January 7, 2021 Special Council Meeting Minutes

PRESENT – President Bollendorf, Vice President Stockton, Councilwoman Anzinger, Councilwoman Reichner, Councilwoman McMenamin, Councilwoman Ostrander, Mayor Schultz, Manager Hegele, Assistant Secretary DeRenzis, Chief Gardner, Superintendent Frydlewicz, Solicitor Geiser, and Engineer Goff were present.

ABSENT – Councilwoman Benjamin was absent.

CALL TO ORDER – President Bollendorf called the January 7, 2021 Special Council Meeting to order at 7:00 P.M.

INVOCATION– Mayor Schultz gave the invocation.

PLEDGE OF ALLEGIANCE – Chief Gardner led the Pledge of Allegiance.

PUBLIC COMMENT – There was no Public Comment.

NEW BUSINESS
1) APPOINTMENT/SWEARING IN OF NEW POLICE OFFICER – Councilwoman Reichner made a motion to appoint Anthony Walker to the position of Police Officer for the Borough of Hatboro. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.

*Mayor Schultz swore in Officer Anthony Walker to the Hatboro Police Department.

STAFF APPOINTMENTS – 2021

  1. BOROUGH MANAGER: Vice President Stockton made a motion to appoint Diane Hegele to the position of Borough Manager. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.
  2. SECRETARY: Councilwoman Ostrander made a motion to appoint Diane Hegele to the position of Borough Secretary. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 6-0.
  3. ASSISTANT SECRETARY: Vice President Stockton made a motion to appoint Deena DeRenzis to the position of Assistant Borough Secretary. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
  4. OPEN RECORDS OFFICER: Councilwoman Anzinger made a motion to appoint Diane Hegele to the position of Open Records Officer. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 6-0.
  5. ZONING OFFICER: Councilwoman Reichner made a motion to appoint Diane Hegele to the position of Zoning Officer. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.
  6. CHIEF OF POLICE: Councilwoman Ostrander made a motion to appoint James Gardner to the position of Chief of Police. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.
  7. PUBLIC WORKS SUPERINTENDENT: Councilwoman McMenamin made a motion to appoint Ed Frydlewicz to the position of Superintendent of Public Works. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
  8. FIRE MARSHAL: Councilwoman Anzinger made a motion to appoint Matt Hauser to the position of Fire Marshal. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.
  9. DEPUTY FIRE MARSHAL: Councilwoman Anzinger made a motion to appoint James Anders to the position of Deputy Fire Marshal. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
  10. PROPERTY MAINTENANCE INSPECTOR: Councilwoman Reichner made a motion to appoint Matt Hauser to the position of Property Maintenance Inspector. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.
  11. DEPUTY PROPERTY MAINTENANCE INSPECTOR: Councilwoman Ostrander made a motion to appoint Diane Hegele as Deputy Property Maintenance Inspector. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.
  12. TREASURER: Vice President Stockton made a motion to appoint David Rich to the position of treasurer. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.
  13. VACANCY BOARD: Councilwoman Ostrander made a motion to appoint Steve Guenst to the Vacancy Board. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.
  14. HISTORIAN: Councilwoman Reichner made a motion to appoint Christina Giovinazzo to the position of Borough Historian. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
  15. SOLICITOR: Councilwoman Ostrander made a motion to appoint The Law Offices of Sean Kilkenny to the position of Borough Solicitor. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.
  16. ENGINEER: Councilwoman Anzinger made a motion to appoint Remington and Vernick to the position of Borough Engineer. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.
  17. CODE ENFORCEMENT: Councilwoman Reichner made a motion to appoint Remington and Vernick to the position of Code Enforcement and BCO. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
  18. EIT/LST TAX COLLECTION AGENT: Councilwoman Anzinger made a motion to appoint Berkheimer and Associates as the Borough’s EIT/LST Tax Collection Agency. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.
  19. AUDITOR: Councilwoman Reichner made a motion to appoint Lopez, Teodosio, & Larkin, LLC to the position of Borough Auditor. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0.
  20. TAX COLLECTION COMMITTEE: Councilwoman Anzinger made a motion to appoint April Mount, Diane Hegele, and Robert Reichner to the Tax Collection Committee. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 6-0.
  21. JOINT BOARD OF APPEALS: Vice President Stockton made a motion to appoint James Anders to the Joint Board of Appeals. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
  22. ZHB SOLICITOR: Councilwoman Ostrander made a motion to appoint Bruce Eckel of Dougherty and Eckel as the Solicitor for the Zoning Hearing Board. Motion was seconded by Councilwoman McMenamin, all ayes. Motion carried 6-0.

BOARD APPOINTMENTS – 2021

  • ZONING HEARING BOARD – Vice President Stockton made a motion to appoint Christina Giovinazzo to the Zoning Hearing Board. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 6-0.
  • PLANNING COMMISSION – President Bollendorf stated that Council needs more time as there were more letters of interest than openings. This item was tabled and moved to the January 25, 2021 Council Meeting Agenda.
  • SHADE TREE COMMISSION – President Bollendorf stated that there are still 2 positions to fill and if anyone is interested, please submit your letter of interest. This item was tabled.
  • PARKING COMMISSION – President Bollendorf stated that there are still 2 positions to fill and if anyone is interested, to submit your letter of interest. This item was tabled.
  • HISTORICAL COMMISSION – President Bollendorf stated that Council needs more time as there were more letters of interest than openings. This item was tabled and moved to the January 25, 2021 Council Meeting Agenda.

EMPLOYEE RATIFICATION LIST – Councilwoman Anzinger made a motion to approve the 2021 Employee Ratification List. Motion was seconded by Vice President Stockton, all ayes. Motion carried 6-0.

UPDATES
Mayor Schultz stated that the Montgomery County Department of Commerce in conjunction with Health Department has put together PPE kits together for businesses. He also stated that Kathy Salemno from The Hatboro Chamber of Commerce, was able to get a few hundred kits for Hatboro Businesses and they have been giving them out sporadically, but they are going to have an event on January 16, 2021. He also stated that the kits are free and contain masks, face shields, hand sanitizer, disinfectant wipes, a COVID information kit, signage about masks and social distancing, and a forehead thermometer. He also stated that that the Hatboro Baptist Church will be giving away food on the second and forth Saturday of the month form 4:00 P.M until 6:00 P.M and it is first come first serve for one hot meal per person.

Chief Gardner stated that the vaccine is out, and SARS are getting vaccinated and that Police are in Group 1B which are next to be offered the vaccine and he is hoping that comes in the next week or two. He stated that as soon as the information is available to him, he will get the word out.

ADJOURNMENT – Vice President Stockton made a motion to adjourn the January 7, 2021 Special Council Meeting. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 6-0. President Bollendorf adjourned the January 7, 2021 Special Council meeting at 7:34 P.M.
