PRESENT –Vice Chair Kline, Member Hegele, Member Farnen, Member Shay, Borough Manager Hegele, Engineer Goff, Borough Planner Kennedy, and County Planner John Miklos were present.
CALL TO ORDER – Vice Chair Kline called the September 13, 2022, Planning Commission Meeting to order at 7:05 P.M.
PLEDGE OF ALLEGIANCE – Vice Chair Kline led the Pledge of Allegiance.
APPROVAL OF JULY 12, 2022, MEETING MINUTES – Member Shay made a motion to approve the July 12, 2022, meeting Minutes. Motion was seconded by Member Hegele, all ayes. Motion carried 4-0.
APPROVAL OF AUGUST 9, 2022, MEETING MINUTES – Member Shay made a motion to approve the August 9, 2022, Meeting Minutes. Motion was seconded by Vice Chair Kline and Members Hegele and Farnen abstained as they were not present for the meeting. Motion carried 2-0 with 2 abstentions.
ZONING CHANGE FOR 21 – 37 N. YORK ROAD – Vice Chair Kline stated her only question was regarding the County review letter as it stated that we believe our suggested revisions will better achieve the municipality name plannings for commercial development but was not referenced. County Planner Miklos apologized and stated he believes it was an error and we can strike that comment. Vice Chair Kline asked if the County could submit the revision and County Planner Miklos agreed.
Engineer Goff stated that her letter had no objections to the zoning change but rather the sketch plan elements which will be address in the Land Development phase as her main comments deal with parking, a traffic impact study is required, and to include proper setbacks along the property line.
Borough Planner Kennedy stated the only thing he would add is that last month the Planning Commission recommended adoption of the RC-2 text amendment that would create a mixed-use area and therefore he recommends the PC makes a motion for Borough Council to recommend the zoning change.
Member Hegele stated that on page two of the County letter it states Hatfield Borough and asked for that to be changed to Hatboro.
Chairman McMenamin was absent but sent an email and stated he was for the proposed zoning change and would vote yes if he were here.
VOTING ITEMS –
ZONING MAP CHANGE – Member Shay made a motion to recommend Borough Council approve the zoning map change for 21-37 N. York Road. Motion was seconded by Member Farnen, all ayes. Motion carried 4-0.
PUBLIC COMMENT – There was no public comment.
OLD BUSINESS – There was no old business.
ADJOURNMENT – Member Hegele made a motion to adjourn the September 13, 2022, Planning Commission Meeting. Motion was seconded by Member Farnen, all ayes. Motion carried 4-0. Vice Chair Kline adjourned the September 13, 2022, Planning Commission Meeting at 7:20 P.M.
