CALL TO ORDER – President Bollendorf called the September 21, 2020 Committee Meeting to order at 7:00 P.M.
INVOCATION – The invocation was given by Mayor Guenst.
PLEDGE OF ALLEGIANCE – The Pledge of Allegiance was led by President Bollendorf.
MEETING NOTES – President Bollendorf reviewed the Public Comment Policy on the back of the agenda with regards to addressing Council and time allotment.
PUBLIC COMMENT – There was no public comment.
POLICE DEPARTMENT PROMOTION OF OFFICER PAUL TO POSITION OF SERGEANT – Councilwoman Ostrander made a motion to promote Officer Paul to the position of Sergeant in the Hatboro Police Department. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 7-0.
Officer Paul was promoted to the rank of Sergeant.
SERGEANT PAUL COMMENDATIONS –
Chief Gardner and Mayor Guenst presented Sergeant Paul an award for bravery and heroism for saving lives while off duty.
Horsham Police Department recognized Sergeant Paul for saving lives in an apartment fire In Horsham Township while off duty.
POLICE DEPARTMENT COMMENDATIONS –
Chief Gardner and Mayor Guenst presented Officer Simon with an award for bravery. Chief Gardner and Mayor Guenst presented Officer Dilks and award for bravery.
TENTATIVE APPROVAL OF THE POLICE CONTRACT – Councilwoman Ostrander made a motion to tentatively approve the contract for the Borough of Hatboro Police Department. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 7-0.
MCPC SIDEWALK AUDIT PRESENTATION/UPDATE – Planner Mohr gave a MCPC sidewalk audit presentation/update. Planner Mohr stated that her suggestion was that the Borough prioritize sidewalks in the parks and near the train station as that is where most foot traffic is. President Bollendorf stated that one of the priorities is ADA accessibility especially to Main Street and would like to come up with a solution for that.
NEW BUSINESS –
1) Public Safety Committee
• ENTERPRISE FIRE COMPANY EXPENDITURE LIST – Councilwoman Ostrander stated that the Enterprise Fire Company Expenditure List for the month of August 2020 is $9,1246.87. This item was moved to the September 21, 2020 Council Meeting Agenda for approval.
• ENTERPRISE FIRE COMPANY CAPITAL EXPENDITURE LIST – Councilwoman Ostrander stated that the Enterprise Fire Company Capital Expenditure List for the month of August 2020 is $ 35,336.75. This item was moved to the September 21, 2020 Council Meeting Agenda for approval.
• LIQUOR CONTROL BOARD NOISE ORDINANCE PETITION (RESOLUTION) – Chief Gardner stated that the PD and Borough Administrative Office were contacted by one of our local establishments that is licensed by the PA LCB to serve alcohol and there is a provision under the liquor code where municipalities may petition the LCB to take over the responsibility of enforcement of noise regulations pertaining to licensed establishments. He also stated that the Borough of Hatboro has a noise ordinance which would cover this type of activity and by bringing this in locally it could help some of our local businesses. This item was moved to the September 21, 2020 Council Meeting Agenda for approval.
• FEMA COVID-19 REIMBURSEMENT GRANT/PAPERWORK – Councilwoman Ostrander stated that during the COVID- 19 pandemic our Police Department and office staff have kept records of our expenses during this time. She also stated that we were asked to submit a Reimbursement Application to FEMA for financial assistance related to the COVID-19 disaster. This item was moved to the September 21, 2020 Council Meeting Agenda for approval.
2) Finance/Grants Committee
• 2021 MMO – Vice President Stockton stated that Manager Hegele presented Council in their packet with the Borough’s pension obligations for 2021 which will be important in the upcoming budget season and he is basically announcing that the information was put out.
• 2021 BUDGET UPDATE – Vice President Stockton stated that the staff has begun budget preparations for the 2021 operating budget and department heads are busy compiling their information and therefore they would like to hold a budget workshop in October in which there will be a memo forthcoming to Council regarding a timeline.
• DELAWARE VALLEY TRUST 2021 INSURANCE CREDITS – Vice President Stockton stated DVIT asked how we would proceed with this due to COVID as in the past it was discussed during budget season. He also stated that in the past we have typically opted to redeem 33% of the Risk Control/Rate Stabilization credits from Delaware Valley Trust to offset a portion of the Borough’s Insurance Premium for 2021 and he sees no reason why it should be changed this year. This item was moved to the September 21, 2020 Council Meeting Agenda for approval.
