  • RACP GRANT APPLICATION: PENNYPACK FACILITY – Vice President Stockton stated the current HVAC system in the Pennypack Facility was installed during the building’s construction in 1956 and not many updates have been made over the years. As a result, the original boiler and hot water heater are nearly 66 years old and nearing the end of their lives. He stated the boiler, hot water heater, and numerous other elements of the HVAC system need to be replaced 2 due to erosion and safety hazards as soon as possible and most of the classrooms and office spaces do not have air conditioning, or function with window units, and have little to no ventilation which makes the building extremely hot in summer months. As a result of the condition and inadequacies of the current HVAC system, staff researched the possibility of applying for an RACP grant to make the necessary improvements to the facility. He stated the RACP grant application period for 2022 has closed; however, staff is asking Council to authorize staff to apply now so that staff can begin gathering the necessary documentation and apply once applications are open. He stated this grant program requires at least a 50% match and improvements to the HVAC system and Kyle will work on getting quotes if we are proceeding with this project using this grant. Chief Gardner stated that the Fire Police are really stretched thin, and therefore that is why they ask for the requests in February as there is a substantial amount of planning that goes into all events and it’s too much when one comes in on
short notice as it is too much for these volunteers. He also stated he feels there are better locations for this kind of event. Everyone agreed that it is short notice and safety is a concern. OLD BUSINESS AND UPDATES – There was no old business or updates.

PUBLIC COMMENT – Chrissy Brescia, 15 N. Chester Avenue, stated that she was the one who complained about the flashing stop signs at Moreland and Chester Avenues and thanked everyone for removing them as she believes they did nothing and the residents who live there want to make sure they do not come back.

Chief Gardner stated that the signs that were put in were not to permit and that’s why they were removed and the ones that are supposed to be on there have red led lights and a lot of municipalities are using them now as they are PennDOT approved. He also stated that he doesn’t think they will have a problem with the ones that should be there. Mrs. Brescia asked why they were not notified new signs were going up and President Bollendorf stated it was advertised in the agenda and they cannot notify everyone personally when they want to do something. Chief Gardner suggested they go look at the proper signs where they exist as he thinks they will not be a problem like the previous signs with the white flashing lights and will take a video of one and send to Manager Hegele so they can see what it looks like.

Amy Haigler, 560 N. York Road, asked if the HHEF can provide a map for the food truck event to see where they are putting everything. Manager Hegele stated if it goes that far they will provide a layout to the Borough and there are some other logistics that need to be worked out as well.

Trish Johnston, 130 Manor Road, asked for an update regarding the water on Wood Street. Manager Hegele stated the grant was applied for and Engineer Goff stated the recipients will be announced in November.

Ron Battis, 320 W. Moreland Avenue, suggested handicap spots at this building right outside the door and President Bollendorf stated they plan on doing the parking for the entire building but will designate 3 handicap spots and 1 veteran. Mr. Battis also suggested planning for a ramp in the future as well.

Mr. Battis stated the Borough should look for signs that inform to keep your dog leashed as he sees it as a big problem in Borough parks.

Mr. Battis stated that they have flashing lights on stop signs near his house and he loves them as it is a great safety feature.

ADJOURNMENT – President Bollendorf adjourned the September 12, 2022, Committee Meeting at 8:13 P.M.
