAN TRAIL PAYMENT #3– Councilwoman Anzinger made a motion to approve Payment #3 to Marino Corporation in the amount of $ 74,450.51 for the Corinthian Trail Project. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.

2021 ROAD PROGRAM PAYMENT #2 – Vice President Stockton made a motion to approve Payment #2 to Bray Brothers Inc. in the amount of $1,770.02 for the 2021 road Paving Program. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.

ADOPTION OF 2022 FEE SCHEDULE – Councilwoman Anzinger made a motion to approve Resolution 2021-50, adopting the Fee Schedule for 2022. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.

2022 TAX RATE ORDINANCE – Councilwoman Anzinger made a motion to approve ordinance No. 1068 establishing the tax rate for the Borough of Hatboro for the year 2022. Motion was seconded by Vice president Stockton, all ayes. Motion carried 6-0.

2022 TAX COLLECTOR RATE RESOLUTION – Councilwoman McMenamin made a motion to approve resolution 2021-51, establishing the salary for the Tax Collector through 2025. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

ADOPTION OF 2022 BUDGET – Councilwoman McMenamin made a motion to adopt the 2022 operating budget for the Borough of Hatboro. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

2022 MEETING SCHEDULE – Councilwoman McMenamin made a motion to approve the meeting schedule for the year 2022. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 6-0.

OLD BUSINESS AND UPDATES – There was no old business or updates.

NEW BUSINESS
EARL LANE ADA RAMPS CHANGE ORDER #1 – Vice President Stockton made amotion to approve Change Order #1 for the Earl Lane ADA Ramp project resulting in reduction of contract value in the amount of $ 26,818.75. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.

2021 ROAD PROGRAM PAVING CHANGE ORDER #1 – Vice President Stockton made a motion to approve Change Order #1 for the 2021 Road Paving Program resulting in a reduction of contract value in the amount of $26,818.75. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.

BOROUGH HALL WINDOWS – This item was tabled until the different options can be presented.

BOROUGH HALL CHANGE ORDER – Councilwoman McMenamin made a motion to approve Change Order No. 1 for the borough Hall HVAC/Fire protection Project in the amount of $ 54,427.00 and a time extension of 75 days to remove plaster determined to be in unsatisfactory condition, install drywall at various locations, remove wood substructure from women’s bathroom, and install R13 insulation for the 2nd floor drywall installation. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.

PUBLIC COMMENT – There was no public comment.

ADJOURNMENT – Councilwoman Benjamin made a motion to adjourn the December 20, 2021 Council Meeting. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0. President Bollendorf adjourned the December 20, 2021 Council Meeting at 7:26 P.M.