• DCED MULTIMODAL TRANSPORTATION GRANT APPLICATION – SIDEWALKS IN BOROUGH – Vice President Stockton stated that he would like to approve Resolution 2020-48, authorizing the DCED Multimodal Transportation Fund for a sidewalk improvement project. This item was moved to the September 21, 2020 Council Meeting Agenda for approval.
3) Community Outreach & Events Committee
• DISCUSSION OF REMAINING 2020 EVENTS – Councilwoman Reichner stated that a discussion needed to be held regarding the list of events that the Chamber has given to Council and the events in question are as follows:
o National Night Out – October 9 – Chief Gardner stated due to the COVID 19 pandemic they will not be able to participate this year and that local municipalities have also cancelled theirs. He stated that he looks forward to next years.
o Hatoberfest – October 17
o Decorate a Pumpkin – October 24
o Movie Night at Memorial Park – TBD
o Halloween Parade of Costumes – October 31 – Chamber President Schultz stated that the children would be socially distanced with parade marshals to help maintain that while they go up York Road then down with certain areas where they will receive a bag of candy donated by the business community as this could be the only time children can go out and receive candy. He also stated that they are hoping to try and keep the towns spirits up by having these events.
o Scarecrow Contest – business owners have already begun to display their scarecrows along York Road.
o Holiday Parade – TBD -Chamber President Schultz stated that they would like to have a drive by parade celebrating the people who work in Hatboro and have Santa on the back of the Firetruck. He also stated that he would like to sit with Chief Gardner and map out the neighborhoods for a parade route.

o Hatboro Winter Night – December 4
• SEPTEMBER/OCTOBER EVENTS – Councilwoman Reichner stated that the following events are scheduled from the end of September through October:

• SEPTEMBER BUSINESS SPOTLIGHT: WOLFY’S FURMNITURE & STUFF/ JACKSONVILLE ROAD ANTIQUE EXTRAVAAGANZA – Councilwoman Reichner stated that Wolfy’s Furniture and Stuff is the September Business spotlight.
• EXTENSION OF WILLIAMS LANE DINING AREA TO END OF OCTOBER – Councilwoman Reichner stated that the Williams Lane Dining Area has been extended until the end of October.
• UNION LIBRARY TREE LIGHTING – Councilwoman Reichner stated that the Union Library Tree Lighting is currently being discussed to have a virtual tree lighting in December 2020 and Library Director Celec will explain further in his report. This item was moved to the September 21, 2020 Council meeting Agenda for approval.
4) Public Works Committee
• AMENDMENT TO SOLID WASTE ORDINANCE – Councilwoman Benjamin stated that there are some changes that need to be made to the solid waste ordinance. This item was moved to the September 21, 2020 Council Meeting Agenda for approval.
• EXTENSION FOR RECYCLING SERVICES RESOLUTION – Councilwoman Benjamin stated that our contract has expired, and the consortium was able to get an extension of the Borough of Hatboro’s recycling services agreement with JP Mascaro for an additional 6- month period. This item has been moved to the September 21, 2020 Council Meeting Agenda for approval.
• 2020 LIQUID FUELS ROAD PAVING PROJECT – Councilwoman Benjamin stated that the recommendation is to award the bid for the W. Monument Avenue paving project to Berg Construction LLC in the amount of $ 107,391.00. This item has been moved to the September 21, 2020 Council Meeting Agenda for approval.
5) Environmental Affairs & Parks Committee
• BAMBOO ORDINANCE – Councilwoman Anzinger stated that we have advertised the Bamboo Ordinance No. 1063, establishing regulations on Bamboo in Hatboro as it is invasive. This item was moved to the September 21, 2020 Council Meeting Agenda for approval.
• AMENDMENT TO ENVIRONMENTAL ADVISORY COMMITTEE ORDINANCE – Councilwoman Anzinger stated that an amendment was made to the Environmental Board Ordinance for the EAC to allow for business owners not outnumbering Hatboro residents to participate and this has been advertised and ready for adoption. This item has been moved to the September 21, 2020 Council meeting Agenda for approval.
• PARKS AND RECREATION BOARD ORDINANCE – Councilwoman Anzinger stated that this is to approve Ordinance 1061, establishing a Parks and Recreation Board for the Borough of Hatboro. This item has been moved to the September 21, 2020 Council Meeting Agenda for approval.
• MILLER MEADOW GAZEBO UPDATE – Councilwoman Anzinger stated that the contractor has been working on the gazebo as the blocks are in place and there is some electrical work that has begun. She also stated that the gazebo color has been discussed by the Parks Committee and has been approved and has moved forward with Engineer Goff and Phase 1 should be complete by January.
