January 6, 2020 Reorganization Meeting Minutes

OATH OF OFFICE
The Honorable Nancy Guenst, Mayor administered the oath of office to Councilwoman Nicole Reichner, Councilwoman Nicole McMenamin, Councilwoman Aleta Ostrander, and Tax Collector Mount.

CALL TO ORDER
Honorable Nancy Guenst, Mayor called the January 6, 2020 Reorganization meeting to order at 7:06 PM.

PRESENT
Councilman Bollendorf, Councilman Stockton, Councilwoman Anzinger, Councilwoman Benjamin, Councilwoman Reichner, Councilwoman McMenamin, Councilwoman Ostrander, Mayor Guenst, Manager Hegele, Assistant Secretary DeRenzis, Superintendent Sine, Chief Gardner, Tax Collector Mount, and Engineer Goff were present.

ABSENT
Fire Marshal Hauser and Solicitor Geiser were absent.
INVOCATION Reverend Josh Blakesly of Love In Action Church gave the invocation.

PLEDGE OF ALLEGIENCE
The Pledge of Allegiance was led by Chief Gardner.

NOMINATION AND ELECTION OF OFFICERS NOMINATION OF COUNCIL PRESIDENT
Councilwoman Ostrander nominated George Bollendorf Jr. for Council President. This nomination was seconded by Councilman Stockton. A vote was called with Councilman Bollendorf abstaining. Nomination Carried 6-0.

NOMINATION OF VICE PRESIDENT
Councilwoman Ostrander nominated David Stockton for Council Vice President. This nomination was seconded by Councilwoman Benjamin. A vote was called with Councilman Stockton abstaining. Nomination Carried 6-0.

Mayor Guenst turned the meeting over to Council President Bollendorf.

NOMINATION OF PRESIDENT PRO TEM
Councilwoman Ostrander nominated Councilwoman Anzinger for President Pro Tem. This nomination was seconded by Councilwoman Reichner. A vote was called with Councilwoman Anizinger abstaining. Nomination Carried 6-0.

STAFF APPOINTMENTS (YEAR 2020)
1. Borough Manager – Diane Hegele: Councilwoman Anzinger motioned to appoint Diane Hegele to the position of Borough Manager. Motion was seconded by Vice President Stockton. A vote was cast, motion carried 7-0.

2. Borough Secretary – Diane Hegele: Councilwoman Benjamin motioned to appoint Diane Hegele to the position of Borough Secretary. Motion was seconded by Councilwoman Reichner. A vote was cast, motion carried 7-0.

3. Assistant Secretary – Deena DeRenzis: Councilman McMenamin motioned to appoint Deena DeRenzis to the position of Assistant Borough Secretary. Motion was seconded by Councilwoman Anzinger. A vote was cast, motion carried 7-0.

4. Open Records Officer – Diane Hegele: Councilwoman Benjmain motioned to appoint Diane Hegele to the position of Open Records Officer. Motion was seconded by Councilwoman Ostrander. A vote was cast, motion carried 7-0.

5. Zoning Officer – Diane Hegele: Vice President Stockton motion to appoint Diane Hegele to the position of Zoning Officer. Motion was seconded by Councilwoman Ostrander. A vote was cast, motion carried 7-0.

6. Chief of Police – James Gardner: Councilwoman Benjamin motioned to appoint James Gardner to the position of Chief of Police. Motion was seconded by Councilwoman Anzinger. A vote was cast, motion carried 7-0.

7. Public Works Superintendent – Brent Sine: Councilwoman Benjamin motioned to appoint Brent Sine to the position of Superintendent of Public Works. Motion was seconded by Councilwoman Ostrander. A vote was cast, motion carried 7-0.

8. Fire Marshal – Matt Hauser: Councilwoman Anzinger motioned to appoint Matt Hauser to the position of Fire Marshal. Motion was seconded by Councilwoman McMenamin. A vote was cast, motion carried 7-0.

9. Deputy Fire Marshal – James Anders: Vice President Stockton motioned to appoint James Anders to the position of Deputy Fire Marshal. Motion was seconded by Councilwoman Ostrander. A vote was cast, motion carried 7-0.

10. Property Maintenance Inspector – Matt Hauser: Councilwoman Anzinger motioned to appoint Matt Hauser to the position of Property Maintenance Inspector. Motion was seconded by Councilwoman Benjamin. A vote was cast, motion carried 7-0.

11. Deputy Property Maintenance Inspector – Diane Hegele: Councilwoman Benjamin motioned to appoint Diane Hegele to the position of Deputy Property Maintenance Inspector. Motion was seconded by Councilwoman Ostrander. A vote was cast, motion carried 7-0.

12. Treasurer – Lisa Stunder: Councilwoman Anzinger motioned to appoint Lisa Stunder to the position of Borough Treasurer. Motion was seconded by Vice President Stockton. A vote was cast, motion carried 7-0.