• EAC APPOINTMENT – THOMAS BILOTTA – Councilwoman Anzinger stated that the EAC had their first meeting and she asked to consider approving Resolution 2020-43, appointing Thomas Bilotta to the Environmental Advisory Board for a term of 1 year. This item has been moved to the September 21, 2020 Council Meeting Agenda for approval.
• ANNOUNCEMENT: TANNER PARK PLANTINGS FROM ELM STREET HATBORO – Councilwoman Anzinger stated that we have received Tanner Park plantings as Elm Street has made a generous donation of trees in the amount of $ 3500.00 to Tanner Park. She also stated that Public Works is taking care of the watering of these Cypress trees.
• DISCUSSION OF BASKETBALL COURTS AT PARKS – Councilwoman Anzinger stated that there has been a lot of activity in Eaton Park specifically kids playing basketball. She also stated that a message has been posted on social media as well as our website reminding visitors to practice social distancing and following the rules and guidelines that we have established for the parks and if there are issues with people not following the rules, they may have to close the parks again.
6) Policy Committee
• PERSONNEL MANUAL UPDATE – Councilwoman McMenamin stated that they have almost completed an Employee Handbook to review and once it is completed it will be provided to the policy committee to be reviewed. She also stated that the goal would be to have it reviewed by the Labor Attorney and Council with possible adoption in time for 1/1/21.
7) Administration Committee
UNION LIBRARY EXPENDITURE LIST – Councilwoman McMenamin stated that the Union Library Expenditure List for the month of September 2020 is $ 13,975.19. This item has been moved to the September 21, 2020 Council Meeting Agenda for approval.
BLIGHT/VACANT PROPERTY REGISTRATION/INSPECTION ORDINANCE – Councilwoman McMenamin stated that Council would like to consider approval for the Solicitor to work with the staff to write an ordinance to increase property maintenance compliance regarding vacant properties. This item has been moved to the September 21, 2020 Council Meeting Agenda for approval.
COMMUNITY CHANNEL UPGRADES – Councilwoman McMenamin stated that All Systems Audio and Video has reviewed are equipment that is out of date as it from the mid 2000’s. She stated that their review included converters and the over all set up and they have prepared a list of upgrades that Council can do that will help modernize and get our community channel up and running which she feels is extremely important. She all stated that All Systems will send an updated itemized proposal this week. Councilwoman asked that they wait for an update an put it on the agenda for October to approve. This item was tabled until the updated proposal is received.
RACP FUNDING CERTIFICATION RESOLUTION – Councilwoman McMenamin stated that this is the grant where they were focusing on the Loller Building improvements and that it demonstrates that the funds for the project are kept in reserve and committed to this project and cannot be used for any other purpose. She also stated this project was approved by Council on November 24, 2019.This item was moved to the September 21, 2020 Council Meeting Agenda for approval.
QUIT CLAIM DEED FOR CROOKED BILLET SCHOOL MONUMENT – Solicitor Geiser stated that this is a resolution for Council’s consideration regarding 390 sq. ft parcel of land that is located on Crooked Billet Elementary School property and this resolution would allow the Borough to transfer this tiny of parcel of land in which the monument is located. This item has been moved to the September 21, 2020 Council Meeting Agenda for approval.
JACKSONVILLE GREEN FINAL ESCROW RELEASE – Councilwoman McMenamin stated that this is to approve the Final Escrow release for the Jacksonville Green project in the amount of $ 286,740.14 for improvements completed to date contingent upon receipt of maintenance bond in the amount of $ 158,377.71 and a fee in lieu of improvements for landscaping in the amount of $ 46,410.00. This item has been moved to the September 21, 2020 Council Meeting Agenda for approval.
OCTOBER COUNCIL MEETING DATE – Councilwoman McMenamin stated that if we are going to keep both meetings combine that the combined meeting remains the third Monday of the month and next months meeting would be a combined Committee/Council Meeting on Monday, October 19, 2020 at 7:00 P.M, virtually via zoom. This item has been moved to the September 21, 2020 Council Meeting Agenda for approval.
OCTOBER MEETING ANNOUNCEMENTS – Councilwoman McMenamin stated that there will be no Planning Commission, Zoning Hearing Board, or Parking Commission Meetings in October. She stated that there will be a Historical Committee Meeting Tuesday October 6, 2020 at 7:00 P.M which be held virtually via zoom. She stated that the EAC will meet Thursday October 8, 2020 at 6:30 P.M.

CALL TO ORDER – President Bollendorf called the September 21, 2020 Council Meeting to order at 8:22 P.M.
PUBLIC COMMENT – There was no public comment.
MAYOR’S REPORT – Mayor Guenst stated that the deadline has been extended for mail in ballots to be received and if they are post marked on or before election day, November 3, by 8:00 P.M., they will be counted and received by the County Board of Elections by Friday November 6 at 5:00 P.M. She also stated that if you are planning to vote by mail, the ballots will be sent out next week. She also stated that there will be drop boxes if you are not comfortable with the postal service. She also stated that if you get a mail in ballot then change your mind, you can do that, but you must take your ballot with you to the polls.
Mayor Guenst also stated that hatboro poling stations have been taken down to two. South One, South two and North two will be voting at Pennypack Elementary School and North One will be voting at St. John’s Lutheran Church. She also stated that this was not Hatboro’s decision, but the Hatboro Baptist Church and Fire Company did not want anyone in their buildings at this time and this is what the County had to choose from.
OFFICER’S REPORTS
• PRESIDENT’S REPORT – President Bollendorf stated that Manager Hegele and himself went to the title company and the Borough officially took over the Cressbrook property and that this a monumental acquisition for the Borough as it has historical value and a portion of that will be used for the Borough’s Park system. He also stated that they are looking into having a historical overlay in our zoning.
President Bollendorf also stated that budget season is upon us and the Borough is in a very good place and special meetings will be held for that.
President Bollendorf also stated that the Borough has received calls and emails as far as what the Borough is going to allow for Halloween. He stated that the Borough has no control over Halloween and that there will probably be some guidance from the Governor and to respect anyone who chooses not to participate.
• TREASURER’S REPORT – Treasurer Rich stated that the balance at the end of August 2020 was $ 5,267,877.40 which includes interest earned in the amount of $ 753.63.
SOLICITOR’S REPORT – Solicitor Geiser stated that this month they finalized three ordinances that are up for Council’s consideration which are the Bamboo Ordinance and two committee ordinances. She also stated that they have put before them the Resolution for the LCB to allow us to petition them for the Hatboro’s Ordinance to supersede the LCB statute. She also stated that they have the resolution that was drafted for Council’s consideration to allow the transfer of the parcel on the Crooked Billet Elementary School to Hatboro Horsham School District in order to move forward with development.
ENGINEER’S REPORT – Engineer Goff stated that under our 2020 MS4 services, her office developed our source inventory which is a requirement under our MS4 permit and this source inventory involves using the DEP’s mapping services in order to determine what is impaired by priority organics throughout the Borough and using our MS4 map to determine which facilities may be having illicit discharges into our water ways. She also stated that it was developed and approved by DEP.
Engineer Goff stated that the Borough received a letter of adequacy from the conservation district for the Corinthian trail and revisions are being compiled for the final Penndot review.
Engineer Goff also stated that a preconstruction meeting was held in the beginning of the month for the Eaton Park Project and contracts are currently under review and a tentative notice received for this project is set for the end of September.
Engineer Goff also stated that surveying was completed for the Lancaster and Windsor Avenue intersection project.
MANAGER’S REPORT – Manager Hegele stated that SEPTA has begun a 5.1, million-dollar project at the Hatboro train station that will replace major power components on an 80 plus year old substation. She also stated that work is expected to be performed during daylight hours and SEPTA anticipates completion to be late summer or early fall 2021.
Manager Hegele also stated that two weeks ago the director of risk control from our insurance company came out to perform his annual safety visit for the Borough and we received a report of his findings which included a few minor things.
Manager Hegele stated that she was notified about the Hatboro Little League flag that it is in disrepair she has reached out to SBA Communications, the owner if the tower, on multiple occasions to get the flag replaced. She also stated that they told her a new flag will be up in ten days.
Manager Hegele stated that a few months ago we discovered an issued with the clock above Borough Hall and the Winships were out to perform maintenance and according to Mr. Winship the clock frame shifted causing movement to stop and they will be back to make further adjustments.
Manager Hegele also stated that NBC 10 has done a show on Hatboro regarding small towns and our business community and PBS is also coming to town to do further taping at Lochel’s.
Manager Hegele also stated that Jacksonville Green was chosen by the County to win the award for County Planning for their project and will be given that award November 18, 2020.