13. Vacancy Board – Steve Guenst: Councilwoman Ostrander motioned to appoint Steve Guenst to the Vacancy Board. Motion was seconded by Councilwoman Anzinger. A vote was cast, motion carried 7-0.

14. Solicitor – Law Offices of Sean Kilkenny: Councilwoman Ostrander motioned to appoint the Law Offices of Sean Kilkenny to the position of Borough Solicitor. Motion was seconded by Vice President Stockton. A vote was cast, motion carried 7-0.

15. Engineer – Remington & Vernick Engineers: Councilwoman Anzinger motioned to appoint Remington and Vernick to the position of Borough Engineer. Motion was seconded by Councilwoman McMenamin. A vote was cast, motion carried 7-0.

16. Code Enforcement/BCO – Donald Hoy/Remington & Vernick Engineers: Councilwoman Anzinger motioned to appoint Donald Hoy/Remington & Vernick Engineers to the position of Code Enforcement/BCO. Motion was seconded by Councilwoman Reichner. A vote was cast, motion carried 7-0.

17. EIT/LST Tax Collection Agent – Berkheimer Associates: Councilwoman Benjamin motioned to appoint Berkheimer Associates as the Borough’s EIT/LST Tax Collection Agent. Motion was seconded by Councilwoman Reichner. A vote was cast, motion carried 7-0.

18. Auditor – Lopez Teodosio & Larkin: Councilwoman Anzinger motioned to appoint Lopez, Teodosio & Larkin to the position of Auditor. Motion was seconded by Councilwoman Benjamin. A vote was cast, motion carried 7-0.

19. Deputy Tax Collector – Judy Emig: Councilwoman Benjamin motioned to appoint Judy Emig to the position of Deputy Tax Collector. Motion was seconded by Councilwoman Reichner. A vote was cast, motion carried 7-0.

20. Joint Board of Appeals – James Anders: Vice President Stockton motioned to appoint James Anders to the Joint Board of Appeals. Motion was seconded by Councilwoman Ostrander. A vote was cast, motion carried 7-0.

21. Historian – Tim Schultz: Councilwoman Anzinger motioned to appoint Tim Schultz to the position of Borough Historian. Motion was seconded by Councilwoman Benjamin. A vote was cast, motion carried 7-0.

BOARD APPOINTMENTS – 2020
1. Zoning Hearing Board (3 years): Vice President Stockton motioned to approve Resolution 20-02, appointing Marty Palmer to the Zoning Hearing board for a term of 3 years. Motion was seconded by Councilwoman Anzinger. A vote was cast, motion carried 7-0.

2. Planning Commission (4 years): Councilwoman Ostrander motioned to approve Resolution 20-04, appointing Kris McMenamin to the Planning Commission for a term of 4 years. Motion was seconded by Councilwoman Reichner. Councilwoman McMenamin abstained. A vote was cast, motion carried 6-0.

3. Shade Tree Commission (5 years): Councilwoman Anzinger motioned to approve Resolution 20-05, appointing Ashley Bianchimano to the Shade Tree Commission for a term of 5 years. Motion was seconded by Councilwoman Benjamin. A vote was cast, motion carried 7-0.

4. Parking Commission (4 years): Councilwoman Ostrander motioned to approve Resolution 20-07, appointing Kim Branco to the Parking Commission for a term of 4 years. Motion was seconded by Councilwoman McMenamin. A vote was cast, motion carried 7-0.

5. Civil Service Commission (6 years): Councilwoman Ostrander motioned to approve Resolution 20-09, appointing Frank Campbell to the Civil Service Commission for a term of 6 years. Motion was seconded by Councilwoman Reichner. A vote was cast, motion carried 7-0.

6. Civil Service Commission Alternate (6 years): Councilwoman Anzinger motioned to approve Resolution 20-10, appointing Robert Hegele to the position of Civil Service Commission Alternate for a term of 6 years. Motion was seconded by Vice President Stockton. A vote was cast, motion carried 7-0.

7. Historical Commission (3 years): Councilwoman Benjamin motioned to approve Resolution 20-11, appointing Chuck McElroy to the Historical Commission for a term of 3 years. Motion was seconded by Councilwoman Ostrander. A vote was cast, motion carried 7-0.

8. Historical Commission (3 years): Councilwoman Benjamin motioned to approve Resolution 20-12, appointing Christina Giovinazzo to the Historical Commission for a year of 3 years. A vote was cast, motion carried 7-0.

NEW BUSINESS PUBLIC HEARING ORDINANCE 1059 – TRANSFER OF LAND, 445 S. YORK ROAD – A public hearing for Ordinance 1059, an ordinance allowing the transfer of the property located at 445 S. York Road to the Borough of Hatboro from Victorian Village II was held at 7:18 PM. There was no public comment during the hearing. Councilwoman Anzinger motioned to approve Ordinance 1059, accepting the transfer of 445 S. York Road to the Borough of Hatboro from Victorian Village II. Motion was seconded by Vice President Stockton. A vote was cast, motion carried 7-0.

PUBLIC COMMENT – None.