Manager Hegele also stated that 22 Hatboro businesses were awarded Montgomery County small business grants totaling $236,500.00
STAFF REPORTS
POLICE – Chief Gardner stated that this afternoon at Borough Hall an event was held sponsored by TMA Transportation where they were able to hand out numerous bicycle helmets to children of Hatboro and some senior citizens.
Chief Gardner stated that the YMCA has notified him that they have cancelled their Skeleton Skurry 5K race which was to be held on October 31, 2020 due to COVID.
Chief Gardner also stated the Police test is on October 10, 2020 at the Hatboro Horsham High School and the application period for the twelve departments participating this year closes on September 30.He also stated that the School District has approved their plan for social distancing and infection control.
TAX COLLECTIONS – No report was given.
PUBLIC WORKS – Superintendent Sine stated at the Loller Road drain, the inlet has been installed and crews will be restoring the road completing this week.
Superintendent Sine stated that the final close out check has been received from PA DEP for the 2018 902 Recycling Grant in the amount of $181,777.40.
Superintendent Sine stated that PW Employees have started performing landscaping and cleanup work at the newly acquired Cressbrook House.
Superintendent Sine also stated that on Council’s agenda this evening are updated draft ordinances for trash and recycling. He also stated that much of this was completed by the TA review of our operations in 2018 and other minor improvements were done by himself, Manager Hegele, and the Public Works Committee and that these updates put the Borough in a more favorable position for compliance and enforcement.
Superintendent Sine stated that leaf season is fast approaching and as a reminder Public Works collects leaves in biodegradable paper bags only so please do not rake or blow your leaves into the street.
FIRE MARSHAL – The August 2020 Fire Marshal Report was submitted electronically.
FIRE COMAPANY REPORT – No report was given.
UNION LIBRARY REPORT – Library Director Celec stated that the Library is still open and in the last month have increased their hours to six days a week and only closed on Sundays with 60-minute appointments now instead of 30.
Library Director Celec stated that parking lot pick up is still available and will continue to be as it is a good contactless way to get any reading materials and he urges people to use that.
Library Director Celec stated that this year they cannot do their normal tree lighting with having Santa come and instead they are proposing a video substitute which would have a video message from Santa and/or Borough staff as well as having Santa read a story. He stated that their only request is to approve officially Public Works lighting the Christmas tree.

AUGUST 17, 2020 COMMITTEE/COUNCIL MEETING MINUTES – Councilwoman Reichner made a motion to approve the August 17, 2020 Committee/Council Meeting Minutes. Motion was seconded by Councilwoman Benjamin. Councilwoman Ostrander abstained from the vote as she was not present at the meeting. Motion carried 6-0 with 1 abstention.

2020 EVENTS –
• National Night Out – President Bollendorf suggested a Public Safety video. Councilwoman Anzinger asked if a food drive was possible as she feels if we cannot gather this would be another way to participate.
• Halloween Stroll – Chamber President Schultz suggested the kids walk form Summit Avenue to Byberry and back again with certain areas pre bagged candy donated from the businesses will be handed out. President Bollendorf suggested one of the locations be Aaron’s as it is a large space where kids can practice social distancing effectively. Councilwoman Benjamin suggested marking with chalk so that it is properly enforced. President Schultz also suggested hula hoops spaced out 10 feet apart. Vice President Stockton stated that he would like a plan in place people not wearing masks and Chamber President Schultz stated that a donation of masks was made to the Chamber and we can hand them out to anyone who is not wearing one.
• Decorate a Pumpkin – Chamber President Schultz stated that this would be at different locations and that the Pumpkin Decorating was at Memorial park and Councilwoman Anzinger stated that she thinks we can safely distance people in that location. President Bollendorf stated that the park is a great idea as there is a lot of room. Councilwoman McMenamin asked if people will be cleaning the high touched areas and her suggestion is to have mini packets for each participant.
• Pick an Apple – Councilwoman McMenamin stated that her concern is the kids touching the apples and out of all the events, she was hesitant about this event.
• Holiday Parade – Chamber President Schultz stated that they may not hit every street but will hit every neighborhood and possible putting out a map a few days prior then at least all neighborhoods would be covered. Councilwoman Benjamin stated that the Fire Company does every street and maybe they could ask them so that we can gauge how long it takes them.
Councilwoman Reichner made a motion to cancel the gathering for National Night out, to approve a socially distanced Halloween stroll, and approve the Pumpkin Decorating at Memorial Park with individual bags of supplies to be handed out. Motion was seconded by Vice President Stockton, all ayes. Motion carried 7-0.
WILLIAMS LANE DINING AREA EXTENSION – Councilwoman Anzinger made a motion to extend the Williams Lane Outdoor Dining Area to the end of October 2020. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 7-0.
UNION LIBRARY TREE LIGHTING – Vice President Stockton made a motion to approve the virtual Union Library Tree Lighting for December 2020. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 7-0.
SOLID WASTE ORDINANCE AMENDMENT – Councilwoman Benjamin made a motion to authorize staff to draft an amendment to the Solid Waste Ordinance. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 7-0.
EXTENSION OF RECYCLING SERVICES WITH JP MASCARO RESOLUTION – Councilwoman Ostrander made a motion to approve Resolution 2020-49, authorizing an extension of the Borough of Hatboro’s recycling services agreement with JP Mascaro for an additional 6-month period. Motion was seconded by Councilwoman Anzinger, all ayes. Motion carried 7-0.
2020 LIQUID FUELS ROAD PAVING PROJECT – Councilwoman Benjamin made a motion to award the bid for the W. Monument paving project to Berg Construction LLC in the amount of $ 107,391.00 and alternate bis for the following:
Alternate 3: W. Lehman Avenue (Chester to Spring) = $32,485.00
Alternate 4: W. Lehman Avenue (Spring to Bank) = $10,313.00
Alternate 5: W. Lehman Avenue (Bank to York) = $37,070.00
TOTAL = $187,259
Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 7-0.
BAMBOO ORDINANCE – Councilwoman Anzinger made a motion to approve Ordinance No. 1063, establishing regulations on Bamboo in Hatboro. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 7-0.
AMENDMENT TO ENVIRONMENTAL ADVISORY COUNCIL ORDINANCE – Councilwoman Anzinger made a motion to approve Ordinance No. 1062, amending the Environmental Advisory Council Ordinance to permit one non-resident business owner on the board. Motion was seconded by Councilwoman Benjamin, all ayes. Motion carried 7-0.
PARKS AND RECREATION BOARD ORDINANCE – Councilwoman Anzinger made a motion to Ordinance No. 1061, establishing a Parks and Recreation Board for the Borough of Hatboro. Motion was seconded by Councilwoman Benjamin, all ayes. Motion carried 7-0.
ENVIRONMENTAL ADVISORY COUNCIL APPOINTMENT – Councilwoman Anzinger made a motion to approve Resolution 2020-43, appointing Thomas Bilotta to the Environmental Advisory Board for a term of one year. Motion was seconded by Councilwoman Benjamin, all ayes. Motion carried 7-0.
UNION LIBRARY EXPENDITURE LIST – Councilwoman McMenamin made a motion to approve the Union Library Expenditure List for the month of September 2020 in the amount of $ 13,975.19. Motion was seconded by Vice President Stockton, all ayes. Motion carried 7-0.
BLIGHT/VACANT PROPERTY REGISTRATION AND INSPECTION ORDINANCE – Councilwoman Anzinger made a motion to approve the drafting of a Blight/Vacant Property Registration and Inspection Ordinance. Motion was seconded by Councilwoman Reichner, all ayes. Motion carried 7-0.

RESOULUTION 2020-44: RACP FUNDING CERTIFICATION – Councilwoman Anzinger made a motion to approve Resolution 2020-44, certifying the availability of Funds for the Borough Hall Loller Academy HVAC Project. Motion was seconded by Councilwoman Benjamin, all ayes. Motion carried 7-0.
QUIT CLAIM DEED FOR CROOKED BILLET SCHOOL MONUMENT – Councilwoman Reichner made a motion to approve Resolution 2020-46, approving the Quit Claim Deed for the Crooked Billet School Monument. Motion was seconded by Vice President Stockton, all ayes. Motion carried 7-0.
JACKSONVILLE GREEN FINAL ESCROW RELEASE – Vice President Stockton made a motion to approve the final Escrow Release for the Jacksonville Green Project in the amount of $286,740.14 for improvements completed to date contingent upon receipt of a maintenance bond in the amount of $ 158,377.71 and a fee in lieu of improvements for landscaping in the amount of $ 46,410.00. Motion was seconded by Councilwoman Ostrander, all ayes. Motion carried 7-0.
OCTOBER MEETING DATE – Vice President Stockton made a motion to a combined Committee/Council Meeting on Monday, October 19, 2020 at 7:00 P.M virtually via Zoom. Motion was seconded by Councilwoman Benjamin, all ayes. Motion carried 7-0.
